The project is financed by the World Bank (WB) and includes, among other sub-projects, installation of a 31 kilometers (km) long transmission line from Robate Sorkh village to the proposed location of Karokh sub-station in Karokh district. To address the potentially negative environmental and/or social impacts of the Karokh transmission line (KTL) sub-project, and to comply with the national regulatory as well as the WB policy requirements, an environmental and social assessment (ESIA) has been carried out. The present document provides the process and outcome of this ESIA. Project Location The Herat Electrification Project component -1 lot two is construction of 31 KM transmission line from existing 110 kV transmission line between the Noor-ul-Jahad substation near Herat city and Salma Dam to Karokh district of Herat province, Afghanistan. The subproject is comprising the building of a 110 kV transmission line, and a 110/20 kV substation and medium and low voltage distribution networks in Karokh district of Herat Province. The KTL gets T- connection from Salma Noor-ul Jahad existing TL in the area of Robat e Sorkh village of the same district and the KTL passes mostly from desert, non-cultivated land which encompasses governmental, private and communal land. There are nine villages located in the area of influence of the KTL with varying degree of distance from the KTL, generally the KTL is reasonably away from the residential houses. Sub-Project Overview The proposed KTL subproject comprises installation, operation, and maintenance of a 110-kV transmission line with a total length of about 31 km. The KTL will have 140 steel towers with concrete foundations, steel conductor, insulators, and other accessories. The key installation activities will include excavation for tower foundations, construction of concrete pads (four pads for each tower), backfilling, tower assembly and erection, stringing of conductors and earth wire, installation of insulators and other accessories, and finally, testing and commissioning. The operation and maintenance (O&M) activities will include periodic patrolling and repairing transmission line faults such as broken conductor, damaged/faulty insulators, and damaged or fallen towers. iv Environmental and Social Impact Assessment Karokh Transmission Line, HEP [Type here] Regulatory and Policy Overview The Afghan national legislation and regulations require the project proponents to conduct environmental and social assessment of the proposed project and obtain approval from the National Environmental Protection Agency (NEPA), before initiating the project. Similarly, the WB safeguard policies require the project proponents seeking the Bank’s financing to carry out environmental and social assessment of the proposed project and obtain the Bank’s clearance. The present assessment has been carried out in response to these requirements. Environmental and Social Management Framework DABS prepared an environmental and social management framework (ESMF) of the HEP in 2017 since location and exact nature of its sub-projects was not known at that stage. The ESMF provides DABS with a procedure for determining the appropriate level of environmental and social assessment required for the sub-projects. Further, it guides the power utility in preparing the necessary environmental and social mitigation tools/measures for the sub-projects during operations phases. The ESMF calls for preparing environmental and social management plans (ESMPs) for smaller sub-projects and ESIA for larger sub-projects such as transmission lines. Pursuant to these requirements, the present ESIA for KTL has been carried out. The HEP ESMF also comprised a Resettlement Policy Framework to guide land acquisition and resettlement in case any subproject would necessitate land acquisition. ESIA Objectives The present ESIA aims to address the potentially adverse impacts of the KTL and its associated facilities on the physical and biological environment as well as on people – in order to make the project environmentally sustainable and socially acceptable. The present study has been carried out in response to the requirements defined by the national regulations as well as WB safeguard policies. Baseline Conditions The KTL sub-project will be implemented in Karokh district of Herat province. The project area is mostly rural and is not densely populated. The KTL route passes through various types of land like barren, hilly, rain fed, irrigable and irrigated. There is no forest or any sensitive/important habitat along or near the route. A limited number of towers would be located in agricultural land thus minimizing impacts on crops, there is no damage to the existing private and public structures like residential houses, orchards, schools, clinic, irrigation structures, graveyards and etc. v Environmental and Social Impact Assessment Karokh Transmission Line, HEP [Type here] The water sources in the KTL sub-project area include small streams, dug wells, bore holes, and karez1. No major river or any other significant water body exist in the area, except a proposed Pashdan dam which is planned to be constructed close to the KTL route. Hari-rod that flows south of the Herat town is the major river in the Herat province. The sub-project area is mostly barren and devoid of any significant natural vegetation and important habitat. Only nine fruit trees will need to be felled for KTL construction. No significant wildlife exists in the area primarily because of the modified nature of habitat and human presence. No important bird’s area are located within or near the sub-project area. No protected areas are located along or near the KTL route. Most of the people in the area are dependent on cultivation and livestock for their livelihood though a limited number of people work as laborers. Wheat followed by barley are the key crops in the area. The occupations of the respondents were found to be 75% farming and livestock rearing, while 20% of those interviewed said that they were both livestock keepers and laborers. Only 5% of the respondent were depended on employment. Ten schools exist in the sub-project area but outside the direct footprint of the KTL. No other sensitive receptors are located in the area. Similarly, no physical cultural resources (PCR) except one graveyard exist along the KTL route. Potential Environmental Impacts The potential impacts of the project’s construction phase on physical and biological environment could include soil erosion in hilly areas; dust emissions caused by operation of machinery and running vehicles on earthen tracks within the right of way (RoW) of KTL and along the access routes; gaseous emissions from construction vehicles, machinery, and generators; release of waste effluents and solid wastes from construction areas and camps causing soil and water contamination; loss of natural vegetation and trees in the RoW; and finally, occupational health and safety (OHS) hazards for the construction staff and other project site personnel. The inhabitants of the district, usually via the mediation of elders, have had to learn how to deal with both sides. The dual nature of authority in Obeh is exemplified by public service delivery; it is always financed through and administered by the Afghan state but, in areas under Taleban control, it is the insurgents who supervise and monitor delivery. DACAAR initiated a trial farming of saffron with four farmers from Pashtun Zarghun in 1998. Though it was difficult initially to convince the farmers to grow saffron as an alternative to opium, which was prevalent in Herat, today Pashtun Zarghun alone has more than 750 farmers growing saffron, including 175 women. Women have a significant role in saffron production amounting to 80% of the total work, with most of the work in harvesting, processing and packaging, but a very limited role in marketing and price negotiation with traders; men usually take over during the marketing stage of the spice. Given the role of women in saffron production and its potential in empowering women through engagement in economic activities, DACAAR supported the establishment of a female saffron association in 2006 in Pashtun Zarghun district (Herat province) with initial membership of 70 women who produced 700 kg of saffron corm.

According to press reports, the following provinces were affected last week: Nangarhar (eastern Afghanistan), Paktika, Paktia, Ghazni (south-eastern Afghanistan), Helmand, Kandahar, Zabul, Uruzgan (southern Afghanistan), Kunduz, Baghlan (north-eastern Afghanistan), Farah (western Afghanistan), Faryab (northern Afghanistan), Logar and Kabul (central Afghanistan). Suicide bombings and attacks On 13 March 2017, a minibus hit a roadside bomb in the 10th police district of the capital Kabul, killing one woman and wounding at least 29 persons who were employees of a telecommunications company. In Nangarhar (eastern Afghanistan) three children were killed when a booby trap exploded. In the 8th police district of Kabul, unknown gunmen shot dead two police officers. In Obe district of Herat province (western Afghanistan), members of the Taliban amputated the hand and foot of a young man who had reportedly committed a robbery. On 16 March 2017, ISIS militants beheaded three tribal elders in Sayyad district of Sar-i-Pul province (in northern Afghanistan). In Samangan (northern Afghanistan), an important Taliban Commander and an explosives expert of the Jundullah militia were arrested. On 17 March 2017, two Afghan troop were killed in a suicide bombing in Khost (south-eastern Afghanistan), wounding at least 29 persons, including civilians. In Nangarhar, one person was killed in a suicide bombing in front of a mosque.

On 29 September, clashes in Baharak and Khowja Ghar districts in Takhar province displaced 7,000 people to Taloqan city who are AFGHANISTAN HUMANITARIAN staying at the Dashti Rabat areas compound (10 km away from Taloqan city). An FUND (AHF) inter-agency assessment is ongoing to assess needs. Humanitarian partners will provide those displaced with food, relief items, and hygiene kits in the coming 30.7M days. Contributions (US$) In the past week, 7,287 people displaced by conflict were verified by inter-agency 5.1M assessment teams in Baghlan, Kunduz, Takhar and Badakhshan provinces as Pledges (US$) being in need of humanitarian assistance. During the period, 25,718 people displaced by conflict were reported to have received assistance in Kunduz, 25.8M Baghlan, Badakhshan and Takhar provinces.

NGO Coordination of Humanitarian Assistance With Special Reference to Afghanistan (1985 -2001) Arne Strand Dissertation for the Degree of Doctor of Philosophy in Post-War Recovery August 2003 University of York Department of Politics Post-War Reconstruction and Development Unit Abstract Abstract The subject of this thesis is the coordination of humanitarian assistance in complex political emergencies undertaken by non-governmental organisations (NGOs), primarily assistance directed towards forced migrants. The study aims to address the paucity of literature and theories on NGO coordination, and focuses primarily on the situation in Afghanistan during the period 1985 to 2001. The research is drawing on the author’s field experience and an extensive literature review outlining and discussing complex political emergencies, forced migration, NGOs and NGO coordination. An empirical investigations was carried out at village level in Herat, Afghanistan, in a highly conflict-ridden environment. Questions emerging from the primary field research were then followed-up through interviews and surveys among NGOs at a regional and national level in Afghanistan, and later broadened and compared with case studies from other conflict contexts. This in order to respond to the following hypothesis: The existing NGO coordination arrangement seems to serve primarily the interests of their NGO members, by promoting their organisational interests and facilitating interagency communication, rather than serving the interests of their intended beneficiaries. NGOs are willing to join a coordinating body, but they will remain reluctant to be directed by such a coordination structure if it limits their organisational independence. The major contribution of this thesis is the empirical findings on forced migrants knowledge and views on NGOs and the assistance they provide, and to what extent such assistance meet the needs of forced migrants.

A Country of Origin Information - Content Management System (COI-CMS) entry is a COI product drawn up in conformity with COI standards to satisfy the requirements of immigration and asylum procedures (regional directorates, initial reception centres, Federal Administrative Court) based on research of existing, credible and primarily publicly accessible information. The content of the COI-CMS provides a general view of the situation with respect to relevant facts in countries of origin or in EU Member States, independent of any given individual case. The content of the COI-CMS includes working translations of foreign-language sources. The content of the COI-CMS is intended for use by the target audience in the institutions tasked with asylum and immigration matters. Section 5, para 5, last sentence of the Act on the Federal Office for Immigration and Asylum (BFA-G) applies to them, i.e. it is as such not part of the country of origin information accessible to the general public. However, it becomes accessible to the party in question by being used in proceedings (party’s right to be heard, use in the decision letter) and to the general public by being used in the decision.

  • Afghanistan: Flash Floods Update No
    Afghanistan: Flash Floods Update No. 8 (as of 2 April 2019) SITUATION OVERVIEW • Heavy rains caused flash flooding on 27, 28 and 29 March in six provinces - Faryab, Balkh, Jawzjan, and Sar-e-Pul province in the North- ern Region, and Hirat and Badghis in the Western Region. While assessments are on- going, an estimated 17,000 people have been affected with Balkh and Hirat suffering the worst impacts. These are the first major floods in the Northern Region in the season. • In Balkh, unconfirmed reports suggest several fatalities in Chemtal district, with up to 645 families (4,515 people) affected throughout the Province. • In Hirat Province, assessments are ongoing, however the Ministry of Health has reported that eight people died and nine were injured in six districts following flash flooding, while more than 1,000 families may have been affected. • This new flooding adds to the impact of the overall flood emergency, with Farah and Kandahar the most effected to date. Since the beginning of 2019, more than 163,000 people have now been af- fected by floods, including those in the past week. A total of more than 42,000 people have been dis- placed. • Due to the above-average snow and rainfall throughout the winter, the conditions for more flooding through the spring remain a concern and humanitarian organizations are planning to ensure they have enough supplies for the remainder of the season. HUMANITARIAN NEEDS AND RESPONSE Northern Region Balkh Afghan Red Crescent Society (ARCS) assessment teams have so far identified 187 families in need (49 houses completely destroyed & 138 severely damaged) in Mazar-e-Sharif, while 161 families in Solara and 297 families in Chemtal districts have been assessed as affected.
