Reporter Jon Heckathorn of Honolulu Magazine called yesterday. He says the magazine w ill come out in the August issue on a profile of Senator Rick Reed. Mr. Heckathorn says Mr. Reed is not happy with the story. In his unhappiness, Mr. Reed suggested very plainly to Mr. Heckathorn that the media treat you like "royalty" and called on Honolulu Magazine to question you "about rumors of h is in f id e lit y and womanizing." These remarks were printed on a faxed message to Mr. Heckathorn and signed by Mr. Reed. Mr. Heckathorn claims he is aghast by this line of questioning but he intends to press ahead and ask you for a comment. This item w ill be printed along with the profile in the August issue of the magazine. I have talked with Jen n ifer and Henry about t h is . They agree with me that we should respond - and forcefully. That way, if the underground reports on this allegation surfaces later in the campaign year, we can say this is old news and we have denounced th is ta lk already.

As a Democrat, it saddens me to see our reputation as Hawaii's Party of cronyism and corruption grow worse every year.

Evidence in the Reed vs. Mehau trial, including testimony of U.S. Attorney Daniel Bent, convinced practically everyone in Hawaii that Mehau — one of the most powerful men in our Democratic Party — is the godfather of organized crime in Hawaii. Why was Mehau allowed to gain such a position of influence in our Party?

As the Kingpin of our Democratic Party for decades, you could have prevented, or curbed Mehau's influence in our Party. But you chose not to. Why?

Is it because, as Mehau testified, you and he have been friends and political allies for the past 30 years? Or is it because you've become so out of touch with our Party and state that you didn't know what was going on? Did you just not care? Or perhaps you've been understandably reluctant to take Mehau on.

In any case, you can no longer avoid your grave responsibility as leader of our Party.

Senator Inouye, it's time for you to do what you should have done a long time ago: Break all your ties to Mehau, and use your influence to pressure other Party leaders to do the same. Such a bold and courageous act will begin to restore people's faith in our Democratic Party.

Your failure to take such bold action, however, would further erode people’s faith in our Party, and in you.

The people of Hawaii and I respectfully await your response. Dear Fellow Democrats,

Three months ago I wrote to Senator Dan Inouye (see copy of letter on the reverse side of this flyer) publicly challenging him to cut his ties to Larry Mehau, and asking him to use his influence to pressure the other Party leaders to do the same. This was after evidence presented during the Reed/Mehau trial convinced practically everyone in Hawaii that Mehau -- one of the most powerful men in our Democratic Party — is the godfather of organized crime in Hawaii.

To this day Inouye has refused to take any action, or to even respond to my request.

In fact, instead of working to free our Democratic Party from Larry Mehau's influence, Inouye has tried to get me thrown out of the party! This not only proves that he and Mehau are allies, but also clearly reveals Dan Inouye's Emperor-mentality. Of course, to show that he is a benevolent Emperor (and after determining it would do more harm to his own campaign than to mine), Emperor Inouye has since cancelled his expulsion order.

As a party, though, we need to decide whether we want an ally of Larry Mehau to be our standard-bearer in Washington, D.C.

Inouye and others have attempted to downplay my candidacy by calling me a "stalking horse" for Rick Reed's campaign. This is totally untrue. In the first place, I announced my candidacy before Reed. In fact, I thought he was planning to run against Patsy Mink. I even tried to get other Democrats I trusted to run against Inouye, but no one wanted to take him on. In the second place, although I have a great deal of respect for Rick Reed, I believe that I would make a better U.S. Senator. I also believe that I can defeat Inouye in the Democratic primary.

This is the last chance for the Democratic Party of Hawaii to free itself from corruption, cronysim, and out-of-touch politicians, and to re-establish itself as the party of the environment and of the people. This is our last chance to counter the image of the Democratic Party as the party of the rich and powerful, and re-assert our role as the Party of the little guy and the aina.

This can be accomplished, but not as long as Dan Inouye and Larry Mehau are the ones calling the shots in our party. We can save the Democratic Party, but only if we join forces. I call on everyone who holds dear the principles of the Democratic Party to devote themselves to fighting for the little guy and the environment.

All other advertising, including one time insertions and classifieds are payable at the time of placement. An interest charge of 1% per month will he added to past due accounts. Publisher may withdraw or suspend publication of ad without notice if payment for prior ad(s) is more than 45 days past due. The client or agency will be billed at the rate listed. New Hampshire Governor and presumptive GOP Senate nominee Judd Gregg promised last week to bring the same kind of economic leadership to Washington that he has provided for his own state over the past four years. Given the dismal state of the New Hampshire economy, that promise left even Gregg’s Republican opponents bewildered. "Who was sitting in the corner office as the banks closed and unemployment shot up?" Republican Senate candidate Jean White asked in a 7/21 story by The Associated Press. Democratic Senate hopeful Dr. Terry Bennett had similar "praise" for Gregg’s economic prowess. "That’s exactly what we need is a complete do-nothing to go to Washington," Bennett said. "This state is a complete and total disaster." Democratic candidate John Rauh said, "Judd Gregg must have blinders on. Has he talked to the underemployed and the unemployed? I see very little done in our regions in the way of job creation. As we come out of the recession, we don’t have the quality of jobs we need." Herschensohn Heckled. Pro-choice activists in California scolded Republican Senate nominee Bruce Herschensohn last week for opposing a woman’s right to reproductive freedom. According to a 7/22 story in The San Francisco Examiner, a group of college students showed up at a Herschensohn press event to question the GOP candidate on his staunch anti-choice position. Herschensohn conceded that he would lose support over his stand, a fact that became more evident when he explained that, "people who are pro-life are not against choice. They are about a time for choice." In a typically enlightened aside, Herschensohn said, 'I don’t care if there are 100 women in the Senate; gender isn’t relevant. I don’t know of any difference between men and women on issues." The story went on to say that Herschensohn’s campaign "has shown some serious signs of stalling" since the GOP primary. Second quarter reports filed with the FEC show that Herschensohn is more than half a million dollars in debt and has just $65,000 on hand. Democratic nominee Barbara Boxer, who strongly supports a woman’s right to choose, has more than $388,000 in cash-on-hand. Sanford Stretches Lead. U.S. Senator Terry Sanford of North Carolina has moved to a 24-point lead over party-switching GOP nominee Lauch Faircloth, according to the results of a new Mason-Dixon poll reported in the 7/24 Greensboro News & Record. The survey of 834 likely Tar Heel voters puts Sanford’s support at 55%, up from 51% in an early July poll and 47% in an April survey. Faircloth currently pulls 31% of the vote, down from 33% several weeks ago and 38% in April. The poll shows Sanford holding a majority of support across the state, despite the fact that Faircloth has already begun a statewide television ad campaign. Count 'Em Out! The latest issue of Ms. Magazine includes four of the most vulnerable incumbent Republican Senators on its "Ten Men Out" list of "Congressmen to Dump This Year." Senator Dan Coats of Indiana leads the list for following "in his predecessor’s footsteps, voting against the civil rights act and the ABC child care bill and voting for the family planning clinic gag rule." Rounding out the endangered list are New York Senator Alfonse D’Amato, Alaska Senator Frank Murkowski and Pennsylvania Senator Arlen Specter. McCain Moves Down. A new survey of 708 Arizona voters shows Republican incumbent Senator John McCain losing serious ground in his bid for re-election. McCain fails to reach 50% in head-to-head matchups against either community activist Claire Sargent or retired Lt. General Truman Spangrud. Sargent pulls 28% of the vote as compared to McCain’s 49% in the July survey by the Phoenix-based Behavior Research Center. In a McCain-Spangrud race, the spread is 48% to 23%. In an April poll, McCain took 57% of the vote and 59% of the vote against Sargent and Spangrud, respectively. According to the new survey, just 32% of voters rate McCain’s job performance as good or excellent, and only 19% of McCain voters are ’‘firmly committed to his re-election." West Coast Polls. A new pair of polls from the Pacific Northwest show that the 1992 Senate races in Oregon and Washington are among the most tightly contested in the nation. Incumbent Republican Senator Bob Packwood is locked in a 40% to 40% dead heat with Democratic U.S. Representative Les AuCoin, according to an early July survey by Garin-Hart. Meanwhile, former Democratic Congressman Don Bonker holds a slight edge over Republican U.S. Representative Rod Chandler and Democratic state Senator Patty Murray in Washington State’s open primary. A July 11th-14th survey by Elway Research puts Bonker at 17%. Chandler at 15% and Murray at 14% — all within the margin of error. Reporter Jon Heckathorn of Honolulu Magazine called yesterday. He says the magazine w ill come out in the August issue on a profile of Senator Rick Reed. Mr. Heckathorn says Mr. Reed is not happy with the story.

In his unhappiness, Mr. Reed suggested very p la in ly to Mr. Heckathorn that the media treat you like "royalty" and called on Honolulu Magazine to question you "about rumors of his in fid e lit y and womanizing." These remarks were printed on a faxed message to Mr. Heckathorn and signed by Mr. Reed.

Mr. Heckathorn claims he is aghast by this line of questioning but he intends to press ahead and ask you for a comment. This item w ill be printed along with the p ro file in the August issue of the magazine. I have talked with Jennifer and Henry about th is. They agree with me that we should respond - and fo rc e fu lly . Senator Reed spoke Thursday to a group of Vietnam veterans at

the Wailuku Community Center in Maui. Criticizing Washington's shabby and plodding efforts, Reed said that there must be a national willingness to provide excellent

healthWashington care resolvedto veterans to improve "regardless of price." Thiscould be done if access to programs, provide doctorsto primary care clinics,

where, as on Maui, there is a nurse but no doctor, and continue to let

veterans see doctors of their choice, he said. Reed said he had been especially dismayed by recent

government attempts to dismantle the current "fee basis program" which supplies disabled veterans with identification cards that allows

them to go to the doctor of their choice. Washington is asking veterans to turn in their cards, thus forcing them to go to Tripler Medical Hospital on Oahu, rather than fa cilitie s on islands on which they reside. "Our veterans should be

allowed to keep their cards and obtains care from their own

doctors," Reed said.

Better access to the health care system m ust also be established, Reed said. As it stands now, the limited scope of treatment, and lack of doctors, forces neighbor island vets to travel to Oahu, leaving their families behind.

To enable families to keep in touch, Reed said he believes a

should be set up to provide inexpensive long distance phone contact between

hospitalized vets and loved ones. Reed also said Island vets should be provided funds for traveling to and from the Mainland for care not available in

Hawaii . The Senator also said that the "adjudication process" -- determining whether a disabled veteran is eligible for health care benefits -- is inefficient and cumbersome, requiring veterans to

wait up to a year for a ruling. Reed said that if elected to the

U.S. Senate, he will push to see that the process is reduced to its

"bare minimum" - to a matter of days rather than months.

Reed would also like to see disabled veterans more mobile. He said funds should be made available to transport vets to and from meetings that "relate to veterans issues or health care."

Reed said that "top priority" must be given by Washington to confirming or disproving reports that Vietnam veterans are still

being held as prisoners of war in Laos or other Asian countries . Many veterans have told Reed they believe some missing Americans may still be held in Laos, he said. The government of Laos admitted after the war that it was holding over 500 American prisoners, but W ashington's response was weak, Reed said, because "American military intervention into Laos was a covert action officially denied."

It is essential that the American government do anything and

everything necessatry to end the uncertainty over its POWs. If

there's even one American service man or woman still in captivity,

that person deserved to come home," Reed said. Reed criticized U.S. Sen. Dan Inouye, who was a strong and

early supporter of the war in Vietnam. "Politicians like Inouye, who supported the sending of U.S. troops, and then turned their backs on the vets when they returned home from what had become an unpopular war, breached faith with Vietnam vets coming and going. They sent young Americans to fight in a war that lacked the support, not only of the American people but even the majority

of people in South Vietnam, and then failed to provide the support and health care needed when they came home. This was a double,

doublecross that has never really been acknowledged. The politicians escaped responsibility, rem aining in Congress, increasing their salaries and other benefits over and over while claiming there wasn't money enough to care for veterans. This is a disgrace that can only be remedied by a national commitment to providing the world's best care for our veterans. Better late than never." Attention: Ed Cassidy

Dear Minga Dennis, Our nation is starving for leadership. Like you, I'm tired of politicians who create more problems than they solve. I'm tired of politicians who care more about themselves than the people who elected them. And, I'm tired of politicians who cater to the wants of special interest groups instead of to the needs of our children. This urgent need fo r leadership has prompted me to seek the U.S. Senate seat currently held by Daniel Inouye. A recent survey commissioned by the National Republican Senatorial Committee shows the race is very winnable. Among voters who know us both, the race is a virtual tie: 43% fo r Inouve and 40% for me. The p o ll also shows that Inouve is an incumbent rip e fo r defeat. Just 16% say they would vote to re -e le ct Inouye regardless of who runs against him. This figure is the lowest ever recorded by the committee. But to defeat Inouye, I need your help, Minga Dennis. This race is not about Reed versus Inouye. Instead it is about the people of Hawaii versus special interests.

During his 30 year tenure in the Senate, Inouye has gradually lost touch with us — the people of Hawaii. His voting record makes it clear that his allegiance is to the ric h and powerful special in terests that dominate p o lit ic s in Washington. And it is special interest politics that has corrupted our democratic government and greatly contributed to the unraveling of the American dream. The dream was once a reality — within the grasp of every American. My parents knew if they completed school and worked hard,

Page Two they could buy a home. They didn't worry about my teachers having to spend more time on discipline than teaching. And my folks certainly never worried about my safety in the classroom. We even had time to be together as a family. My parents were convinced they would be able to pass on to me a better world — a better life — than they had inherited. This was the American dream. But the American dream has been trampled on by politi- cians — like Inouye — who voted to raise our taxes during the same year they increased their own pay by more than $26,000. The 1991 pay raise ($26,700) Inouye and his colleagues voted themselves is $7,700 more than the average salary in Hawaii ($19,000). And these politicians call them- selves public servants?

The American dream has been trampled on by politicians — like Inouye — who allowed our national debt to escalate to $4,000,000,000,000.00 — yes, four trillion dollars. Do you know that we pay more just on interest payments on this overwhelming debt than we spend on education or health care? The unpleasant but inescapable reality is that we're simultaneously neglecting our children's present needs and robbing from their future — by leaving them to pay OUR debt.

Our government's over-spending translates into a debt that is at $16,000 — and growing — for every American man, woman and child. What's worse, the debt is being accumulated primarily due to expenditures that are not in the national interest. We've become a debtor nation in order to finance unnecessary pork barrel projects and a government that keeps getting fatter. The American dream has been trampled on by politicians — like Inouye — who defend the corruption within government. Not only did the politicians allow the Savings and Loan scandal to happen, but afterwards they actually protected those directly involved.

The defense of the "Keating Five" was led by Inouye, who pompously defended his colleagues by saying that criti- cism of them was an attack upon the United States Senate itself. He said the "Keating Five" had done nothing that the rest of the Senators don't do every day. I believe — as do the vast majority of Americans — that Page Three Congress should not be merely "attacked", but trans- formed. And that only after cleaning up the mess in Washington will we be able to direct energy and resources toward the real challenges facing our nation. That's why I want to represent you in the United States Senate. I want to help bring the American dream back to life again. I feel I have the courage, compassion, and vision needed to help solve the massive problems facing our nation today. As the survey shows, we can win this race. But to defeat Inouye, I need your help. Dear Mr. Swain: I am in receipt of your le tte r dated August 3rd in which you express concerns with the pending Senate action on the nomination of Judge Clarence Thomas, the state of our nation's health care delivery system and the Senate pay raise b ill.

I have not yet met Judge Thomas, so I fe e l it would be premature of me to pass judgement on him. If and when the members of the Senate Ju d iciary Committee send their recommendation to the f u ll Senate for action, I w ill, after careful study and consideration, cast my vote on the nomination.

Like you, I am concerned with the state of our nation's health care system. Congressional Democrats w ill be moving on a number of proposals to strengthen and improve the system and I look forward to hearing more from you on your needs and concerns regarding this matter as the discussion moves forward this Fall. I regret that you characterized the recent action to approve a pay raise for the Senate as "sneaky". This past Spring, when the Congress acted on Campaign Spending Reform, i t was widely known that the Senate would follow-up with the long- awaited pay raise b ill, if only to seek parity with our colleagues across the way in the House. When action was fin a lly taken, it was not "in the dead of night", as some perceived the vote, but in the mid-evening on the flo o r of the Senate. The r o ll c a ll was taken at 9 p.m. (EST) and the vote was recorded by the cle rk . So far th is session, about a third of our business, including flo o r votes, have taken place in the evening. And the vote on the pay raise b i l l happened at about 3 p.m. in Hawaii, which was enough time to make the evening news in the Islands that day.

Thirdly, I was asked by some of my colleagues to vote against the b i l l because I am up for re-election and there would be some political fallout if I sought, and received, a pay raise. But I can assure you that i f I had voted against the measure, and the b i l l s t i l l passed, then I would have refused to accept the pay raise. There is nothing in the law that says I would have been forced to accept it . Thank you for expressing concern on legislation that comes before the Congress and please le t me know how I can be of help to you in the future.

Dear Senator Inouye:

I'm writing to respectfully challenge you to limit spending in your re-election campaign, to spend no more than the $750,000 you already have in your campaign war chest. Such spending restraint is particularly appropriate at a time when money is scarce for education, infrastructure, shelter for the homeless and other needs. As you're wall aware, the U. S. House and Senate have agreed to an election reform bill that would impose campaign spending limits. As proposed, the legislation would impose a spending limit range of $1.6 million to $8.9 million for U.S. senate races, depending on the number of voters in each state. While I applaud such legislation, it does not go far enough. There is no reason for an incumbent to spend so much money to seek re-election. Almost everyone in Hawaii knows you after 30 years in the U.S. Senate and most already know whether they want to elect you to a sixth term or not. There really is no justification for spending more than three quarters of a million dollars in your bid for re-election. I also challenge you, Senator, to join me in rejecting all PAC money and to return the $359,750 you've already collected from PACs for this year's campaign. As you know, multi-million-dollar re-election campaigns, increasingly funded by PACs, are damaging to democracy because they help keep incumbents in office and discourage new people from offering to serve in government. Democracy is ill-served by incumbents who in effect buy their re-elections. A reasonable voluntary spending limit would enhance our democratic process and encourage a more open, APR 06 '92 1 7 :5 3 . old-style campaign of meeting voters in their homes and in public forums where both our records and proposals could be openly aired and compared by the people of Hawaii.
