Cortiella, Eric Bourassa I Board Counsel: MayteRamos I Minutes I Having quorum, the Board of Directors meeting was called to order at 5:45 p.m.

I Approval of Minutes A motion was duly made to accept the minutes of the board meeting held on October 16, I 2000. Executive Director's Report I Development Activity: David J. Cortiella reported that the development staffhas been very aggressive over the past month, writing nine proposals. He noted that Amy Meblin and Eric Bourassa have been working on a development plan that I will lead to the creation of an agency-wide Development Strategy that will eventually be incorporated into rnA's overall strategic plan. David outlined the different areas of focus that the Development staff has been concentrating on: I Youth, Arte y Cultura, Technology, and Capacity Building. Further development of this plan, as well as a more concentrated effort on these four areas, will be I outlined at the next board meeting. • William Rodriguez asked Eric to send a list of the Board of Directors of the Foundations where proposals were sent, to IBA board members. He also I suggested that the Board should develop a stronger Development Committee so there is a clear and definite strategy that involves the Board. Action Taken: William Rodriquez was willing to sit on this committee, and Charlene Senters I Domenech agreed to sit on this committee as well.

• Blanca Cardona suggested the Development Staff should look at the sources of I funding IBA received in the past, and create a list of past funders to be distributed to the board. I I I I • David Cortiella made specific points about the importance of organizing a fundraising plan for the JHCC's 15th anniversary during the spring of2001 to I increase the endowment and to create a donors program to work specifically with the arts.

I Villa Tech: David J. Cortiella reported the progress that has been made with soliciting funding, including a recent grant sent to the Amelia Peabody Foundation. The lawyers are in the process of creating Villa Tech as a non-profit, I and should be finished bynext month's Board Meeting.

Personnel/Finance Administrator: Two interviews have been scheduled and Elisa I Soltren gave David Cortiella the resume of a third potential candidate for the vacant Finance Administrator position. In two weeks an offer will be made to one I of the three candidates. Escuelita Opening: David Cortiella asked the Board for a list of people who should receive an invitation to the ribbon cutting ceremony of the Escuelita th I Boriken on Decemb~r 19 • • Charlene Senters Domenech suggested that the current list should be sent I to each board member. United Way Site Visit: David asked the Board to attend the site visit on November th 30 , and Elisa Soltren, Blanca Cordona, and Annette Griffith agreed. William I Rodriguez informed those who will be attending the site visit to match our definition of community building with the UWMB' s definition, so we better fit their criteria of funding. He informed the board that he will be unable to attend I because he serves as a United Way Site Visit volunteer, and there would be a I conflict of interest. Asset Management Report Mirna Rodriquez was not able to attend the meeting, so David Cortiella gave the I report. He noted a few positions that need to be filled, such as Assistant Manager and Access Coordinator. He explained the refinancing process and reported tllat it is going I well. • Several board members brought up security issues, and William Rodriguez . suggested that the public safety committee develop a neighborhood I planning strategy to increase lighting and beautification to make residents more dedicated to their community. Blanca Cordona suggested having a community meeting to better involve residents. And Charlene Senters I Domenech suggested involving more people from the surrounding South I End community to combat security problems . I I 2 I

Committee Reports I Arts: Board member Eduvina Figueroa reported that the arts committee has decided to change the format of Three Kings Day so the food is served first, followed by I the performance, and ending with the presents, to alleviate problems in the past when the children wanted to trade and exchange gifts. The Three Kings event will be held on I Sunday January 7 from 2 to 4PM. Finance: No fmance report because Sue Chen is working on the audit. I Old Business I Strategic Planning: David described the two different strategies that have been proposed by consultants, and suggested that the board follow the advice of Alicia Hua Rosa who suggests we conduct different phases of planning. I • The board approved a motion that Alicia Hua Rosa be interviewed by members of the board prior to entering into a contract with her. I MANAGEMENT REPORT I December 20, 2000 This is the second month that ETC Developers Inc., has functioned as ETC-CMCI, A I division a/CORNU MANAGEMENT COMPANY INC. Beginning 1/02/01 we will be hiring as assistant manager who will be assisting with Victoria Associates and Casas Borinquen. I TRAINING: Three ETC-CMC's staff went to the Tax Credit Training given by the National Center for I Housing Management. Test results are to be received before the end of the year.

I SECURITY UPDATE We have had several Public Safety Meetings which have included Alliance Security, the Boston Police and the Manager from Bradley Properties, ETC staff and Villa Victoria I Residents. Issues that are being addressed are as follows:

1. O'Day Playground: The Boston Police Department has raided the park twice and I they are clearing out the drug activity. They have also requested that the BHA post "No trespassing" signs along the West Newton Street properties, so that the dealers I could not hang out in front of West Newton Street. 2. Plaza Betances: The lights in the plaza area are still out. We have requested that the I PBD make the call to the BRA in order to get the lights repaired. 3. Follow-up on Police Reports: BPD is pleased·with the follow-up that management is giving to the incident reports. ETC has initiated court action against tenants and I family members who have been reported either selling or using drugs on the properties. I RECERTIFICATIONS Currently all re-certifications are up to date. We have four tenants who have not completed I with February certifications and 24 pending for March.

I TAX CREDIT CERTIFICATIONS th Tax credit certifications are scheduled to take place during January 9, through January 20 , 2001. We are expecting to be opened several evenings and two Saturdays. As explained before, this is due to the long-term problem of the windows. We have submitted a response - see attached and will be working with MHFA to resolve the window and fayade repairs. I 2.
