MISSION.(Former PresidentVALUES of Zimbabwe) HISTORY The Southern African Development Coordinating Conference (SADCC) was formed to advance the cause of national political liberation in Southern Africa, and to reduce dependence particularly on the then apartheid era South Africa; through effective coordination of utilisation of the specific characteristics and strengths of each country and its resources. SADCC objectives went beyond just dependence reduction to embrace basic development and regional integration. SADC Member States are; Angola, Botswana, Union of Comoros, DR Congo, Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia and Zimbabwe. MAURITIUS Date of Elections: 30 August 1987 Purpose of Elections Elections were held for all the popularly-elected seats in Parliament following prema ture dissolution of this body on 3 July 1987. General elections had previously been held in August 1983. Characteristics of Parliament The unicameral Parliament of Mauritius, the Legislative Assembly, comprises 70 mem bers: 62 members elected by universal adult suffrage and 8 "additional" members (the most successful losing candidates) appointed by an electoral commission to balance the re presentation of ethnic communities in Parliament. The term of the Assembly is 5 years. Electoral System All British Commonwealth citizens aged 18 or more who have either resided in Mauritius for not less than two years or are domiciled and resident in the country on a prescribed date may be registered as electors in their constituency. Not entitled to be registered, however, are the insane, persons guilty of electoral offences, and persons under sentence of death or serving a sentence of imprisonment exceeding 12 months. Electoral registers are revised annually. Proxy voting is allowed for members of the police forces and election officers on duty during election day, as well as for any duly nominated candidates. Voting is not compulsory. Candidates for the Legislative Assembly must be British Commonwealth citizens of not less than 18 years of age who have resided in Mauritius for a period of at least two years before the date of their nomination (and for six months immediately before that date) and who are able to speak and read the English language with a degree of proficiency sufficient to enable them to take an active part in the proceedings of the Assembly. -

BRITAIN : PROSPECTS FOR THE SEVENTIES (iv) John Saville UNTIL the last three months before the General Election of June 1970 most observers would have predicted, without much hesitation, a defeat for the Labour Government. It is, after all, normal for reforming Governments in Britain, actual or self-styled, to refuse to satisfy their own supporters because of a too tender susceptibility towards the claims of property; they find themselves overtaken by feelings of popular revul- sion and are succeeded by solidly based Tory administrations. The shift to the Right among sections of the population has been widely observed in the last few years : it has been much encouraged, among a variety of reasons, by the issues of racialism as well as by the anti-trade union attitudes of the Labour Government. Yet at the same time there is a good deal of radical thinking of a general and often very diffuse kind, and among some groups of the younger generations there is, in varying degree, a rejection of the values and the institutions of bourgeois society. It is, of course, easy to exaggerate the extent of these radical positions and attitudes, and historical experience strongly suggests that the processes of containment and adaptation are very powerful once a living has to be earned and family responsibilities come to be assumed. But whatever the future holds in this regard for the present generations of radical youth, at the present time these radical attitudes co-exist with a marked feebleness of aim and purpose among the political groupings of the Left in terms of any significant impact upon the political scene. -

A COMPARATIVE ANALYSIS OF MULTI-PARTY POLITICS IN GHANA AND MAURITIUS HAPTER C 10 Darsheenee Singh Ramnauth & Roopanand Mahadew Abstract Ghana and Mauritius have been examples of democracies in Sub-Saharan Africa. From a historical perspective, even though Mauritius achieved independence 10 years after Ghana achieved its independence, both countries share a lot of similarities on the political front. This chapter focuses on the evolution of multi-party politics from the advent of independence in these two countries and highlights how it has contributed in shaping and strengthening the concept of democracy. It demonstrates how multi- party politics has influenced civil and political rights from an international, regional and national perspective in terms of their implementation and enjoyment by their citizens. Furthermore it also analyses the power structure in the two countries, in terms of the executive, legislature and the judiciary and establishes how the evolution of multi-party politics has changed the democratisation of the power structure as well. It argues that interdependence of the state institutions has contributed to multi party politics in both countries. It further observes that respect for human rights and rule of law has also consolidated the democratic fabric in both countries. Furthermore, delving in the depth of the political and legal system, the chapter questions the holding of elections as an instrument of strengthening democracy and highlights the first post the post and the best loser system in Ghana and Mauritius respectively as a means of handling the cultural diversity in the two nations. Best practices from both countries are also highlighted to serve as examples that can be followed by other Sub-Saharan Africa countries. -

Condemned with the misfortune of not being endowed with natural resources, relative to her mainland African counterparts, Mauritius, nonetheless, was able to break the shackles of limited economic options and one of being the ‘basket-case’ to gradually evolving into being the upper-middle-income country - thus depicting it to be one of the most encouraging economies within the developing world. -

The eight post-independence general elections have all been marked by electoral accords where those expecting to retain power or those aspiring to be in power hedge their bets by forming alliances with partners that ensure that they will be elected. Another fascinating feature is that, apart from that in 1976, all these coalitions have been formed before the election, allowing each party leader to engage in a series of tactical and bargaining strategies to ensure that his party gets a fair deal and, more recently, an equal deal, where the alliance partners shared the post of Prime Minister.
