Box 570, DK-3900 Nuuk, Denmark 1 Summary The fishery for Atlantic salmon in Greenland waters started around 1960 and peaked in the early seventies at a catch of more than 2,000t a year. The fishery was quota regulated from 1972, but due to declining stocks, in June 1998 NASCO agreed that no commercial fishery for salmon should be allowed, but that the catch at West Greenland should be restricted to 'that amount used for internal consumption in Greenland, which in the past has been estimated at 20 tones'. Since then export of salmon from Greenland has been banned by law and catches has been limited by internal by internal comsumption, season and gear limitations. Unlicensed fishery for private consumption has always been allowed but limited to one gillnet per unlicensed fisherman. In order to sell catches and use more than 1 gillnet a license is required. From 2002 to 2011, licensed fishermen were only allowed to sell salmon to institutions, local markets and restaurants. However, in 2012 landing to factories producing for the Greenlandic home market was re-opened and a 35t quota was set by Greenland.

Industry plans a pipeline 1,800 kilometers in length to move six trillion cubic feet of natural gas from the Beaufort/MacKenzie Delta to Alberta at a rate of 800 million cubic feet a day. It may take until 2006 for the regulatory process to be completed. Natural Resources Canada Indian and Northern Affairs Canada National Energy Board Canada Government of the Northwest Territories—Resources, Wildlife and Economic Development RUSSIA Russia currently has no offshore production of oil or gas from the Arctic Seas as defined in the Arctic Council. Prirazlomnoye Oil Field. Discovered in 1989, the field lies about 1,200 kilometers northeast of Arkhangelsk in the Pechora Sea approximately 60 kilometers from shore in water depths of 19-20 meters. It contains over 600 million barrels of conventionally recoverable oil. Production is set to begin in 2004-5 with a rate of 150,000bopd (22,000 tons/day). Production will be achieved through the use of a Floating Production Storage Offloading vessel with shuttle tankers transporting oil to market. The plan is to drill 40 wells (19 — production, 16 — injection and 5 — reserve), to reach maximum annual production volume. The field life is estimated to be 22 years. Shtokmanovskoye field The gas condensate field on the Barents Sea shelf was opened in 1988. Six test wells were drilled revealing 4 geological structures. In 1993 a feasibility study for development of Stockmanskoye field was developed and a license for the right to use the resources was granted.

    Greenland has been partly self-supplying with energy since 1993 by help of hydropower plants. The national energy production is increasing, but Greenland still depends on imported oil, primarily gas oil, diesel and petrol. Greenland has firm green ambitions – and potentials – in the energy sector. The Government of Greenland is committed to developing new hydropower plants in five communities and to invest in renewable energy for small, isolated settlements (Government of Greenland, coalition agreement 2016-2018). By pairing large-scale industry with renewable energy, Greenland can take a lead position in sustainable business. A central driver for the Government of Greenland’s commitment to renewable energy is an urge for a self-sustained economy and financial independence from subsidies from Denmark. When replacing imported fossil fuels with national energy production, the Government of Greenland supports the national economy while reducing CO2-emissions. Many communities in Greenland are small, and the grid comprises today 69 decentralized, stand-alone energy systems with no option for the distribution of renewable energy. However, two cities – Qaqortoq and Narsaq - are connected to the same hydro power plant in Qorlortorsuaq. Size matters in Greenland, as the country has an area greater than Mexico and with some communities very remote. The potential for hydropower is far from exhausted. New plants are already further analyzed, developed and in pipeline for five communities: Aasiaat, Qasigiannguit, Maniitsoq, Paamiut and Nanortalik. With more hydropower on the local grids, electric and hybrid cars can replace the use of gasoline and diesel. First- movers have already been out for some years, and more power stations are key to leverage.
