Romanian Political Science Review vol. XXI, no. 1 2021 The end of the Cold War, and the extinction of communism both as an ideology and a practice of government, not only have made possible an unparalleled experiment in building a democratic order in Central and Eastern Europe, but have opened up a most extraordinary intellectual opportunity: to understand, compare and eventually appraise what had previously been neither understandable nor comparable. Studia Politica. Romanian Political Science Review was established in the realization that the problems and concerns of both new and old democracies are beginning to converge. The journal fosters the work of the first generations of Romanian political scientists permeated by a sense of critical engagement with European and American intellectual and political traditions that inspired and explained the modern notions of democracy, pluralism, political liberty, individual freedom, and civil rights. Believing that ideas do matter, the Editors share a common commitment as intellectuals and scholars to try to shed light on the major political problems facing Romania, a country that has recently undergone unprecedented political and social changes. They think of Studia Politica. Romanian Political Science Review as a challenge and a mandate to be involved in scholarly issues of fundamental importance, related not only to the democratization of Romanian polity and politics, to the “great transformation” that is taking place in Central and Eastern Europe, but also to the make-over of the assumptions and prospects of their discipline. They hope to be joined in by those scholars in other countries who feel that the demise of communism calls for a new political science able to reassess the very foundations of democratic ideals and procedures. -

Revista_comunicare_27_Special_issue.qxd 11/28/2012 2:14 PM Page 203 Nicolae PERPELEA* Media Diasporactivism and Diasporapathy in the News Community** Abstract The present study focuses on the thematization of the new Romanian diaspora’s experiences through the spectacular mechanisms of the media and on the subsequent production of active moral feelings, which in- tensify critical expressions and justificatory demands within various audiences – designated by the concept of “news community”. Generically, the term “diasporapathy” is used to characterize putative members of a diaspora who do not respond to the appeals of “diasporactivists”. This study is based on an anti-essentialist methodology (S. Fish, R. Brubaker, B. Anderson) and on L. Boltanski, L. Thevenot and L. Chouliaraki’s model of analyzing “distant” moral interpellations and the transfer of moral causes into “news speech”. In speech interactions – in the sample drawn from internet discussion forums – we observe how this di- asporic experience is used as a category of practice in order to articulate new claims and projects, apart from activating the “ideal diaspora” versus “diasporapathetic” behaviors in order to remake an ideal Romanian- ness within the new European area. The threat comes not only from the rise of political movements that openly reject liberal democratic values, including the governing parties of Hungary and Poland, but also from the risk of creeping authoritarianism caused by a gradual decline in standards of governance and the weakening of important democratic underpinnings, such as the rule of law. Romania is a country of particular concern. Although it has earned international praise for its recent efforts to stamp out corruption, a detailed examination of Romania’s anti-corruption activities shows that they often provide convenient cover for acts of political score settling and serious human rights violations. The methods used show a considerable degree of continuity with the practices and attitudes of the communist era. The strong correlation between those targeted for prosecution and the interests of those in power is indicative of politicised justice. Cases have often been accompanied by campaigns of public vilification designed to maximise their political impact. Far from being above politics, Romania’s National Anti-corruption Directorate (DNA) is an active participant in its partisan struggles. Although the rule of law requires the justice system to work independently of government, there is clear evidence of collusion between prosecutors and the executive in Romania. -

ARTICLES THE MEMORY OF THE COMMUNIST SECURITY APPARATUS AND ITS STUDY IN ROMANIA AFTER 1989 Abstract This article discusses the institutional attempts to deal with the archival legacy of the Romanian communist security police, Securitate (1945–1989), during the democratic transition in post-communist Romania. The first part draws a short outline of Securitate’s history and activities as one of the main power instruments of the communist dictatorship. The second part of the article shows the development of political attitudes towards institutional attempts to deal with the communist past in the post-communist Romania. This paper describes the reluctant attitude of the ruling circles in the 1990s towards the opening of the Securitate archives and the lustration attempts. The formation of the National Council for the Study of Securitate Archives (Consiliul Național pentru Studierea Arhivelor Securității, CNSAS, legally established 1999) hardly changed the general situation: the archives of the Securitate were transferred to CNSAS with significant delays, and the 2008 ruling of the constitutional court limited its lustration competences. The establishment of the Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile (Institutul de Investigare a Crimelor Comunismului şi Memoria Exilului Românesc, IICCMER, established 2005) and formation in 2006 of the Presidential Commission for the Analysis of the Communist Dictatorship Institute of National Remembrance 2/2020 286 in Romania led by renowned political scientist Vladimir Tismăneanu together with the research and legal activities of CNSAS contributed to a broader evaluation of the communist regime (although its impact seems to be limited). -

alexander clapp ROMANIA REDIVIVUS nce the badlands of neoliberal Europe, Romania has become its bustling frontier. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head. -

The main form of divided government in Romania is that of cohabitation, and it has been experienced only twice, for a brief period of time: in 2007-2008 under Prime-Minister Călin Popescu Tăriceanu of the National Liberal Party and again, starting May 2012, under Prime Minister Victor Ponta of the Social Democratic Party. -

The Impact of the European Union on Corruption in Romania Alexandru Hirsu Hamilton College Advisor: Alan Cafruny, Ph. D. Professor of Government Levitt Research Fellowship-Summer 2015 Abstract After the revolution of 1989, Romania confronted with high levels of corruption, and had a difficult time strengthening its democratic process. 10 years later, when the country became an official candidate for accession to the European Union (EU), the Romanian democracy saw hope for consolidation. However, despite the expertise and resources provided by the EU until 2007 in order for Romania to meet the acquis communautaire, the EU failed to bring about sustainable change. An incomplete European framework with guidelines tailored to Romania’s fragile democracy, and inadequate monitoring of the country’s political actions were the main causes for Romania’s slow democratic consolidation. The paper provides an analysis on Romania’s fight against corruption with a focus on the development of the anticorruption agencies, the rule of law, and the public administration from 2006 to 2012. Introduction Although scholarly attention upon corruption has grown over the past years and the number of soft and hard legislative tools to combat corruption has increased, corruption today still represents one of the main threats to the stability of democratic governments. In post- communist satellite states, in particular, corruption has remained a more prevalent issue. Leslie Holmes referred to it as “a rising tide of sleaze in ex-communist Europe,” claiming that “corruption has replaced communism as the scourge of Eastern Europe” (2013, 1163). As an ex- communist state itself, Romania has struggled endlessly with corruption over the past twenty five years.
