Curry, Superintendent Dr. Judith Magann, Board President Stroudsburg Area School District Stroudsburg Area School District 123 Linden Street 123 Linden Street Stroudsburg, Pennsylvania 18360 Stroudsburg, Pennsylvania 18360 Dear Dr. Curry and Dr. Magann: Our performance audit of the Stroudsburg Area School District (District) determined the District’s compliance with certain relevant state laws, regulations, contracts, and administrative procedures (relevant requirements). This audit covered the period July 1, 2013 through June 30, 2017, except as otherwise indicated in the audit scope, objective, and methodology section of the report. The audit was conducted pursuant to Sections 402 and 403 of The Fiscal Code (72 P.S. §§ 402 and 403), and in accordance with the Government Auditing Standards issued by the Comptroller General of the United States. Those standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions based on our audit objectives. We believe that the evidence obtained provides a reasonable basis for our findings and conclusions based on our audit objectives. Our audit found that the District complied, in all significant respects, with relevant requirements, except as detailed in our two findings noted in this audit report. A summary of the results is presented in the Executive Summary section of the audit report. We also evaluated the application of best practices in the area of school safety. Due to the sensitive nature of this issue and the need for the results of this review to be confidential, we did not include the results in this report.

    Career and Technical Student Organizations Serving Career and Technical Education Students in Pennsylvania 1 Dear CTSO Leaders, As the leader of a statewide trade association dedicated to the growth and development of the technology industry in Pennsylvania, I am keenly aware of the need for a highly-skilled, well-trained, and motivated workforce. At the Technology Council of Pennsylvania, we are strong advocates for advancements in and the promotion of S.T.E.M. education, as well as career and technical training, in order to prepare our young people to succeed in the 21st Century, global economy. That is why we support the work of Pennsylvania’s Career and Technical Student Organizations (CTSOs) and the critical role they play in today’s education community. For nearly 70 years, CTSOs have been able to extend teaching and learning through a variety of targeted programs, public-private partnerships and leadership development initiatives that produce technically advanced, employable students to meet the needs of this country’s diverse employer base. Today, the work of CTSOs has never been more valuable as our economy demands workers with a strong understanding of science, technology, engineering and math concepts as well as hands-on technical expertise. The co-curricular approach of CTSOs uniquely positions these organizations to enhance student skill sets and better prepare them to excel in their chosen careers. In order for Pennsylvania and the United States to not only compete, but succeed on a global stage, we need to ensure that the very technology and innovation companies that are driving this global economy have the availability of a well-qualified workforce.

    STROUDSBURG AREA SCHOOL DISTRICT MEETING 08/20/08 MINUTES OF AUGUST 20, 2008 The Regular Meeting of the Stroudsburg Area School District Board of School Directors was held in the cafeteria of Stroudsburg High School on Wednesday, August 20, 2008. The meeting was called to order by Vice President Laubach at 7:08 P.M. Board members present: Rachel Cardelle, Frederick Chandler, John Jakobsen, Eloise Laubach, Letitia Lladoc, Judith Magann, William White and Laurie Woods. Board member absent: Ray Williams. Also present: Dr. John A. Toleno, Superintendent; Stephen Brodmerkel, Assistant Superintendent for Personnel; Dr. William Riker, Assistant Superintendent for Curriculum and Instruction; Donovan Jennings, Business Manager; Jerome Chromey, Assistant Director of Special Education; Cathleen Crisafulli, Supervisor of Transportation; Wanda Lesoine, Assistant High School Principal; Michael Romano, Jr., Elementary Principal; Tricia Setar, Director of Special Education; Karen Thomson, Middle School Principal; Jeffrey Walters, Intermediate/ Elementary School Principal; Karen Widmer, Director of Humanities; and Daniel Corveleyn, Esquire, Solicitor. Plaintiff H.S. alleges, while as a minor child in the Stroudsburg Area School District (“District or SASD”), she was sexually harassed and molested by Brandon W. Flatley (“Flatley”), a music teacher, and that, not only is Flatley liable for his actions, but Defendant School District is also liable under 20 U.S.C. §1681 (hereafter “Title IX”) and 42 U.S.C. §1983 for its inaction, policies and customs which made the harassment possible and probable, and for its deliberate indifference to H.S.’s right to be free from sexual harassment, a hostile learning environment, grooming and sexual molestation by professional teaching staff. Plaintiff H.S. alleges that persons with authority at the Defendant School District acted with deliberate indifference despite actual knowledge of Flatley’s molestation and harassment and once Flatley was suspended and arrested, despite Case 3:17-cv-01839-JMM Document 32 Filed 10/13/18 Page 2 of 35 actual knowledge of the hostile educational environment she suffered from her peers, their parents, teachers and staff during the second half of her junior year and her entire senior year.
