FÓRAM CHOIS FHARRAIGE UM PHLEANÁIL TEANGA SAMHAIN 2016 Cois Fharraige (Ros a’ Mhíl, An Tulach, Na Minna, An Cnoc, An Spidéal, Na Forbacha) Language Planning Forum Summary And Recommendations Language Plan 2017– 2023 0 FÓRAM CHOIS FHARRAIGE UM PHLEANÁIL TEANGA SAMHAIN 2016 1. Introduction Under the Gaeltacht Act 2012 the Gaeltacht was divided into 26 Language Planning Areas. Each area was given two years to prepare a Language Plan and the plan is to be implemented over a period of seven years. After some dicussion it was decided to form a body called Fóram Chois Fharraige um Phleanáil Teanga (Cois Fharraige Language Planning Forum). This body is representative of many voluntary community-based organisations operating in the five school areas of Na Forbacha, An Spidéal, An Cnoc, An Tulach and Ros a’ Mhíl. Údarás na Gaeltachta awarded the contract for the preparation of a language plan to the Forum, a contract was signed and funding was provided to prepare a plan. Work commenced in 2014. The challenges posed to the use of Irish as our community language vary greatly from area to area with the use of Irish weaker to the east of the Language Planning Area and stronger in the west. The use of Irish was mapped in a recent (2007 and updated in 2015) comprehensive sociolinguistic survey. The survey reports on the use of Irish in the five electoral divisions, which roughly reflect the five school areas. The three divisions west of An Spidéal are Category A (relatively strong Gaeltacht areas); An Spidéal is Category B (the use of Irish as a community language is under threat); and Na Forbacha is Category C (English is predominantly, but not solely, the language of the community). -

Is anso atá bearta an phlean, bearta an phobail, a mianta agus a smaointe maidir le cén céim nach mór dúinn a thógaint lenár bhfís a bhaint amach, le forbairt pobail a chur chun cinn, lena chinntiú go mbeidh pobal beo teanga anseo againn do na glúnta atá le teacht. Tá am na cinniúna buailte le pobal teanga Chorca Dhuibhne. Nuair a chuirtear Daonáireamh 2016 i gcomparáid le figiúirí 2011 tá titim 6.7% i líon na gcainteoirí Gaeilge go laethúil (taobh amuigh den gcóras oideachais). I gcaitheamh na mblianta tá móran infheistíochta déanta ag an Stát trí Roinn na Gaeltachta anseo i gCiarraí Thiar. -

Timescale EDUCATION IN THE GAELTACHT Implementation of the Gaeltacht Education Policy will be overseen in order that all participating schools provide high-quality Irish-medium education to their learners. Key areas will include: offer all schools in Gaeltacht language-planning areas the opportunity to participate in Gaeltacht School Recognition Scheme foster linkages between schools and Language Planning Committees through the Recognition foster linkages between schools and naíonraí in Gaeltacht areas as part of the Recognition DES 2018-2022 1.1 provide advisory and support visits from Inspectorate along with additional Continuing COGG Professional Development (CPD) via COGG in conjunction with other support services to support immersion education in schools in the Scheme provide additional teaching and other supports, as resources permit, to support implementation of Irish-medium education in schools in the Scheme monitor, evaluate and report on the effectiveness of provision in schools in the Gaeltacht School Recognition Scheme. Educational provision of existing Aonaid Lán- 2019-2020 1.2 Ghaeilge in Gaeltacht schools, as provided for in the DES Policy on Gaeltacht Education, will be reviewed. It will be ensured that all professionals and agencies DES working with Gaeltacht schools in a support capacity NEPS endeavour to engage with members of the school 2018-2022 1.3 PDST community through the medium of Irish and support JCT the maintenance of Irish as the community NCSE language. Proposals will be developed and implemented to DES 2018-2022 1.4 provide a number of differentiated supports to help ETBs address specific needs of island schools. -
