The Operation of the United Nations High Commissioner for Refugees (UNHCR) in Ukraine invites qualified candidates to apply for the following vacancy: Functional Title & Grade: Senior Protection Assistant/ LICA 5 Date of Issue: 07 May 2021 Contractual Status: UNOPS contract until 31/12/2021 Duty Station: Sloviansk, Ukraine Deadline for applications: 20 May 2021, COB EXTERNAL VACANCY ANNOUNCEMENT ORGANIZATIONAL CONTEXT General background: The annexation of Crimea and the outbreak of conflict in Donetsk and Luhansk regions in 2014 have resulted in widespread displacement and numerous protection concerns for the affected population. Since 2014, over 5.4 million people have been affected by the conflict in Ukraine and the government estimates that more than 1.5 million people have been internally displaced. To respond to the needs of persons of concern in Eastern Ukraine, UNHCR established its presence in Sloviansk, Mariupol, Sievierodonetsk, Luhansk and Donetsk. UNHCR and its partners deliver protection assistance, including shelter and NFI support to IDPs and conflict-affected persons. For internally displaced persons, UNHCR carries out Protection monitoring through UNHCR’s and Protection partner’s field presence in both government and non-government controlled areas identifies human rights violations, and protection risks encountered by IDPs and the conflict-affected population at large. UNHCR shapes its response through continuous protection monitoring at both the community and individual level. Together with partners, it provides individual case management, through legal assistance, protection counselling, and cash-based individual protection assistance. UNHCR monitors legislation developments affecting IDPs and undertakes advocacy interventions and awareness raising initiatives influence decision makers, stakeholders, and other relevant audiences to achieve positive change in policy and practice to address the protection needs and rights of IDPs. Also, based the results of broad consultations with stakeholders during 2017, UNHCR Ukraine has adopted at the beginning of 2018 the Multi-Year and Multi-Partner Solutions Strategy for Ukraine 2018-2022. This strategy reflects a long-term vision and a commitment to working together with all parties to achieve its objectives. Community Support Projects involving IDP and their host communities, as well as conflict-affected communities facilitate durable solutions, and mitigate the impact of conflict and, promoting social cohesion and peaceful co-existence. Capacity building initiatives, such as training and workshops, strengthen the ability of the Government, local administration, civil society, and host communities to create enabling environments for the support and integration of IDPs. Background information – Job Specific The Senior Protection Assistant (Community-Based) is a member of the Functional Support Unit (FSU), based in the Sub- Office Sloviansk, and reports to the Assistant Protection Officer or the senior protection staff member in the FSU. Under the overall direction of the FSU, and in coordination with other UNHCR staff, NGO partners and other relevant stakeholders, the Senior Protection Assistant (Community-Based) supports the provision of technical protection assistance to UNHCR field offices/units and UNHCR partners in eastern Ukraine. The incumbent supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level, through training, development of technical guidance documents and SOPs, review of protection documents prepared for advocacy or public communication. To fulfil this role the Senior Protection Assistant (Community-Based) is required to maintain regular contact with protection staff members in UNHCR and partners’ field offices, including through visits in the field. The Senior Protection Assistant will support the monitoring of all relevant protection developments in targeted areas, based on media, partners’ reports, and other relevant sources of information. , In particular, the Senior Protection Assistant will supports the development of UNHCR Protection Monitoring Tool (PMT), rolled out in communities along the Line of Contact, by liaising with UNHCR PMT partner, to ensure timeliness and quality of data collection, and supports the analysis and dissemination of PMT findings. The Senior Protection Assistant will also support other protection monitoring activities, including the monitoring of conditions of crossing at checkpoints across the Line of Contact. PURPOSE AND SCOPE OF ASSIGNMENT FUNCTIONAL DUTIES • Through regular communication with the network of partners and other relevant stakeholders, and through desk research, stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the persons of concern and note the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups. • Liaise with UNHCR PMT partner to ensure the regular collection of data by monitors, and the timely processing of data. • Assist in the analysis of protection data (in particular from UNHCR PMT) in order to identify priority protection concerns of conflict/displacement affected communities, impact on vulnerable groups, as well as capacities to respond, and participate in the drafting of reports. • Review other protection documents drafted by UNHCR partners and facilitate their timely finalization. • Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern. • Support the revision of technical protection guidance documents, including Standard Operating Procedures for key UNHCR activities • Assist in disseminating protection standards and good practices, as reflected in SOPs or other relevant policy documents, in particular relating to Community-based Protection, Age, Gender and Diversity Mainstreaming, and Do No Harm, and promote their mainstreaming into UNHCR activities in eastern Ukraine • Support implementing and operational partners as well as displaced and local communities to develop community owned activities to address, where applicable, the social, educational, psychosocial, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV. • Support participatory assessments by multifunctional teams and other necessary consultation with persons of concern. • Draft and type routine correspondence, documents and reports using word processing equipment and maintain up-to- date filing systems. • Act as interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries. • Perform other relevant duties as required. Preferred field of education for the position are law, social sciences, public administration or related area; • Minimum of 2 years of previous relevant work experience; • Fluency in Ukrainian, Russian and English languages; • Developed computer skills (MS Office); Good working knowledge of Excel is an asset; • Familiarity with the context and knowledge of relevant Ukrainian legislation is an asset.
