The Eurocrisis triggered debates over leadership within the European Union. This thesis analyzes the Federal Republic of Germany’s Chancellor Angela Merkel’s leadership profile during the Eurocrisis. Throughout this thesis, the Eurocrisis is discussed by use of chaos theory borrowed from physics and understood as a chaotic system. From this perspective, Chancellor Angela Merkel’s leadership profile is going to be analyzed within three time phases during the Eurocrisis period between 2009 and 2013 with four types of leadership. In terms of structure and theoretical perspective, this thesis makes a unique contribution to the prevailing literature. Özellikle Avrupa Birliği içerisinde Eurokrizinden sonra liderlik tartışmaları yeniden alevlenmiştir. Bu çalışmada esas olarak Alman Federal Cumhuriyeti Şansölyesi Angela Merkel’in Avro krizindeki liderliği ele alınmıştır. Eurokrizi fizikteki kaos teorisi ile analiz edilmiş, Eurokrizi bir kaotik sistem olarak ele alınmıştır. Kaotik bir sistem olarak Avro krizinde Şansölye Merkel’in liderliği 2009-2013 yılları arasında süreçlere göre üç ana boyutta dört farklı liderlik tipiyle incelenmiştir. Yapısal ve teorik içerik anlamında tez alanyazında tamamen yeni bir örnektir. Es soll an die friedliche Revolution von 1989 und die Wiedergewinnung der staatlichen Einheit erinnern. 2011 ging aus zwei internationalen Wettbewerben mit 920 Einreichungen der Entwurf „Bürger in Bewegung“ als Sieger hervor. Überraschend hatte der Haushaltsausschuss am 13. April 2016 die Bundesregierung aufgefordert, das mittlerweile TÜV-zertifizierte und baureife Freiheits- und Einheitsdenkmals an historischer Stelle vor dem Berliner Schloss „nicht weiter zu verfolgen“. Begründet hat er diesen in nicht öffentlicher Sitzung gefassten Beschluss mit einer angeblichen „Kostenexplosion“. Diese Entscheidung kam ohne vorherige öffentliche Diskussion zustande: Weder wirkte der dafür fachlich zuständige Kulturausschuss mit, noch hatte sich das Plenum des Deutschen Bundestages damit erneut befasst. Nach öffentlichen Interventionen von verschiedener Seite stellte Bundestagspräsident Lammert am 29. September 2016 im Ältestenrat fest, dass der Beschluss eines Ausschusses keinen Plenarbeschluss aufheben kann und hat die Fraktionen aufgefordert, sich Gedanken über das weitere Vorgehen zu machen.

ALON CONFINO Germany, International Justice and the 20th Century The turning of the millennium has predictably spurred fresh interest in reinterpreting the 20th century as a whole. Recent years have witnessed a bountiful crop of academic surveys, mass market picture books and television programs devoted to recalling the deeds and misdeeds of the last one hundred years. It then comes as no surprise that Germany often figures prominently in these new accounts. If nothing else, its responsibility for World War I, World War II and the Holocaust assures its villainous presence in most every retrospective on offer. That Germany alone experienced all of the modern forms of government in one compressed century – from constitutional monarchy, democratic socialism, fascism, Western liberalism to Soviet-style communism -- has also made it a favorite object lesson about the so-called Age of Extremes. Moreover, the enduring international influence of Weimar culture, feminism and the women’s movement, social democracy, post-1945 economic recovery, West German liberalism, environmental politics and most recently pacifism have also occasioned serious reconsideration of the contemporary relevance of the 20th century German past. Little wonder that several commentators have gone so far as to christen the “short twentieth century” between 1914 and 1989 as really the “German century,” to the extent that German history is commonly held as emblematic of Europe’s 20th century more generally.1 Acknowledging Germany’s central role in 20th century life has hardly made things easy for historians, however.

    Is Europe back on track? Impetus from the German EU Presidency CEPS Working Document No. 273/July 2007 Sebastian Kurpas & Henning Riecke Abstract Rarely has an EU Presidency been met with such high expectations as Germany’s in the first half of 2007. With hindsight, it might be said that these expectations have largely been fulfilled. The agreement on a detailed mandate for the upcoming Intergovernmental Conference (IGC) under the Portuguese Presidency now offers a way forward for a Union that has been ‘in crisis’ since the French and Dutch no-votes. This report offers an overview of the German Presidency’s aims in the various policy areas and makes an assessment of the achievements of its six-month term. A summary of the content and structural background of German EU policy is given, explaining developments since unification, Germany’s motivations for European integration, public opinion on European integration and the stances taken by the key political players in Germany. Insight into the organisational structures of the Presidency appears in the annex. While acknowledging the difficulty of gauging the exact impact of the German presidency in relation to other factors, the report draws mostly positive conclusions on internal policies, where agreement on many concrete measures from the presidency’s work programme could be achieved, notably on the single market, justice and home affairs, climate protection and energy policy. With the ‘Berlin Declaration’ Germany achieved a show of unity for the future of the Union that was an auspicious start for the talks on treaty reform. While it is clear that the agreement reached was not only on Germany’s merit, the presidency played a prominent and constructive role throughout the negotiations.

Sein Vater blieb nach dem Bau der Berliner Mauer 1961 im Wes- ten. Ausbildung Bis 1961 besuchte EPPELMANN, der im Ostteil der Stadt wohnte, die Oberschule in West- Berlin. Weil der Vater im Westen war, konnte er das geplante Architekturstudium nicht rea- lisieren. Er musste sich zunächst als Dachdeckerhilfsarbeiter "bewähren", erlernte dann den Beruf des Maurers, den er anschließend einige Jahre ausübte. EPPELMANN verweigerte 1966 den Wehrdienst und auch das als "Bausoldat" geforderte Gelöbnis und kam dafür acht Mo- nate ins Gefängnis. Im Alter von 26 Jahren begann EPPELMANN ein Studium der evangeli- schen Theologie, das er 1974 an der Berliner Theologischen Fachhochschule Paulinum ab- schloss. Wirken 1974 wurde EPPELMANN Pfarrer an der Berliner Samariterkirche und war über sieben Jahre lang Kreisjugendpfarrer für den Kirchenkreis Berlin-Friedrichshain. Er galt dem SED-Regime als unbequemer Prediger, der sich nicht auf seelsorgerische und karitative Aufgaben be- schränken ließ. EPPELMANN war Initiator des "Berliner Appells" ("Frieden schaffen ohne Waffen"), der sich gegen die SED-Parole stellte: "Der Friede muss bewaffnet sein." Da er auch bei weiteren Protestaktionen aktiv war, zog sich EPPELMANN die Aufmerksamkeit des Staatssicherheitsdienstes ("Stasi") zu, was bis zu lebensbedrohenden Maßnahmen (z. B. in- szenierter "Verkehrsunfall") reichte. Zusammen mit anderen Dissidenten gründete EPPELMANN Anfang Okt. 1989 den Demokra- tischen Aufbruch (DA), wenige Wochen vor der Öffnung der osteuropäischen Grenzen und dem Ende des SED-Regimes.

The Constitution for Europe and the Lisbon Treaty The Bundestag election campaign in the second half of 2005 overlapped with a serious crisis in the European Union that resulted from the failure to implement Germany’s coveted project of the Constitution for Europe. The Treaty, pushed by the SPD-Greens coalition government, and especially by Chancellor Gerhard Schröder and Foreign Affairs Minister Joschka Fischer, was signed on 29 October 2004 at the Roman Capitoline Hill and needed to be ratified by the European Parliament and parliaments of EU Member States. After its ratification by the German Bundestag and Bundesrat (12 and 27 May 2005), the finale of the referendum campaign in France was monitored by Germany with great concern as the number of opponents of the European constitution was on the rise in France. The pessimistic scenario came true, and on 29 May 2005 the French (54.87%) rejected the Constitutional Treaty which led to a political upheaval in the European Union. The explicit, though expected, French vote of no confidence for this project disappointed Brussels and puzzled Berlin. After the French referendum, the position of President Jacques Chirac notably weakened in French politics. His political instinct clearly failed him, as his decision on holding the referendum and the assumed victory of supporters of the European Constitution was intended to strengthen his position on the French political arena, which did not happen2. The direct consequence of the unsuccessful referendum was the dismissal of the government of Jean Pierre Raffarin and the appointment of the cabinet of Dominique de Villepin (31 May 2005).

Mr. Corsepius, aged 50, was European policy advisor to the German Chancellor from 2006 to February 2011 and since then has been economic and financial policy advisor to the Chancellor and G8 sherpa. He will take over from Pierre de Boissieu who has been Secretary-General since 1 December 2009 and was Deputy Secretary-General from October 1999 to 30 November 2009. The Council appointed Mr. Corsepius on 22 December 2009 for the period from 26 June 2011 to 30 June 2015 ( 17603/09 ). It took this decision in accordance with article 240(2) of the Treaty on the Functioning of the EU.     Tätigkeitsbericht Bundesstiftung zur Aufarbeitung2007 der SED-Diktatur Bundesunmittelbare Stiftung des öffentlichen Rechts Die Bundesstiftung zur Aufarbeitung der SED-Diktatur Ein Portrait in Zahlen Seit 1998, dem Gründungsjahr der Bundesstiftung wurden insgesamt mehr als 1.600 Ausstellungen, Publikationen, Konferenzen, Veranstaltungen und Dokumentarfilme zur Auseinandersetzung mit den kommunistischen Diktaturen in Deutschland und Europa realisiert 213 Bücher konnten mit Druckkostenzuschüssen der Bundesstiftung erscheinen 22,5 Mio. Euro an Fördermitteln wurden ausgereicht. 300 Förderanträge werden jedes Jahr an die Bundesstiftung gerichtet. Von ihnen können rund 160 neue Projekte aus den unterschiedlichsten Bereichen gefördert werden 5,5 Mio. Euro wurden insgesamt für die Unterstützung der Beratung und Betreung von Opfern der SED-Diktatur bereitgestellt 50 Mio. Euro hätte die Bundesstiftung seit 1998 an Fördermitteln benötigt, um alle bei ihr eingereichten Anträge fördern zu können 69 Nachwuchswissenschaftlerinnen und Nachwuchswissenschaftler haben seit 2001 ein Stipendium zur Erarbeitung ihrer Dissertation erhalten. 36.000 Bücher zur Geschichte von Repression in sowie Opposition und Widerstand gegen kommunistische Diktaturen sowie zur Dokumentation der Auseinandersetzung mit Diktaturen weltweit sind in der Stiftungsbibliothek verfügbar 40.000 Blatt des »Archivs unterdrückter Literatur« befinden sich im Archiv der Bundesstiftung 3.600 Kunstwerke von Roger Loewig werden im Archiv der Bundesstiftung aufbewahrt und in Ausstellungen zugänglich gemacht 20.000 Photos sind im Stiftungsarchiv verfügbar 618 Erinnerungsorte an die kommunistische Diktatur in der SBZ/DDR und die deutsche Teilung verzeichnet die Bundesstiftung Aufarbeitung bundesweit in ihrer Dokumentation »Orte des Erinnerns« mit 300 Partnerinstitutionen und Organisationen in der Bundesrepublik und in der Welt unterhält die Bundesstiftung Kooperationsbeziehungen 9.000 Nutzer besuchen jeden Monat die Website der Bundesstiftung und nutzen ihre Angebote unter www.bundesstiftung-aufarbeitung.de 4,9 Mio.
