Conventional histories interpret this transition as Zhao having betrayed his erstwhile superior Tan, epitomizing the rise of warlordism and the disintegration of traditional civilian administration; this dissertation challenges these claims by showing that Tan and Zhao were not enemies in 1920, and that no such betrayal occurred. These same histories also claim that local governance during this period was fundamentally broken, necessitating the revolutionary party-state of the KMT and CCP to centralize power and restore order. Though this was undeniably a period of political turmoil, with endemic low-level armed conflict, this dissertation juxtaposes unpublished material with two of the more influential histories of the era to show how this narrative has been exaggerated to serve political aims.

Therefore, how well the transportation accessibility is has become one of main constrain factors for future tourism economy development of Xiangxi. Therefore, to study travel transportation accessibility, this study has referred former study on existing travel accessibility evaluation model, and picked some static indexes including central city distance and transportation facilities connection. But, more importantly, this paper has firstly introduced dynamic index and improved existing model, and such dynamic index is the congestion delay index for congestion level evaluation and is recorded and applied by AMAP Company. Through the combination of static and dynamic index together, the improved model can be more solid. Then, applied such model, we have calculated transportation accessibility of Fenghuang Ancient Town. Finally, by comparing with other related study, the result showed that the calculated value of Fenghuang Ancient Town is quite low, and there should be more construction on the road network improvement and more improvement on transportation mean connection.

We applied the Input-Oriented Data Envelopment Analysis (DEA) method and the Malmquist Index Model to estimate the efficiency of PHCIs in 86 counties in Hunan Province from 2009 to 2017. Then, the Tobit model was used to estimate the factors that influence the efficiency of PHCIs. Since the implementation of the new health-care reform in 2009, the number of health resources in PHCIs in Hunan Province has increased significantly, but most counties’ PHCIs remain inefficient. The efficiency of PHCIs is mainly affected by the total population, city level, the proportion of health technicians and the proportion of beds, but the changes in per capita GDP have not yet played a significant role in influencing efficiency.

    AN ANALYSIS OF CURRENT PRESERVATION STRATEGIES FOR HUNAN ACADEMIES AND RECOMMENDATIONS FOR THEIR FUTURE Yuanyi Zhang Submitted in partial fulfillment of the requirements for the degree Master of Science in Historic Preservation Graduate School of Architecture, Planning and Preservation Columbia University May 2018 Abstract This thesis is a study of the Chinese academies as they currently exist and the protections they have as historic structures and places. Given the large number of academies and their widely distributed locations, Hunan academies are selected for case studies, seeking commonalities with respect to the types of buildings, their locations, their current uses, the state of their conservation and their success as historic sites well recognized by the local and national community. The governance framework of heritage conservation in China follows a top down policy- making structure. Although current legislation has secured basic legal protections on cultural heritage sites, the lack of precise interpretation of the law has consequently vested great autonomy during the implementation process and thus resulted in situations where overlooked academies are subject to material loses and shallow interpretations. To the case studies individually and as a group reveal the various forces and conditions impacting and controlling the current preservation strategies for these designated heritage sites. They also permit consideration of the opportunities and threats which arise in a variety of situations, emphasizing the overarching ideas of preserving the architectural integrity with respect to academies’ educational nature and cultural influence as well as the thorough presentation of the broad spectrum of academy history. Although it is inevitable that many of the academies have to adjust their functions and building layout to accommodate the requirements of current conservation planning, it is an assumption underlying these analyses that, first and foremost, the cultural and historical significance of Hunan academies should not be compromised.
