The thesis follows the approach of first identifying technical and economic potentials in general and then transferring them to the study region. For the quantitative determination of district heating potential in Lusatia, the status quo is determined and a GIS-based analysis is carried out with regard to minimum heat demand densities. The extent to which district heating is suitable for climate-neutral heat supply will be investigated using the potential of renewable and waste heat energy sources. Furthermore, the regional economic effects of developing these potentials are examined. The results show that despite an overall decline in heat demand, there is potential to increase the relative share of district heating in Lusatia. -

The region includes the districts of Görlitz and Bautzen, but the district of Bautzen only partially. Focus of industrial development in the district of Bautzen is the construction of railway vehicles and the production of photovoltaic systems. The economic power of the district of Görlitz is ensured by steel production, production of railway vehicles and turbines. -

Potential Alternative Explanation for High Electoral Returns in Affected Regions Some have pointed out that the SPD's victory in 2002 may have simply resulted from Gerhard Schr¨oder(SPD) being much more popular than his political opponent Edmund Stoiber and not from the incumbent's massive and swift policy response to the Elbe flooding. For this argument to be valid we should see a differential reaction to the announcement of Stoiber's candidacy in affected and control regions. We use state-level information on the popularity of chancellor Schr¨oderfrom the Forsa survey data to explore the validity of this argument. Figure 2 plots monthly Schr¨oder'sapproval ratings in affected and unaffected states in 2002. Fuel Cells and Air-Conditioning
POWER, HEAT AND CHILLINESS WITH NATURAL GAS – FUEL CELLS AND AIR-CONDITIONING P. Seifert DBI Gas- und Umwelttechnik GmbH, Germany K. Rühling Technische Universität Dresden, Germany ABSTRACT A new and innovative concept of the supply with power, heat and chilliness will be realised in the new Malteser Hospital in Kamenz. Core of this demonstration project are a fuel cell, an adsorption refrigeration machine as well as multi-solar collectors. The fuel cell has two functions. Primary it produces power for the demand of the hospital. The selected dimensions guarantee, that the power will be consumed nearly continuously. Secondly the produced heat of the fuel cell (and the solar-heat too) will be used for heating and preparation of warm water. In the summer, the heat will be used for the adsorption refrigeration machine, which produces chilliness for air-conditioning. The advantage in the face of common concepts of combining power and heat is the high-efficiently use of the fuel energy for electric power generation on the one hand. Fuel cells work with high efficiency also at partial load. On the other hand, the heat produced by fuel cell and multi-solar collectors can be used also in the summer by means of the adsorption refrigeration machine. First experiences with this concept show, that an optimised co-operation of the components with an adaptive control system based on the weather forecast as well as various storage’s for heat and chilliness can be achieved.
