I propose to allow the sequence of questions as 20 minutes each, and then we will go round the room, Opposition, crossbench and then Government. I refer to the broadcasting of proceedings. Before the questioning of witnesses commences, I remind Committee members that the Committee has previously authorised the broadcasting of all its public proceedings. Should it be considered that the broadcasting of these proceedings be discontinued, a member will be required to move a motion accordingly. -

Parliament of Australia Department of Parliamentary Services Parliamentary Library Information, analysis and advice for the Parliament RESEARCH PAPER www.aph.gov.au/library 22 September 2008, no. 7, 2008–09, ISSN 1834-9854 House of Representatives by-elections 1901–2008 Scott Bennett Politics and Public Administration Section Gerard Newman Formerly Statistics and Mapping Section Executive summary This paper details of House of Representatives by-elections held from that for Darling Downs on 14 September 1901 to the most recent held on 6 September 2008 for Lyne and Mayo: • There have been 144 by-elections, an average of 3.5 per parliament. • The number of nominations has grown over the years from 2.2 per by-election to 10.4 per by-election. • In only four cases was a by-election contested by just a single candidate. • An increasing tendency has been for governments to avoid contesting by-elections in their opponents’ safe seats. • In only seven cases has the Opposition party failed to contest a by-election. • Sixty-seven of the by-elections followed the death of the member, 71 members resigned, there have been five voided elections, and one MP was expelled from the House. • Since 1949 most by-elections have been caused by the resignation of the sitting member and have occurred in safe seats. • On 35 occasions the party complexion of a seat has altered at a by-election. • Five of the losses have been by the Opposition of the day. • The average two-party preferred swing against the government of the day has been 4.0 per cent. -

A ‘COMMON-SENSE REVOLUTION’? THE TRANSFORMATION OF THE MELBOURNE CITY COUNCIL, 1992−9 A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy April, 2015 Angela G. Munro Faculty of Business, Government and Law Institute for Governance and Policy Analysis University of Canberra ACKNOWLEDGEMENTS This thesis is the culmination of almost fifty years’ interest professionally and as a citizen in local government. Like many Australians, I suspect, I had barely noticed it until I lived in England where I realised what unique attributes it offered, despite the different constitutional arrangements of which it was part. The research question of how the disempowerment and de-democratisation of the Melbourne City Council from 1992−9 was possible was a question with which I had wrestled, in practice, as a citizen during those years. My academic interest was piqued by the Mayor of Stockholm to whom I spoke on November 18, 1993, the day on which the Melbourne City Council was sacked. ‘That couldn’t happen here’, he said. I have found the project a herculean labour, since I recognised the need to go back to 1842 to track the institutional genealogy of the City Council’s development in the pre- history period to 1992 rather than a forensic examination of the seven year study period. I have been exceptionally fortunate to have been supervised by John Halligan, Professor of Public Administration at University of Canberra. An international authority in the field, Professor Halligan has published extensively on Australian systems of government including the capital cities and the Melbourne City Council in particular. -

Anne-Maree Tiernan BA (Australian National University) BComm (Hons) (Griffith University) Department of Politics and Public Policy, Griffith University Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy November 2004 Abstract This thesis traces the development of the ministerial staffing system in Australian Commonwealth government from 1972 to the present. It explores four aspects of its contemporary operations that are potentially problematic. These are: the accountability of ministerial staff, their conduct and behaviour, the adequacy of current arrangements for managing and controlling the staff, and their fit within a Westminster-style political system. In the thirty years since its formal introduction by the Whitlam government, the ministerial staffing system has evolved to become a powerful new political institution within the Australian core executive. Its growing importance is reflected in the significant growth in ministerial staff numbers, in their increasing seniority and status, and in the progressive expansion of their role and influence. There is now broad acceptance that ministerial staff play necessary and legitimate roles, assisting overloaded ministers to cope with the unrelenting demands of their jobs. However, recent controversies involving ministerial staff indicate that concerns persist about their accountability, about their role and conduct, and about their impact on the system of advice and support to ministers and prime ministers. -

Photo: Kate Geraghty FORMER minister Eddie Obeid's family has controlled some of Circular Quay's most prominent publicly-owned properties by hiding its interests behind a front company. A Herald investigation has confirmed that Mr Obeid and his family secured the three prime cafes in 2003 and that for his last nine years in the upper house he failed to inform Parliament about his family's interest in these lucrative government leases. Photo: Mick Tsikas For the first time, senior officials and former cabinet ministers Carl Scully and Eric Roozendaal have confirmed Mr Obeid's intervention in the lease negotiations for the quay properties, including seeking favourable conditions for the cafes, which the Herald can now reveal he then secretly acquired. Crucially, when the former NSW treasurer Michael Costa had charge of the waterfront, he put a stop to a public tender scheduled for 2005 that might have threatened the Obeids' control over two of the properties. Mr Obeid was the most powerful player inside the NSW Labor Party for the past two decades, and was described in 2009 by the deposed premier Nathan Rees as the party's puppet-master. Eddie Obeid. 2011 Annual Report the Institute Building Our New Home
2011 ANNUAL REPORT THE INSTITUTE BUILDING OUR NEW HOME In July 2011, the United States Studies Centre took up residence in its new home in the Institute Building. With the recent rapid growth in the Centre’s staff and activities, and plans for future expansion in our research, education, and analysis activities, we had stretched beyond the capacity of the historic John Woolley offices. The Institute Building sits on the other side of the University of Sydney campus and dates from the Victorian era, when it was Australia’s first school for the hearing impaired. It provides us with more than twice the space we had previously and is designed specifically for our requirements, including being equipped with the latest in IT and audio-visual technology. For the first time the Centre includes a dedicated tutorial room for the growing number of students enrolling in our undergraduate and postgraduate courses. We also have additional office space for academic and administrative staff, enabling us to accommodate our expanding research and events programs.
