This paper examines the sources of the conflict and its effect on America’a China policy. Finding a consensus on how best to handle a country like China that is repressive, Communist, and often at odds with the United States has been difficult. -

Chinese Politics in the Xi Jingping Era: Reassessing Collective Leadership
CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized. -

The race for military bases and the regime change experiments through “color revolutions” have added a new dimension to this competition. Earlier, analysts felt the real competition was between Russia and the U.S. However as of late, China has created a huge profile for itself through trade, energy deals, military agreements and the Shanghai Cooperation Organization (SCO). The growing Chinese influence in the region is an established fact. Both internationally1 and in India2, many scholars have commented on it and a lot of literature has been written on the subject. Yet, very few in India3 have directly looked at the implications of the growing Chinese influence on Indian security, energy deals and commerce. This article attempts to fill this gap. Promoting “Young Guards”: The Recent High Turnover in the PLA Leadership (Part I: Purges and Reshuffles) Cheng Li The continuing consolidation of power has been the most noticeable trend under the leadership of Xi Jinping since the 18th National Congress of the Chinese Communist Party in November 2012. Undoubtedly, a key component in this strengthening of both Xi’s personal power and his new administration’s authority has centered on the military domain. Xi has gone about the consolidation process through several important political and tactical moves, including the purges of the two highest-ranking generals under the previous administration on corruption and other charges; the arrest of over 40 senior military officers on various charges of wrongdoing; large-scale reshuffling of generals between regions, departments, and services; ongoing efforts to reform the PLA structure and operations; and, most importantly, the rapid promotion of “young guards” (少壮派) in the Chinese military. All of these bold measures will have profound implications—not only for Xi’s political standing in preparation for the next leadership turnover in 2017, but also for the trajectory of civilian-military relations in the country and for the assessment of China’s military modernization. The first installation in this series focuses on the recent purges and reshuffling of military leaders, which has significant consequences in the political dynamics of present-day China. It is an old saying in the history of the Chinese Communist movement that “political power grows out of the barrel of a gun.”1 Although this famous Mao Zedong slogan emphasizes the Communist doctrine that the party commands the army in seizing and retaining state power, a top party leader’s consolidation of personal power cannot be achieved without strong support from the military.
