The Single Species Action Plan for the Conservation of the Madagascar Pond Heron Ardeola idae was initiated jointly by CMS and AEWA in 2007 upon a recommendation of the 14 th Meeting of the CMS Scientific Council. 2. The plan covers the entire range of this intra-African migrant. The drafting of the Plan was commissioned to the BirdLife International Africa Partnership Secretariat with financial support provided by the Ministry of Environment of Italy and was compiled by a team under the management of Paul Kariuki Ndang’ang’a. Earlier drafts of the Plan have been consulted extensively with experts and governmental officials at the Range States. 3. The Plan has already been adopted by the 4 th Meeting of the Parties to AEWA (Antananarivo, Madagascar, 15-19 September 2008). Action requested: The Scientific Council is requested to: a. review and endorse the Plan; and b. transmit the Plan to the Conference of the Parties for adoption. For reasons of economy, documents are printed in a limited number, and will not be distributed at the meeting. Delegates are kindly requested to bring their copy to the meeting and not to request additional copies. The United States Peace Corps/Madagascar is recruiting for the following position: TEMPORARY LANGUAGE AND CROSS-CULTURAL FACILITATORS (LCF) The position is based at the Peace Corps Training Center, in Mantasoa, and is a short-term contract (typically 10 to 14 weeks). The primary role of the LCF is to train American trainees and volunteers in the Malagasy language and culture. Training usually take place at a residential training facilities where both LCFs and trainees/volunteers stay full-time. LCFs work under the direct supervision of Peace Corps Madagascar’s Language Coordinator. The duties of the LCF include, but are not limited to: Conduct Malagasy language training classes with small groups of American trainees or volunteers. Participate in the preparation of language training materials or resources. Conduct formal sessions and provide ongoing informal instruction and advice to trainees/volunteers regarding cultural adaptation and culturally appropriate behavior Interact with trainees outside of the classroom setting, providing informal training during meals, social events and other periods outside of classroom training Actively participate in staff language training Serve as the cultural model and guide for trainees/volunteers within their communities Establish and maintain a healthy, productive team spirit among the language staff and between support staff and Volunteer trainers Occasionally serve as Malagasy and English interpreters and/or translators. As requested, install the new Volunteers at their permanent sites; and train their community-based tutor as needed Required Qualifications: Completion of secondary school (Minimum BACC) Fluency in English, French and Malagasy Mastery in at least one of the following dialects: Betsileo, Antakarana, Antambahoaka, Antemoro, Antesaka, Antefasy, Sakalava boina, Antanosy, Antandroy, Sihanaka, Mahafaly, Bara. -

Malagasy Dialect Divisions: Genetic versus Emblematic Criteria Alexander Adelaar UNIVERSITY OF MELBOURNE This paper gives an overview of the literature on Malagasy dialect variety and the various Malagasy dialect classifications that have been proposed. It rejects the often held view that the way Malagasy dialects reflect the Proto- Austronesian phoneme sequences *li and *ti is a basic criterion for their genetic division. While the linguistic innovations shown in, respectively, central dialects (Merina, Betsileo, Sihanaka, Tanala) and southwestern dia- lects (Vezo, Mahafaly, Tandroy) clearly show that these groups form separate historical divisions, the linguistic developments in other (northern, eastern, and western) dialects are more difficult to interpret. The differences between Malagasy dialects are generally rather contained and do not seem to be the result of separate migration waves or the arrival of linguistically different migrant groups. The paper ends with a list of subgrouping criteria that will be useful for future research into the history of Malagasy dialects. 1. INTRODUCTION.1 This paper investigates some of the early linguistic changes that have contributed to the dialect diversity of Malagasy, as well as the various classifications that have been proposed for Malagasy dialects. Malagasy is an Austronesian language directly related to some of the languages spoken in Central Kalimantan Province and South Kalimantan Province in Indonesian Borneo. Together with these languages, it forms the South East Barito (henceforth SEB) subgroup, which belongs to the Malayo-Polynesian branch of the Austronesian language family. A historical classification of dialects or languages should be based in the first place on the oldest linguistic changes that have happened in the dialect or language group in ques- tion. -

‘A Man of Courage and Activity’: Thomas Tew and Pirate Settlements of the Indo - Atlantic Trade World, 1645 -1730 1 Kevin McDonald Department of History University of California, Santa Cruz “The sea is everything it is said to be: it provides unity, transport , the means of exchange and intercourse, if man is prepared to make an effort and pay a price.” – Fernand Braudel In the summer of 1694, Thomas Tew, an infamous Anglo -American pirate, was observed riding comfortably in the open coach of New York’s only six -horse carriage with Benjamin Fletcher, the colonel -governor of the colony. 2 Throughout the far -flung English empire, especially during the seventeenth century, associations between colonial administrators and pirates were de rig ueur, and in this regard , New York was similar to many of her sister colonies. In the developing Atlantic world, pirates were often commissioned as privateers and functioned both as a first line of defense against seaborne attack from imperial foes and as essential economic contributors in the oft -depressed colonies. In the latter half of the seventeenth century, moreover, colonial pirates and privateers became important transcultural brokers in the Indian Ocean region, spanning the globe to form an Indo-Atlantic trade network be tween North America and Madagascar. The Institutional Legacy of African Independence Movements∗ Leonard Wantchekon† Omar García-Ponce‡ This draft: September 2011 Abstract We show that current cross-country differences in levels of democracy in Africa originate in most part from the nature of independence movements. We find that countries that experienced anti- colonial "rural insurgencies" (e.g., Cameroon and Kenya) tend to have autocratic regimes, while those that experienced "urban insurgencies" (e.g., Senegal and Ghana) tend to have democratic institutions. We provide evidence for causality of this relationship by using terrain ruggedness as an instrument for rural insurgency and by performing a number of falsification tests. Finally, we find that urban social movements against colonial rule facilitated post-Cold War democratization by generating more inclusive governments and stronger civil societies during the Cold War. IOTC-2018-WPDCS14-13 REPOBLIKAN’NY MADAGASIKARA FITIAVANA-TANINDRAZANA-FANDROSOANA ____________________________ MINISTERE DES RESSOURCES HALIEUTIQUES ET DE LA PECHE UNITE STATISTIQUE THONIERE D’ANTSIRANANA (USTA) 14TH WORKING PARTY ON DATA COLLECTION AND STATISTICS Victoria-Seychelles, 29th November to 1st December 2018 Gaillord JAONA Yacinthe RAZAFIMANDIMBY ABSTRACT In the framework to improve the fishery statistics in Madagascar, the Ministry of Fisheries, through the Unité Statistique Thonière d’Antsiranana, initiated in 2015 a monitoring system for small-scale and artisanal fisheries of pelagic fish in northern Madagascar with two pilot villages. Since 2016, Monitoring has been expanded in other villages where network of investigators have been established in the various potential fishing areas. At each catch landings, an investigator collects tuna catch data and other catches, and also performs sampling. The date of landing, the time at sea, fishing zone, the weight and total number of individuals landed are recorded; and measurements of tuna and tuna like species are conducted. According to the catch monitoring since the pilot phase in 2015, it can be seen that the tuna season in the northern waters of Madagascar is from June to October. In 2016, catches from small-scale fisheries in these two pilot villages reached 102 tons, including 59 tons of tuna and 43 tons of other catches. The tuna average catch is estimated at 5.3 tons per month. In 2017, total catches in the North of Madagascar reached 3 704 tons including 80 tons of tuna and 4 tons of swordfish from 192 692 landings. Indeed, tuna represents only 2% of total catch for these villages because small-scale and artisanal fishermen still face a challenge, which is the lack of appropriate equipment for catching tuna and tuna like species.
