    mCÄmNÐlÉkßrkm<úCa DC-Cam’s Promoting Accountability Project A Field Trip’s Report in Veal Veng District, Pursat Province May 18-24, 2011 By Long Dany General Description and Brief History of Districts After the integration of the Khmer Rouge forces by the Cambodian government in 1996, Veal Veng was created as a district in Pursat province. Previously, Veal Veng had been one of the communes included within the Kravanh district. Veal Veng is approximately 120 kilometers from Pursat, and it can be reached by Road Number 56 which links Pursat and Veal Veng across the Kavanh district. The road between Pursat and Kravanh district is paved and smooth, but the road from the Kravanh district to Veal Veng is bumpy and rough. It is a gravel paved road with several old and ailing bridges. The Veal Veng district town is located 75 kilometers from the Thai border of the Trat province. The border checkpoint is called Thma Da. Nowadays, the authorities of both countries allow their citizens to cross the border only on Saturdays. Approximately 60 kilometers south of the Veal Veng district is the O Ta Som commune, where a Chinese company is building a hydroelectric power station. O Ta Som is just about 40 kilometers from the Koh Kong provincial town. Veal Veng comprises of five communes: Pramoy, Anlong Reap, O Ta Som, Kra Peu Pi, and Thma Da. Veal Veng has a population of 13,822 people—3,197 families. At the present time, the government is drafting a decree to create more communes and villages for Veal Veng because of its huge space of land.

Its objective is to encourage the interdisciplinary and comparative study of Asia and to promote (inter)national cooperation. IIAS focuses on the humanities and social sciences and on their interaction with other sciences. It stimulates scholarship on Asia and is instrumental in forging research networks among Asia Scholars. Its main research interests are reflected in the three book series published with Amsterdam University Press: Global Asia, Asian Heritages and Asian Cities. IIAS acts as an international mediator, bringing together various parties in Asia and other parts of the world. The Institute works as a clearinghouse of knowledge and information. This entails activities such as providing information services, the construction and support of international networks and cooperative projects, and the organization of seminars and conferences.     Joint hands for implementing Commune Alcohol Notification (CAN) Nokor Thom is a Sangkat Sangkatlocated in the Angkor area in Siem Reap Municipality, Siem Reap province. During 2014, when CAN was adopted, the commune still faced problem caused by alcohol drinkers such as violence, gangsters, disorder etc. In 2014 all villages in the Sangkat had many families brewing local wine, for example Anhchanh village had 6 families, Arak Svay village had 4 families, Kravann village had 4 families Nokor Thom SangkatCouncil Meeting to discuss on CAN etc. In 2014 and 2015 heavy Implementation on April 11, 2017 drinkers were mixed between men and women. The number of 1 women drinkers increased during these two years. This according to Ms. Tan Kunthea community leader’s report. Ms. Tan Kunthea mentioned that “Sangkat Nokor Thom before the CAN was adopted the police and authority could not sleep well, they often get phone call at nighttime to intervening in cases caused by alcohol consumers”. Ms. Tan Kunthea affirmed that” we will not be successful if commune do it alone. Alcohol related harm need cooperation from relevant institutions. Currently, Nokor Thom Sangkat is cooperating with health center, police post, district governor and provincial prosecutor.” Ms. Kunthea added, “alcohol and health, the health center intervenes in alcohol related health problems and the police takes action against alcohol related violence. the Sangkat administration has asked for cooperation from the police to bring cases to court when the drinkers caused problem and rejected to pay the fine or committed serious violence in the family or community.” 1 Ms.

OVERVIEW This week the Trial Chamber continued to hear testimony related to the regulation of marriage during Democratic Kampuchea (DK). The Chamber first heard from Civil Party Mr. Seng Soeun, who arranged group wedding ceremonies for handicapped soldiers with women from Kampot pepper plantations. On Tuesday afternoon, Civil Party Ms. Chea Dieb testified about a policy, announced by Khieu Samphan at a meeting she attended in Phnom Penh, that everyone over the age of 19 working at a ministry should be married. Finally, Witness Ms. Phan Him, a former member of the Ministry of Commerce, testified about her own experience of marriage while based near Tuol Tom Pong Market, as well as her knowledge of arrests of people connected to the North Zone. At the end of the week the Trial Chamber held a lengthy debate on the appearance of a demographic expert 2-TCE-93, who was originally proposed by both the OCP and Nuon Chea Defense Team. II. SUMMARY OF WITNESS AND CIVIL PARTY TESTIMONY The Chamber heard from Civil Parties Seng Soeun and Chea Dieb, and Witness Phan Van this week, all on the regulation of marriage.

    The Role of Tourism in Poverty Reduction: A Case Study of Siem Reap-Angkor Region, Cambodia Nara Mao Supervisors: Prof. Terry DeLacy Prof. David Chandler Prof. Peter Shehan Dr. Helena Grunfeld Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy College of Business, Victoria University Melbourne, Australia 2015 ABSTRACT Cambodian tourism has grown dramatically for the last two decades. This trend encourages the Cambodian government to adopt tourism as a strategy for poverty reduction and economic development. However, the potential of tourism in alleviating poverty has not been investigated in detail. Therefore, the aim of the study is to understand whether and how tourism growth has contributed to poverty alleviation in the Siem Reap-Angkor region. The study examines the interrelationship between tourism and poverty reduction by exploring opportunities and constraints of local people in the tourism value chain (TVC). A qualitative case study approach was applied to this research. Siem Reap town – where the poverty rate is still high although tourism has grown for two decades – was selected as the case study area. Data was collected through interviews, focus group discussions, observations and informal conversations with key informants and local residents involved in various TVCs. Narrative analysis was used to retell and rewrite their stories, and present their perceptions and personal experiences about their livelihoods and employment. TVC analysis was applied to examine relevant economic activities linking to tourism, and identify constraints and opportunities of local residents to participate in tourism employment and businesses. Tourism growth has provided job and business opportunities to the locals and migrants in TVC: agriculture, transportation, accommodation, leisure activities, food and beverages and handicraft and souvenirs.
