Hi Sophie,

With regard to your query, OLA would advise that the Secretary-General decline this invitation. We do not think it necessary that he send a representative.

The NGO in question is a personal in itiative of Ms. Florence Olara, who is the Public Information Officer of the ICC Prosecutor. OLA is not familiar with this NGO. It appears that the High Commissioner for Human Rights has confirmed his attendance, but most of the other well known participants are listed as "tbc" on the draft program, including the Queen of the Netherlands. It is not clear whether it was authorised that the SG be named as an "Honorary Chair" of the gala.

Please let us know if you have any other questions.

Best wishes, Markus

Good afternoon,

I am following up on this invitation from earlier this year. I am sure the Secretary-General's schedule is very taxing and especially in these last few months and ahead of the GAin September. Perhaps a video would be sufficient. ·

As an update, the UN Commissioner for Human Rights has agreed to attend the peace, justice and security gala. Mr. Victor Ochen our board member will also be here. Emmanuel Jal former child soldier from South Sudan will also be here and we will use the opportunity to highlight the current situation unfolding in South Sudan with a press conference with the Foreign Press Association here.

I can send you a draft program for the event if that would be helpful.

We will also use the event to give an award to individuals working on the ·ground to help others.

I look forward to hearing from you soon.

Kind regards,

Florence.

Dear Secretary-General Ban Ki-moon,

Invitation 1Peace, Justice and Security Dialogue and Gala- The Hague 15 September 2016

I address this invitation letter to your kind attention as one of the world's most influential and inspirational public figures and advocate for championing education, human rights, peace, justice and security among other global issues.

We would like to cordially invite you to the inaugural Peace, Justice and Security Gala to be held in The Hague on the 51h of September 2016, as well as request your participation in a discussion forum during a side event on the day.

The gala following the discussions will be hosted by the Peace, Justice and Security Foundation and aims to create global awareness about the ideals of peace, justice and security and how each of us can be part of the solution. Three of our guests were victims who decided that because of what they went through in conflict, they too would live a life of use to others and as a foundation; we would like to give a platform to the many who are doing good around the world, including those working at the grass roots level.

1. Mr Victor Ochen, a victim of the Lord's Resistance Army (LRA) in northern , grew up in an IDP camp and at the age of 34, he has dedicated his life to helping youth stay in education and away from violence through an organization he set up in Uganda. He lives in Lira in northern Uganda and is working with youth across Africa. He is Africa's youngest Nobel Peace Prize Nominee (2015) and the UN Global Ambassador for Sustainable Development Goal 16- Peace and justice and Global Advisor to the United Nations High Commissioner for Refugees (UNHCR) on Gender, Forced Displacement and Protection. He is also our foundation board member.

2. Mr Freddy Mutanguha, survived 's 1994 genocide as a teenager, and as an orphan head of household, he worked his way through school to become a leading advocate for peace and human rights education, helping to found AERG, Rwanda's student survivors association, and going on to become Secretary General of IBUKA, the national umbrella association for Rwandan genocide survivors. Also an International Board member of the Centre for Justice and Reconciliation in Cambodia, Freddy lectures internationally on the impact of the genocide and on post-conflict reconstruction and today works in Central African Republic to help build peace within communities there. Mr Okello Sam is a former ch ild soldier in the LRA. After he escaped , his brother was also abducted but unfortunately was unable to escape the LRA and was killed during the conflict in northern Uganda. Because of his experience and the loss of his brother, Okello Sam found Hope North in 1998. Hope North is a school and sanctuary for young victims of the civil war. Hope North assists orphans, refugees, and former child soldiers get free education.

The Foundation: The Foundation was established in the beginning of 2016 with the sole purpose of creating and promoting awareness of the ideals of Peace, Justice and Security globally, and locally providing an information hub and platform for the public, institutions and stakeholders with in The Hague -The iconic city of Peace, Justice and Security- to engage in productive, inclusive dialogue.

Th is goal is achieved through education and active community engagement globally to create a comprehensive bottom-up approach to understanding, knowing and addressing the problems of injustice, inequality and impunity.

Education must be relevant in addressing the issues we face today as a global society. As an interconnected world , we need to transform the way we think, act and teach. Standard education alone is not enough. We should educate ch ildren that global issues: using children as child soldiers , gender violence, migration, conflicts and humanitarian crises to name a few, need humans to act human .

As recent news stories and developments have highlighted , any injustice, lack of accountability or insecurity anywhere in the world affects us all.

As a connected global society, we no longer have the privilege to look away but have a moral obligation to act, and to act NOW. The world has grown smaller and to protect each of us, we must. protect our global community to ensure peace, justice and security for al l.

It's only when we effectively work towards a more peaceful environment, address insecurities and hold perpetrators to account, that we can address the entire enterprise of the Sustainable Development Goals (SDG). The foundation seeks to further highlight how Goal16 (Peace and Justice) is paramount in achieving the other SDGs as well as the wider Agenda for 2030 Sustainable Development.

One of the main aims of the foundation is to include children in education and awareness about peace, justice and security from as young an age as possible. On this basis, the foundation has written a book series which is currently being illustrated. The Owl and Mouse Children's Book Series tells a story of a friendship between two animals. One who experienced war- a refugee and has just joined a new school (Max the Mouse) and he strikes a friendship with another student who is keen to learn about his experience in war (Oscar the Owl) and through their friendship, Oscar will learn what a refugee is, what causes one to leave their country, what a child soldier is and if children should fight wars, the Court in The Hague which investigates and prosecutes such crimes and what it does, and also what individuals can do to help others etc. The book is aimed at children from 5/6 when they start reading . The book will also be translated into various languages - including Swahili, Acholi, French, Japanese, Russian , German, English and Dutch -- to reach as wide an audience as possible. Other languages will follow in due course.

Aegis Trust, Hope North, AYINET and Peace One Day have agreed to include the books in their education programs already active on the ground. We are also in ta lks with Book Aid International to help distribute the book to their programs around the world . Through sponsorships, we also hope to provide the books for free to impoverished communities (through community libraries) and communities affected by conflict. Finally, we are also in discussions with schools in The Hague to include the books as part of their library collection for children.

I am a Ugandan by origin but my family fled to the UK in the 80s as refugees following many years of civil wars and military coups in Uganda. I studied law in London and later joined the International Criminal Court (ICC) in The Hague where I have now been working for over 10 years. I am the Public Information Officer for the Prosecutor.

The Peace, Justice and Security Foundation is my own personal initiative to further promote, create awareness and educate about peace, justice and security around the world.

The gap I fill with the foundation is the inclusion of children and youth because institutions in general, including the ICC, focus mainly on the educated adult and leave out children and youth in their outreach or advocacy work.

Having lived some of the tragedies we are witnessing today and my experience in the field of international justice, I believe we can only change mind sets if we educate the next generation of world leaders form as young an age as possible about issues that concern us all so they grow up with not only the knowledge but also the power to be agents of change.

We would be honoured to welcome you back to The Hague in September and I am available to your secretariat for any further information that might be needed and can be reached at [email protected]

Thank you for your consideration.
