    LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years.

Na predčasnih volitvah 4. decembra 2011 je imelo pravico voliti 88 poslancev državnega zbora, ki se volijo na podlagi splošne volilne pravice, 1.709.692 volivcev, pri čemer je bilo 1.709.654 volivcev, ki so bili vpisani v volilne imenike ter 38 volivcev, ki so glasovali s potrdilom pristojnega organa, ker pomotoma niso bili vpisani v volilni imenik. 2. Na podlagi splošne volilne pravice je glasovalo skupaj 1.121.573 volivcev ali 65,60 % od vseh volivcev, ki so imeli pravico voliti. 3. Od števila volivcev, ki so glasovali, je 38 volivcev glasovalo s potrdili, ostali so bili vpisani v volilne imenike. 4. Po pošti je glasovalo 9.269 volivcev. 5. Za izvolitev 88 poslancev državnega zbora, ki se jih izvoli na podlagi splošne volilne pravice, je bilo oddanih 1.121.475 glasovnic. 6. Ker so bile prazne oziroma volja volivca ni bila jasno izražena, je bilo neveljavnih 19.219 glasovnic (1,71 % od oddanih glasovnic). 7. Veljavnih je bilo 1.102.256 glasovnic. II.     An Inclusive, Global Strategy to #LeaveNoOneBehind during and after COVID-19 Speaker’s Biographies Speaker Biography Danilo Türk President of Slovenia Danilo Türk (1952) has a BA in Law from the University of (2007-2012) Ljubljana in 1975, an MA from the University of Belgrade Club de Madrid President (1978), and a PhD from the University of Ljubljana. In 1983 he became Director of the Institute on International Law at the University of Ljubljana. He was member of the Sub-Commission on Prevention of Discrimination and Protection of Minorities, a UN body of independent experts. In that capacity he served, in 1986- 1992, as the UN Special Rapporteur on the realisation of Economic, Social and Cultural Rights. In 996-1997 he also served as member of the Human Rights Committee. In 1990-1991 he took part in the drafting of the Constitution of the Republic of Slovenia by preparing the draft chapter of the Constitution related to human rights and fundamental freedoms. From 1992 to 2000, Mr. Türk was the first Slovene Permanent Representative to the UN in New York and represented Slovenia on the UN Security Council in 1998 - 1999. In 2000 he was invited by Mr. Kofi Annan, the then Secretary –General of the UN, to serve as UN Assistant Secretary-General for Political Affairs (2000 – 20005). In 2005 he returned to Slovenia as Vice-Dean of the Faculty of Law, University of Ljubljana. In 2007 he was elected President of the Republic of Slovenia from 2007 to 2012. He became member of the Club de Madrid in 2013.

    OKTOBER 2019 100 LETNIK 13 Franka, Mateja, Vojko in Janez so gonilna sila Turističnega društva Pudgura pri organizaciji tradicionalne Gobarske nedelje. Tudi letos so v svoje vrste povabili domačina Jožeta Podboja, terminatorja, ki svoje znanje o gobah z veseljem deli z obiskovalci. Prireditev z izobraževalnim in družabnim značajem je že šestnajstič odlično uspela. Pod kozolcem toplarjem v Belskem je bilo na ogled 200 vrst gob. Nekaj je bilo tudi takšnih sort, ki ne smejo nikoli pristati v gobarjevi košari. Iz vsebine: 4 tema meseca: Pripravljeni? Nova znanja, nova spoznanja 11 Končujemo že deseti mesec tega leta. Pred vrati so že prve počitnice za osnovnošolce in dijake. Trgovine nam že ponujajo prve novoletne okra- ske in nam dajejo vedeti, da se december hitro približuje. Pa vendar ne smemo tako hitro naprej in prehitro spustiti oktobra iz rok, saj nam je dal ogromno novega znanja. Začeli smo z rožnatim okto- tu živimo: brom, dobili nove nagrajence akcije Postojna v cvetju, priča smo bili naj- večjemu dogodku v Sloveniji s področja zaščite in reševanja – Bogataje- vim dnevom zaščite in reševanja, ki so za nekaj dni Postojno spremenili v najbolj varno mesto v državi. Ob tem nas je obiskal celoten slovenski KS Slavina politični vrh, Postojna pa se je še enkrat izkazala kot odlična gostiteljica velikega dogodka državnega pomena. Občina Postojna pa v teh dneh ni v najboljši luči le na domačih tleh, temveč tudi v tujini. Na prvem mednarodnem vrhu Otrokom prijaznih Unicefovih mest smo bili mednarodnim delegacijam predstavljeni kot 12 primer dobre prakse. Podobna zgodba se je odvila le nekaj dni za tem v Beirutu, kjer je bila na konferenci Akt now Postojna postavljena za zgled pri delu z mladoletnimi migranti brez spremstva.

    The Difficult Look Back: Slovenian Democratic Path after European Union Accession MIRO HAČEK Politics in Central Europe (ISSN: 1801-3422) Vol. 15, No. 3 DOI: 10.2478/pce-2019-0023 Abstract: In the third wave of democratic changes in the early 1990s when the Central and Eastern European (CEE) political landscape changed radically and the democrati‑ sation processes started in the eastern part of the continent, Slovenia was one of the most prominent countries with the best prospects for rapid democratic growth. Slove‑ nia somewhat luckily escaped the Yugoslav civil wars and towards the end of the 20th century was already on the path towards a stable and consolidated democracy with the most successful economy in the entire CEE area. After the dissolution of Yugoslavia, Slovenia had a simple and straight ‑forward political goals, i.e. to join the European union as soon as possible, thus consolidating its place among the most developed countries within the region. After some setbacks, this goal was accomplished in (so far) the biggest enlargement to the Union in May 2004. But what happened after Slovenia managed to successfully achieve its pair of major political goals? In this chapter, we search for an answer to this question and find out why Slovenian voters are increas‑ ingly distrustful not only of political institutions, but why so ‑called new political faces and instant political parties are so successful and why Slovenian democracy has lost a leading place among consolidated democracies in CEE. Introduction After declaring its independence from former Yugoslavia in 1991, the Republic of Slovenia expressed its willingness and objective, both in its strategic develop‑ ment documents and at the highest political levels, to become a full member of POLITICS IN CENTRAL EUROPE 15 (2019) 3 419 the European Union (EU).1 As the crucial developmental documents2 indicate, the optimum long ‑term development of the Slovenian economy is inextricably tied to Slovenia’s full membership in the EU.
