Review of Education Provision at Carloway School BCR36101 EDUCATION AND CHILDREN’S SERVICES COMMITTEE 3 SEPTEMBER 2013 SCHOOL CATCHMENT AREA BOUNDARIES FOR LIONEL/SGOIL AN TAOBH SIAR AND LEVERHULME MEMORIAL/SIR E SCOTT AND SHAWBOST/BREASCLETE Report by Director of Education and Children’s Services PURPOSE OF REPORT To seek permission to consult on proposed revisions to school catchment areas. COMPETENCE 1.1 There are no legal, financial, equalities or other constraints to the recommendation being implemented. SUMMARY 2.1 While there is no legal requirement for a school to have a defined catchment area, local authorities use the definition as an administrative tool so that children living within a catchment area are normally provided with a place at the school serving that area. 2.2 Subsequent to the School Estate Review, resulting in the closure of 9 primary schools and one S1/2 secondary provision at Shawbost School, it is necessary to review school catchment areas to ensure that children and young people have access to the school closest to their home address. Currently a number of anomalies exist whereby children and young people’s catchment areas result in them travelling to schools a significant distance from their home when there is a closer school available. In these circumstances, in order for parents to enrol their children in the school closest to their home, they have to submit a placing request and thereby incur additional transport costs. 2.4 In order to address these anomalies this Report proposes to formally consult on the catchment areas of the following schools: Lionel School/Sgoil an Taobh Siar Leverhulme Memorial School/Sir E Scott School Shawbost School/Breasclete School 2.5 Attached to this Report at Appendix 1 is the current and proposed school catchment by village. The ordinance survey maps indicating the proposed catchment areas for the schools identified in Paragraph 2.4 are at Appendices 2, 3 and 4 to the Report. RECOMMENDATION 3.1 It is recommended that the Director of Education and Children’s Services be authorised to proceed to undertake statutory consultation on the revision to the catchment areas of the schools as detailed in Appendices 2,3 and 4 to the Report. SEPA has removed a holding objection following the submission of a topographical survey. Representations have been discussed below and the issues raised addressed. 2.3 While the siting of a dwelling at this location does not wholly reflect the existing settlement pattern, it is not considered that the development is contrary to the policies within the Western Isles Structure Plan and Western Isles Local Plan.

SUMMARY 2.1 Members are aware of the continuing maintenance programme undertaken to the roads network throughout the Comhairle’s area on an annual basis with these maintenance works including such items as resurfacing, surface dressing, and general repairs etc. 2.2 The Marshall Block shown in Appendix 1 summarises the proposed revenue expenditure under the various heads for the 2008/2009 financial year and the detailed programme is given in Appendix 2. 2.3 Members are asked to note that because of the unforeseen remedial works that may arise, minor changes may have to be carried out to the programme at departmental level throughout the course of the financial year. 2.4 As Members will be aware the road network has in the last twelve months deteriorated at a greater rate than usual. This is mainly due to the aging bitumen in the surface together with the high number of wet days in the last few months. As a result it is proposed that a proportion of the road surfacing budget be used for “Cut Out Patching.” Due to the rising cost of bitumen products and the stagnant nature of the budget it is not felt appropriate to look at longer sections of surfacing until the damage of the last twelve months has been repaired.

    Submission from Chris Ryan on behalf of 52 Lewis and Harris businesses – 3 April 2008 Dear Sir/Madam 7-DAY FERRY SERVICES TO LEWIS & HARRIS The undersigned businesses, all based in the Western Isles, request that Sunday ferry services to Lewis & Harris should be introduced in the summer of 2008. This will be a necessary and long overdue development with the potential to improve the islands’ tourism industry in line with the Scottish Governments’ target of a 50% increase in tourism revenues. The proposed introduction of RET fares from October 2008 is also likely to result in increased demand and additional capacity will be needed to cope with peak season demand, particularly at weekends. However, our view as businesses is that Sunday services must be phased-in ahead of RET and that they should certainly be in place for summer 2008. Apart from the immediate boost for the local economy, this would give accommodation providers and tourism related businesses an indication of the response to weekend services and allow for business planning for the summer of 2009, which is the Year of Homecoming. Quite apart from the many social benefits, Sunday ferry services will make a major difference to the local economy by extending the tourist season, enabling businesses to work more efficiently and spreading visitor benefits throughout the islands. As a specific example, the Hebridean Celtic Festival, held in July, attracts over 15,000 people and contributes over £1m to the local economy. A Sunday ferry service would mean that many visitors to the festival would stay an extra night, enjoy all 4 –days of the festival and see more of the islands.

COMPETENCE 1.1 There are no legal or other constraints to the recommendations being implemented. The financial implications arising from the Local Plan Inquiry have not been included in core budgets for 2007-08 and monitoring of the associated unavoidable costs will be reported to Policy and Resources Committee as part of the normal financial monitoring process. SUMMARY 2.1 The statutory Development Plan preparation process allows for unresolved Local Plan consultation objections to be considered by an independent Reporter and, as noted at the last Committee series, provisional arrangements were made for a Local Plan Inquiry (LPI) to commence on 25 June 2007. However, no objectors have indicated to the Reporter that they wish their objection to be considered at formal LPI or informal hearing and accordingly the remaining outstanding objections will now be considered via written representation submissions. 2.2 A number of original objections to the Local Plan have been successfully resolved through negotiations and/or proposed modifications to the Local Plan. However, currently 7 objectors have indicated they are maintaining objections and a further 43 are assumed to be maintaining objections (i.e. the objector has not indicated to the Comhairle or Reporter that the objection is withdrawn). The position regarding objections is outlined in Appendix 1. 2.3 In response to recent negotiations, further proposed modifications to the Local Plan that will result in objection withdrawal are proposed in Appendix 2.

    Comhairle nan Eilean Siar Strategic Housing Investment Plan 2019/20-2023/24 October 2018 COMHAIRLE NAN EILEAN SIAR STRATEGIC HOUSING INVESTMENT PLAN 2019/20-2023/24 OCTOBER 2018 INTRODUCTION 1.1 The main purpose of the Strategic Housing Investment Plan (SHIP) is to set out the Comhairle’s affordable housing investment priorities in relation to the aims and objectives of its Local Housing Strategy (LHS). 1.2 The SHIP also demonstrates the Comhairle’s commitment to the Scottish Government’s (SG) ‘ More Homes Scotland’ (MHS) initiative to deliver 50,000 affordable homes nationally by 2021/22. 1.3 The SHIP primarily identifies proposals for the priorities for investment through the Affordable Housing Supply Programme (AHSP). This information is contained in the associated tables and the information uploaded to the SG’s HARP system. 1.4 The SHIP has been produced by the Comhairle in line with the revised guidance issued by the Scottish Government in August 2018 and in partnership with Hebridean Housing Partnership (HHP), the main Registered Social Landlord in the Outer Hebrides. 1.5 In summary, the SHIP identifies the requirement for £41.862m AHSP funding for the provision of 423 new affordable houses. 1.6 The SHIP covers a 5 year period from 2019/20 to 2023/24 and was approved by the Comhairle in September 2018. MORE HOMES SCOTLAND 2.1 In March 2016, Ministers announced More Homes Scotland (MHS), an overarching approach to support the increase in supply of homes across all tenures which will incorporate a variety of existing and new initiatives including: • A commitment of over £3 billion over the next 5 financial years to fund the delivery of 50,000 affordable homes accompanied by 5 year Resource Planning Assumptions, increased subsidy levels, a new Rural Housing Fund and support for City Deals.
