INCIDENT MANAGEMENT SITUATION REPORT FRIDAY, OCTOBER 1, 1999 - 0530 MDT NATIONAL PREPAREDNESS LEVEL III

CURRENT SITUATION:

Increased initial attack activity occurred in the Southern Area, while moderate initial attack activity was reported in Southern . Minimal initial attack activity happened elsewhere. New large fire activity was reported in the Eastern Great Basin, Rocky Mountain, Southern California, and Southern Areas. The National Interagency Coordination Center mobilized air tankers, helicopters, infrared aircraft, radio equipment, engines, meteorological equipment, crews, and miscellaneous overhead. Very high to extreme fire indices were reported in Oregon, Washington, California, Idaho, Utah, Nevada, and Colorado.

NORTHERN CALIFORNIA LARGE FIRES:

BIG BAR COMPLEX, Shasta-Trinity National Forest. An Area Command Team (Denton), a Type I Incident Management Team (Bateman) and a Type I Incident Management Team (Frye) are assigned. The complex is 28 miles northwest of Weaverville, CA. The complex consists of the Megram and Onion fires. The Megram fire has burned onto the Six Rivers National Forest.

LITTLE, Shasta-Trinity National Forest. A Type II Incident Management Team (Feser) has transition with a Type II Incident Management Team (Ratliff). The fire is 24 miles northeast of Weaverville, CA. Current threats include the Wilderness, private timber lands and harvest operations. A northerly wind event predicted for today threatens unsecured perimeter and residential structures. Crews have made good progress towards completing fireline and continue with mopup.

GUN 2, Tehama-Glenn Ranger Unit, California Department of Forestry. A Unified Command with California Department of Forestry (Johnson) and the U.S. Forest Service (Madden) is in place. The fire is 20 miles east of Redding, CA. The fire is burning very actively. Control problems include steep, rocky terrain with limited access. Current threats include the and the Panther Springs and Boon Docks areas which includes approximately 54 homes.

RUMSEY, Lake Napa Ranger Unit, California Department of Forestry. The fire is near Highway 16, about five miles north of Rumsey. Favorable weather conditions have allowed for continued progress on fireline construction.

NORTHWEST AREA LARGE FIRES:

HE HE, Warm Springs Agency, BIA. A Type II Incident Management Team (Andrade) is assigned. The fire is 16 miles northwest of Warm Springs, OR. Crews made excellent progress towards containing the fire.

REPEATER, Siskiyou National Forest. A Type II Incident Management Team (Gardner) is assigned. The fire is burning in a timber reproduction unit six miles northeast of Brookings, OR. Crews are concentrating on fireline construction efforts on the north flank.

AUSTA, Oregon Department of Forestry. The fire is burning 30 miles west of Eugene, OR in slash, decked logs and standing timber. Crews conducted firing operations and have lined the two flanks. The fire continues to back downhill on the west side.

SOUTHERN CALIFORNIA LARGE FIRES:

KIRK COMPLEX, Los Padres National Forest. A Type I Incident Management Team (Greenhoe) is assigned to the Kirk Complex North, which includes the Tassajara, Five and Mountain fires. A Type I Incident Management Team (Hutchinson) is assigned to the Kirk Complex South, which includes the Hare and Kirk fires. Some moderate spread was observed on the north side of the fire and the fire continued to make strong runs on the south side.

LA JOLLA, Cleveland National Forest. A Unified Command with the California Division of Forestry and the U.S. Forest Service are managing the fire. This fire is near Warner Springs, CA. Current threats are to structures. Terrain and weather conditions are causing control problems.

PROCTOR, San Diego Ranger Unit, California Division of Forestry. This fire is located 20 miles east of San Diego, CA. No other information was received.

CHASE, Riverside Ranger Unit, California Division of Forestry. This fire is located 15 miles east of Riverside, CA. No other information was received.

CITY OF ROCKS 3, South-Central Idaho Area, Upper Snake River District, BLM. This fire is 15 miles southeast of Oakley, ID and is burning in the City of Rocks National Monument. Containment was expected last night.

ROCKY MOUNTAIN LARGE FIRES:

WAGON ROAD, Craig District, BLM. This fire is near Meeker, CO. Control problems include winds, low relative humidity, frost cured vegetation, and inaccessible terrain. Current threats include livestock, private land, structures, and residences within 2 miles. The fire exhibited rapid rates of spread and is active on all sides.

A cold front moving southeast through eastern Washington, Idaho and eastern Utah will bring partly cloudy, breezy and cooler weather. High pressure will continue dry and warm weather in the west. High temperatures will be in the 60's and 70's in Idaho, eastern Washington, northern Nevada, and northern Utah, with temperatures in the 50's and 60's in the mountains. High temperatures will be in the 60's and 70's on the west coast with 70's to lower 80's in eastern Oregon, northern and central Nevada, and 80's to mid 90's in the interior of California. Minimum relative humidities will range from 10 to 30 percent for the interior of California, Oregon, Nevada, Utah, eastern Washington, Idaho, and western Oregon. The Gulf states will be sunny and dry with high temperatures in the 70's north to lower 80's south. West Texas will be windy, with high temperatures from 80 to 90 degrees statewide. Minimum relative humidity will be 25 to 35 percent, except 15 to 25 percent in central and western Texas.
