The Nuclear Sector Deal Nuclear Industry Council Proposals to Government for a Sector Deal l Foreword The UK’s civil nuclear sector is amongst the most advanced in the world. Our global leadership status has been earnt through a record across the entire nuclear lifecycle – from enrichment, through fuel production, generation, operation, new build, research and decommissioning – and increasingly enhanced by our world class regulatory system as the country’s new build programme takes shape. Our sector is an economic powerhouse – currently equivalent in scale to aerospace manufacturing – providing tens of thousands of highly skilled jobs, driving growth in diverse regions across the UK. Our world leading research and development puts us at the forefront of waste and decommissioning, with UK companies well placed to benefit from opportunities in a global market worth £100bn. The existing fleet of nuclear power stations provides more than 20% of the UK’s electricity supply, and its low carbon, reliable baseload characteristics complement a changing energy system with a greater penetration of intermittent and variable renewable sources of generation. The combination of low carbon power sources has helped the UK reduce its carbon emissions, and will be vitally important to maintain that progress as both transport and heat become less carbon intensive, and more reliant on clean electricity in the future. The potential to build on that record is real, and the Nuclear Industry Council has worked under my leadership to present the opportunities for where greater collaboration by industry, with the right levels of facilitation from the government, can maximise that potential, and make a significant contribution to meeting the objectives set by the government in its Industrial Strategy white paper. -

For legal requirements we’re required to file an annual report for the financial year which runs from March-March, for the benefit of members we’ve included an update to September 2009 when this report was written. We are very pleased with the success and achievements of Compass during this past year, which has been the busiest and most proactive 12 months the organisation has ever been though in its 6 years of existence, the flurry of activity and output has been non-stop! Looking back 2008/2009 saw some clear milestone successes both politically and organisationally for Compass. Snap shots include the launch of our revolutionary process to generate new and popular ideas for these changed times with our How To Live In The 21st Century policy competition where we encouraged people to submit and debate policy ideas; to organise meetings in their homes and we ran a series of regional ideas forums across the country - over 200 policies were submitted and then voted on by our members – our biggest ever exercise in membership democracy. -

WHAT IS THE FABIAN POLICY? • The Fabian strategy is a military strategy where pitched battles and frontal assaults are avoided in favor of wearing down an opponent through a war of attrition and indirection. While avoiding decisive battles, the side employing this strategy harasses its enemy through skirmishes to cause attrition, disrupt supply and affect morale. Employment of this strategy implies that the side adopting this strategy believes time is on its side, but it may also be adopted when no feasible alternative strategy can be devised. COMPLAINT: COVERAGE BY “TODAY”, SINCE THE WILSON REPORT, OF THE CASE FOR THE UK TO WITHDRAW FROM THE EU. BACKGROUND The 2005 Wilson Report into the BBC’s coverage of EU affairs was the Corporation’s first published independent analysis of its output. Its committee of inquiry was chaired by Lord Wilson of Dinton, formerly Cabinet Secretary and Head of the Civil Service. This complaint is that the BBC has not delivered the improvements it promised in its response to that report, of its coverage of EU affairs. This applies particularly to the debate about the UK’s withdrawal from the EU. The Wilson Report was published in January 2005. It was critical of parts of the relevant output. It said: …we do think there is a serious problem. Although the BBC wishes to be impartial in its news coverage of the EU it is not succeeding. Whatever the intention, nobody thinks the outcome is impartial. There is strong disagreement about the net balance but all parties show remarkable unity in identifying the elements of the problem. Sometimes being attacked from all sides is a sign that an organisation is getting it right. That is not so here. It is a sign that the BBC is getting it wrong, and our main conclusion is that urgent action is required to put this right. The problem can be summarised under a number of headings which we analyse below.1 Institutional mindset. Giving the audience the information it needs to make up its own mind is a proper and important role for the BBC and one which it must carry out. -
