Energy Efficiency in Tanzania: Demand Side Management Final Report Executive Summary ICF International (ICF) is pleased to submit this report to the United States Agency for International Development (USAID) entitled Partnership for Growth—Energy Efficiency in Tanzania, a project under ICF’s current Leader with Associates Cooperative Agreement with USAID, Energy Efficiency for Clean Development Program (EECDP), No. AID-OAA-L-11-00003-00. This project includes two work streams: (1) Demand Side Management (DSM), and (2) Green Buildings. This report covers activities carried out under the first project work stream, DSM. The objectives for the DSM work stream are to build capacity on DSM among staff at TANESCO, Tanzania’s primary utility, and to inform action related to TANESCO's next Power System Master Plan (PSMP). Seven activities were performed under this work stream: (1) document review, (2) electric meter data analysis, (3) development of customer load profiles, (4) development of a DSM measure database, (5) estimation of technical and economic DSM potential, (6) estimation of achievable DSM potential, and (7) development of DSM implementation plan guidelines. Under this project ICF identified seven recommended programs, and developed guidelines for each: (1) Residential Refrigerator Recycling and Replacement, (2) Residential Lighting, (3) Energy Solutions for Commercial, (4) Commercial Refrigerated Vending, (5) Commercial Direct Load Control, (6) Energy Solutions for Industrial, and, (7) Industrial Time-of-Use Tariff. Figure 1 shows the total estimated savings and costs associated with these seven programs in each year of the analysis, and Figure 2 shows the combined cost-effectiveness of the programs. In summary, this analysis shows that DSM programs in Tanzania could cost-effectively reduce system peak demand 11.5 percent after five years; such capacity savings would have significant positive impacts on grid reliability and system costs, amongst other benefits. There are important demand savings opportunities across all customer segments, but the largest MW savings potential is in the industrial sector, where the implementation of a time-of-use rate could save 87 MW after five years. There are also significant energy savings opportunities in all customer segments; in total, 2.1 percent of total TANESCO sales in 2018. These demand and energy savings are robustly cost-effective. Based on our estimates, for every 1 TZS invested by TANESCO in these programs, TANESCO customers will save 2.4 TZS, and total net benefits are over 151 Billion TZS, or $95 Million. – ii – Energy Efficiency in Tanzania: Demand Side Management Final Report Figure 1 - Foreword The global energy supply system is currently in transition from one that relies on polluting and depleting inputs to a system that relies on non-polluting and non-depleting inputs that are dominantly abundant and intermittent. Optimising the stability and cost-effectiveness of such a future system requires seamless integration and control of various energy inputs. The role of energy supply management is therefore expected to increase in the future to ensure that customers will continue to receive the desired quality of energy at the required time. The COP21 Paris Agreement gives momentum to renewables. The IPCC has reported that with current GHG emissions it will take 5 years before the carbon budget is used for +1,5C and 20 years for +2C. The IEA has recently published the Medium- Term Renewable Energy Market Report 2016, launched on 25.10.2016 in Singapore.

This 3 | Summary Chapter chapter provides a detailed accounting of the methods applied and results from this work. Costs, benefits, and other impacts are assessed for a future scenario that is consistent with economic modeling outcomes detailed in Chapter 1 of the Wind Vision, as well as exist- ing industry construction and manufacturing capacity, and past research. Impacts reported here are intended to facilitate informed discus- sions of the broad-based value of wind energy as part of the nation’s electricity future. The primary tool used to evaluate impacts is the National Renewable Energy Laboratory’s (NREL’s) Regional Energy Deployment System (ReEDS) model. ReEDS is a capacity expan- sion model that simulates the construction and operation of generation and transmission capacity to meet electricity demand. In addition to the ReEDS model, other methods are applied to analyze and quantify additional impacts. Modeling analysis is focused on the Wind Vision Study Scenario (referred to as the Study Scenario) and the Baseline Scenario. The Study Scenario is defined as wind penetration, as a share of annual end-use electricity demand, of 10% by 2020, 20% by 2030, and 35% by 2050. In contrast, the Baseline Scenario holds the installed capacity of wind constant at levels observed through year-end 2013.

    April 2017 PURPA and Solar by Robert Shapiro, in Washington Solar developers are again using a 1978 federal law that requires utilities to sign long-term power purchase agreements to secure utility PPAs after years of disuse, but the recent track record of developers trying to use this statute is mixed. The law, called the Public Utility Regulatory Policies Act or PURPA, requires utilities to buy electricity from renewable energy projects of up to 80 megawatts in size at the “avoided cost” the utility would otherwise spend to purchase or generate the electricity itself. PURPA is expected to overtake state renewable portfolio standards as the biggest driver for utility-scale PPAs in 2017 due to falling solar electricity prices. Solar electricity can now be delivered at less than utility avoided costs in such states as North Carolina, Georgia, Utah and Oregon. Any developer planning to use PURPA should analyze first how likely it is to end up bat- tling with the utility before the state public utility commission and, if so, with what likeli- hood of success. Potentially Useful Tool For more than 10 years, renewable energy developers have relied on renewable portfolio standards, or RPS, created under state laws as the primary way to get a utility to enter into a long-term PPA that can support project financing. Background The traditional electric power grid connected large central generating stations through a high- voltage (HV) transmission system to a distribution system that directly fed customer demand. Generating stations consisted primarily of steam stations that used fossil fuels and hydro turbines that turned high inertia turbines to produce electricity. The transmission system grew from local and regional grids into a large interconnected network that was managed by coordinated operating and planning procedures. Peak demand and energy consumption grew at predictable rates, and technology evolved in a relatively well-defined operational and regulatory environment. Ove the last hundred years, there have been considerable technological advances for the bulk power grid. The power grid has been continually updated with new technologies including increased efficient and environmentally friendly generating sources higher voltage equipment power electronics in the form of HV direct current (HVdc) and flexible alternating current transmission systems (FACTS) advancements in computerized monitoring, protection, control, and grid management techniques for planning, real-time operations, and maintenance methods of demand response and energy-efficient load management. The rate of change in the electric power industry continues to accelerate annually. Drivers for Change Public policies, economics, and technological innovations are driving the rapid rate of change in the electric power system. The power system advances toward the goal of supplying reliable electricity from increasingly clean and inexpensive resources. The electrical power system has transitioned to the new two-way power flow system with a fast rate and continues to move forward (Figure 1).
