Over the years, Belgian politicians have played a prominent role in European politics. There was always a shared feeling among the population that integration with Europe was useful and in the national interest. In recent times, however, this consensus has been somewhat worn down. n 2009, the first President of the European Council to be appointed was a I Belgian, when Herman Van Rompuy became “President of Europe”. Five years later Donald Tusk, a former prime minister of Poland, took over the helm. And five years after that, in 2019, the role fell to a Belgian once more: Charles Michel fit the jigsaw of nominations and was asked by his colleagues to chair the European Council. Belgians have quite often had a steering role in European politics. March 8, 2021 Dear President, dear Ursula, We welcome the letter of 1 March that you received from Chancellor Merkel and PM Frederiksen, PM Kallas and PM Marin. We share many of the ideas outlined in the letter. Indeed, there are some points that we find are of particular importance as we work to progress the digital agenda for the EU. We certainly agree that our agenda must be founded on a good mix of self-determination and openness. Our approach to digital sovereignty must be geared towards growing digital leadership by preparing for smart and selective action to ensure capacity where called for, while preserving open markets and strengthening global cooperation and the external trade dimension. Digital innovation benefits from partnerships among sectors, promoting public and private cooperation. Translating excellence in research and innovation into commercial successes is crucial to creating global leadership. The Single Market remains key to our prosperity and to the productivity and competitiveness of European companies, and our regulatory framework needs to be made fit for the digital age. We need a Digital Single Market for innovation, to eliminate barriers to cross-border online services, and to ensure free data flows. Attention must be paid to the external dimension where we should continue to work closely with our allies around the world and where in our interest, develop new partnerships. We need to make sure that the EU can be a leader of a responsible digital transformation. Trust and innovation are two sides of the same coin. Europe’s competitiveness should be built on efficient, trustworthy, transparent, safe and responsible use of data in accordance with our shared values. -

Neither the Belgian Guild of Air Traffic Controllers (BGATC), nor the Unions representing the Air Traffic Controllers have called for an action, strike or anything else. A circulating letter, which stated that BGATC called for actions, is purely false information and misleading the media and the general public. • Belgocontrol management appears to have deliberately chosen the moment to force a collective agreement for Belgocontrol staff. Given the sensitivity of these unilateral measures and the impact they would have on the individual Air Traffic Controllers at Belgocontrol, the detrimental impact this would have on their ability to provide a safe and efficient service was entirely predictable. • As such, we clearly place the full responsibility for the chaos of the past days with the management of Belgocontrol and the Belgian political system. -

This article compares the role of Quebec and Wallonia in the CETA negotiations. While Wallonia was able to force the inclusion of an interpretative legal instrument to clarify certain parts of CETA, Quebec, like the other Canadian provinces, was able to influence the negotiation from within. -

Eliassen (ed.), Analyzing European Union Politics, Rome, Il Mulino, 2012, p. 195‐218. France is one of the founding members of the European Communities. It has played an active role in the definition of the Manuscript completed in May 2011 Community method. French lawyers have soon devoted much attention to European integration, since some were closely involved in the drafting of the treaties. Economists have also taken this phenomenon seriously at an early stage. On the contrary, for a long time, French political scientists paid little attention to Europe. In the 1980s, European studies were less developed in France than in the French speaking parts of Belgium, Switzerland or even Canada. Since the end of the 1990s, things have evolved significantly: today many French political scientists are working on EU matters and a significant number of them are defining themselves as EU specialists. However, the involvement of French scholars in the international debates remains quite limited and the landscape of French EU studies keeps its originality. It may seem artificial to underline this French specificity since some of the most prominent EU researchers in France appear to be Austrian (Sabine Saurugger), Belgian (Renaud Dehousse), English (Andy Smith), German/Argentinean (Emiliano Grossman) or Finish (Niilo Kauppi). Also, many French scholars have made their academic education outside France, like Virginie Guiraudon (Harvard) or Nicolas Jabko (Berkeley), or are still holding positions outside France, in EUI Florence (Yves Mény, Pascal Vénesson), the LSE (Michael Bruter), Princeton (Sophie Meunier), Université libre de Bruxelles/ULB (François Forêt, Jean-Marc Ferry, Amandine Crespy) or Copenhagen Business School (Magali Gravier). -

RESEARCH DIVISION EU / EUROPE | WP NR. 03, JUNE 2021 Managed Expectations: EU Member States’ Views on the Conference on the Future of Europe Minna Ålander, Nicolai von Ondarza, Sophia Russack (eds) Abstract The EU institutions (European Commission, European Parliament and Council) have di- verging opinions on the aims and outcomes of the Conference on the Future of Europe. The Council has been the EU institution with the most reservations about the format and aim of the exercise. This scepticism, however, is the lowest common denominator of a more diverse set of priorities and expectations. This report reveals what individual member states want to achieve with the Conference and their expectations of the potential results. It brings together short contributions from a representative cross-section of EPIN members and distils the essential aspects. It inves- tigates the respective governments’ positions on institutional reform ideas, EU Treaty change, prioritised policy fields, plans for national citizen participation and media cover- age, as well as the general current political environment regarding further EU integration. The European Policy Institutes Network comprises 41 think tanks and policy institutes working on EU affairs from 28 Eu- ropean countries, including almost all EU member states as well as candidate countries. -

On the path to 'strategic autonomy' The EU in an evolving geopolitical environment STUDY EPRS | European Parliamentary Research Service Authors: Suzana Anghel, Beatrix Immenkamp, Elena Lazarou, Jerôme Leon Saulnier, Alex Benjamin Wilson PE 652.096 – September 2020 On the path to 'strategic autonomy' The EU in an evolving geopolitical environment In confronting the EU with an unprecedented crisis, the coronavirus outbreak is testing the bloc's unity, but may also accelerate the construction of EU strategic autonomy, as the roadmap for recovery is implemented. Political will, still in the making, and the capacity to act are key prerequisites for achieving effective European strategic autonomy. The EU is increasingly at risk of becoming a 'playground' for global powers in a world dominated by geopolitics. Building European strategic autonomy on a horizontal – cross-policy – basis would strengthen the EU's multilateral action and reduce dependence on external actors, to make the EU less vulnerable to external threats; while promoting a level playing field that benefits everyone. The EU could thus reap the full dividend of its integration and possibly benefit from greater economic gains. To build European strategic autonomy, the EU may choose to use the still 'under-used' or 'unused' potential of the Lisbon Treaty, with the European Council having a key role to play in triggering some of the Treaty provisions, particularly in foreign and security policy. European strategic autonomy may also result from a deepening of the EU integration process. Nevertheless, it remains to be seen whether the Member States will wish to grasp the opportunity offered by the Conference on the Future of Europe to deepen the European project.
