    Sierra Leone – Researched and compiled by the Refugee Documentation Centre of Ireland on 18 March 2010 Information as to what recent wars Sierra Leone has been involved in and when they ended. In a section titled “History” the United Kingdom Foreign & Commonwealth Office country profile for Sierra Leone states: “The SLPP ruled until 1967 when the electoral victory of the opposition APC was cut short by the country's first military coup. But the military eventually handed over to the APC and its leader Siaka Stevens in 1968. He turned the country into a one -party state in 1978. He finally retired in 1985, handing over to his deputy, General Momoh. Under popular pressure, one party rule was ended in 1991, and a new constitution providing for a return to multi-party politics was approved in August of that year. Elections were scheduled for 1992. But, by this stage, Sierra Leone's institutions had collapsed, mismanagement and corruption had ruined the economy and rising youth unemployment was a serious problem. Taking advantage of the collapse, a rebel movement, the Revolutionary United Front (RUF) emerged, with backing from a warlord, Charles Taylor, in neighbouring Liberia, and in 1991 led a rebellion against the APC government. The government was unable to cope with the insurrection, and was overthrown in a junior Officers coup in April 1992. Its leader, Capt Strasser, was however unable to defeat the RUF.     THE SECRETARY-GENERAL 24 June 2016 Excellency, I refer to the Convention on Cluster Munitions (CCM), which entered into force on 1 August 2010. The Convention on Cluster Munitions prohibits the use, development, production, stockpiling, retaining and transfer of cluster munitions, establishes deadlines for the destruction of stockpiled cluster munitions and clearance of unexploded sub-munitions and contains robust provisions on assistance to cluster munition survivors. I welcome the fact that 100 States have become parties to the Convention since its adoption in 2008. I support all efforts aimed at achieving universal adherence to and full implementation of the provisions of the Convention. A widely supported and strictly implemented Convention would benefit the victims of cluster munitions and affected communities, save lives and prevent enormous human suffering. I would therefore like to encourage your country to consider, without delay, becoming a party to the Convention on Cluster Munitions. By joining the Convention, your country would contribute significantly to the strengthening of international humanitarian law in the interests of promoting international security and preserving human life. Please accept, Excellency, the assurances of my highest consideration. However, the islands have a relatively high homicide rate, and migrants do not always receive due process under the law. Key Developments in 2017 • The opposition Free National Movement (FNM) party won general elections held in May, and FNM leader Hubert Minnis became the new prime minister. • A wave of harsh immigration raids took place after Minnis announced a December 31 deadline for irregular migrants to obtain regular status. • Rights groups reported that a number of migrants were detained without being granted access to legal counsel, and that many of their cases were not heard by a judge within the legally required 48 hours. • A long-awaited Freedom of Information Act was approved, but it lacked some key provisions, including whistleblower protections.
