Oferta va cuprinde transportul, livrarea şi manipularea produselor la sediul Consiliului Concurenţei, piaţa Presei Libere, nr.1, corp D1 (Registratura), sector 1, Bucureşti. Ziarele si revistele vor fi ambalate pe pachete, cu eticheta care sa contina numele persoanei/biroului si vor fi livrate in fiecare dimineata pana in ora 8:30 la adresa mentionata mai sus. Criteriul aplicat pentru stabilirea ofertei câştigătoare, va fi “preţul cel mai scăzut”. Achiziţia se va desfăşura prin SEAP (www.e-licitatie.ro), prin intermediul catalogului electronic. De aceea, este necesar ca societatea dumneavoastră să fie înscrisă în Sistemul Electronic de Achiziţii Publice (SEAP). Pentru a fi considerată conformă, oferta trebuie să satisfacă cerinţele minime obligatorii. Plata se va realiza în perioada 24-31 ale lunii, conform prevederilor art. 36 din alin.1din OUG 34/2009 cu privire la rectificarea bugetara pe anul 2009 si reglementarea unor masuri financiar-fiscale, după livrare. A scanty economy would negatively stimulate the poor members of the society just as much as “bad” society would affect the level of a state’s economy. These influences are interdependent and they are creating a vicious circle. The state of crisis is generating exceptional circumstances in which members of society, with certain idiosyncrasies, gets uncharacteristic traits. That is why such a category includes representatives of the female gender, who’s public image is exceptionally associated to the offender’s quality.     S TSS Vol 2 / Issue 2 16 Studies of Transition States and Societies Coming to Terms with the Communist Past in Romania: An Analysis of the Political and Media Discourse Concerning the Tismăneanu Report Alina Hogea* Abstract This paper looks at the public debates about the communist past, as triggered by the final report on the communist dictatorship in Romania (the Tismăneanu report) and its presidential endorsement in December 2006. The paper employs narrative and discourse analysis to examine the political reactions to the official condemnation of communism, as well as its reflection in several Romanian newspapers. The Tismăneanu report was meant to be a ‘redressive ritual’ that would provide closure to a traumatic past by retrospectively denouncing the meaning of communism, but instead it generated more public debates and political turmoil. This indicates that the contorted path taken by Romania to confront its communist past is not a finished process yet, but rather represents a dynamic field in which social ac- tors are fighting over which events and actors in the past should be collectively remembered, and espe- cially how they have to be represented in the collective memory of post-communist Romania.1 Keywords: collective memory, communism, Romania, politics, media discourse Introduction More than twenty years after the fall of communism in Eastern Europe, Romania is still struggling with its communist past.     THE IMPACT OF THE ENGLISH ECONOMIC TERMS IN THE BUSINESS ENVIRONMENT Museanu Elena Romanian – American University Coanc ; Mariana Romanian – American University In terms of quantity, the English (American) influence in the economic language is striking, remarkable. The adjustment of these terms is brief, relative, which is not a factor favoring the assimilation of loans, but is permissible, in principle, for Anglicisms. In what concerns the need for these loans, it can be deemed that the demarcation between “necessary loans” and “luxury loans” is not yet solid. Low frequency or isolated Anglicisms may be classified into the second category (some may even affect proper specialized communication). Even if enough Anglicisms recorded in the economic press will not remain in Romanian, "the era of the Internet, of globalization"94, we may consider a greater influence of English in the economy (perhaps similar to computer science). Keywords: Anglicisms, economic terms, specialized communication I.1. Our research is focused on analyzing the importance of economic terminology for broader socio-professional groups. An observation that emerges is the representative presence and use of English terms in texts which seek their spread beyond the field of specialists. Such texts belong, in general, to a certain type of media – the “popularizing” press, eventually the press of “scientific popularization”. The interest in such cases is amplified when there is an obvious extra linguistic reasoning, such as the case of a part of economic terminology in Romania since 1990, a period characterized by profound economic changes. These extra linguistic realities sometimes need to be defined by explicit terms (and the scientific terms must generally be mono-semantic and, therefore, precise).

Precisely, it focuses on the use of the communist past by political actors to gain power and legitimacy, and on the interplay between news media and politics in shaping a national identity in post-communist Romania. My research includes the analysis of the media representations of two categories of events: the anniversaries of the Romanian Revolution and the political campaigns for presidential/parliamentary elections. On the one hand, the public understanding of the break with communism plays an important role in how the post-communist society is defined. The revolution as a schism between the communist regime and a newborn society acts like a prism through which Romanians understand their communist past, but also the developments the country has taken after it. On the other hand, political communication is operating on the public imaginary of the past, the present and the future. The analysis of the political discourses unfolded in the news media shows how the collective memory of the communist past is used to serve political interests in the discursive struggle for power and legitimacy.

DISTORTION, NEGATIONISM, AND MINIMALIZATION OF THE HOLOCAUST IN POSTWAR ROMANIA Introduction This chapter reviews and analyzes the different forms of Holocaust distortion, denial, and minimalization in post-World War II Romania. It must be emphasized from the start that the analysis is based on the United States Holocaust Memorial Museum’s definition of the Holocaust, which Commission members accepted as authoritative soon after the Commission was established. This definition1 does not leave room for doubt about the state-organized participation of Romania in the genocide against the Jews, since during the Second World War, Romania was among those allies and a collaborators of Nazi Germany that had a systematic plan for the persecution and annihilation of the Jewish population living on territories under their unmitigated control. In Romania’s specific case, an additional “target-population” subjected to or destined for genocide was the Romany minority. This chapter will employ an adequate conceptualization, using both updated recent studies on the Holocaust in general and new interpretations concerning this genocide in particular. Insofar as the employed conceptualization is concerned, two terminological clarifications are in order. First, “distortion” refers to attempts to use historical research on the dimensions and significance of the Holocaust either to diminish its significance or to serve political and propagandistic purposes. Although its use is not strictly confined to the Communist era, the term “distortion” is generally employed in reference to that period, during which historical research was completely subjected to controls by the Communist Party’s political censorship.

Some of them don’t exist anymore, but there always appear new ones. The Romanian newspaper market comprises about 1500 publications most of which appear on a weekly basis and 200 daily newspapers. Television is the most familiar source of information. The radio landscape has changed considerably - similar to the television - since 1990. Besides the public broadcaster offering several programs, there are over 150 private local radio stations and various other channels. Despite the diversity of the Romanian press, we cannot yet speak of a completely free press (see the report of the Freedom House organization). The limitations of media freedom and freedom of speech are related to media ownership, but also with gaps in the national legislation. This study aims to contribute to the advancement in the conceptualization of qualitative journalism by proposing to analyze different situations of failure in investigative journalism and identifying factors that conduct to limitation of media freedom.
