14 Consonant Gradation in Estonian and Sámi: Two-Level Solution TROND TROSTERUD AND HELI UIBO 14.1 Introduction Koskenniemi’s two-level morphology was the first practical general model in the history of computational linguistics for the analysis of morphologi- cally complex languages. In this article we will reconsider one of the key innovations in Koskenniemi (1983), namely the treatment of consonant gra- dation in finite state transducers. We will look not at Finnish, but at two lan- guages with a more extensive consonant gradation system, namely Estonian and Sámi. The goal of the paper is to demonstrate two different ways of mod- eling consonant gradation in a finite state morphological system - lexical and morphophonological. We will also compare the resulting systems by their computational complexity and human-readability. Consonant gradation is rare among the languages of the world, but stem al- ternation in itself is not, and the treatment of consonant gradation can readily be transferred to other stem alternation phenomena. Koskenniemi’s original idea was to see stem alternation as an agglutinative phenomenon. The process of developing sustainable, economically self-sufficient, and socially resilient urban centers requires the implementation of informed and directed policy at the federal and local level. In order to assist in informing better policy, this article establishes several categories of northern urban centers based on their economies, political situation, and social networks. The efficacy of policy is analyzed through two case studies, the cities of Muravlenko and Gubkinsky, which have experienced divergent out- comes despite their proximity and organization. Finally, some general policy recommendations are proposed for the different urban categories, based on their varying needs and characteristics. Kartlegging av partienes toppkandidaters erfaring fra næringslivet Stortingsvalget 2021 I det videre følger en kartlegging av hvilken erfaring fra næringslivet toppkandidatene fra dagens stortingspartier i hver valgkrets har. Det vil si at i hver valgkrets, har alle de ni stortingspartiene fått oppført minst én kandidat. I tillegg er det kartlagt også for øvrige kandidater som har en relativt stor sjanse for å bli innvalgt på Stortinget, basert på NRKs «supermåling» fra juni 2021. I noen valgkretser er det derfor mange «toppkandidater». Dette skyldes at det er stor usikkerhet knyttet til hvilke partier som vinner de siste distriktsmandatene, og ikke minst utjevningsmandatene. Følgende to spørsmål har vært utgangspunktet for kartleggingen: 1. Har kandidaten drevet egen bedrift? 2. Har kandidaten vært ansatt daglig leder i en bedrift? It analyzes the concept of the ethnonym in the context of classical and contemporary theories of ethnogenesis. The ethnonym “Even” is studied in the historical dynamics typical of the Even people in the 19-21 centuries.
