This thesis uses the Indonesian case to present a new paradigm for explaining the state development of new or relatively new (post-World War II) states. The first chapter describes this paradigm of organic and mechanical types of state development, argues that the development of the Indonesian state from the 1950s to 1990s is a good example of the mechanical type of development and shows how this can be confirmed by assessing and comparing the capabilities of the four different versions of a modern state developed by Indonesia since independence. The next chapter examines Indonesia‘s pre-independence debates about the form of state to be adopted, which led to Indonesia accepting a Western model of the state that has since undergone a development process involving four different versions of a ‗modern‘ state. These four versions of the state are defined according to their type of regime and policymaking institutions: I) parliamentary democracy, II) Sukarno‘s civilian presidential monarchy, III) Suharto‘s military presidential monarchy and IV) presidential democracy. Chapters Three to Six assess and compare these four versions‘ capability in three key areas: 1) achieving legal legitimacy, 2) control of the military and 3) dealing with political disorder – a crucial area of state capability that requires two chapters. Then Chapter Seven examines and explains the pre- democratic origins of the present version of the Indonesian state, the presidential democracy of Version IV. The Conclusion collates the findings of Chapters Three to Six on capabilities and summarises the arguments of Chapters Two and Seven regarding the 1940s acceptance of the Western

Muzakki The University of Queensland, Australia Abstract: Liberalism and anti-liberalism are two increasing- ly prominent but staunchly opposing streams of Islamic legal thinking in Indonesia. This article analyses the formation of each of the two through an examination of the role of formal education. It focuses on organic intellectuals during two periods, the New Order and the reformasi. Challenging the strongly-held thesis of the determinant role of education, this article argues that both liberal and anti-liberal Islamic legal thinking in Indonesia is a result of not only the intellectual formation in the sense of academic training and access to education and knowledge, but also the sociological background and exposure in building a new epistemic community in an urban context. As a theoretical understanding of sociolo- gical background and exposure, the concept of epistemic community deserves to be taken as an analytical framework in addition to education for the analysis of the formation of the two contesting bents of Islamic legal thinking in Indonesia.     ABSTRACT A DECONSTRUCTIVE READING OF NURCHOLISH MADJID’S THOUGHT ON RELIGIOUS REFORM by MOHAMMAD HANAFI (Under the Direction of ALAN GODLAS) Nurcholish Madjid (1939-2005) is an icon for reform of Islamic thought. He is the champion of the so-called, Islamic neo-modernism thought. His claim that the universality and transcendency of his thought inclines to negate the understanding of the “other” and puts his own on a higher level. Thus, his religious discourse becomes totalitarian and hegemonic leading to a one dimension understanding. It functions as a rule to justify the legitimacy of the other. Many attempts have been made to overide his authority but they have not shaken it; on the contrary, those criticisms have been considered immature and amature as well. Based on this concern, this study seeks to use Nurcholish’s own work to dethrone his authority from its ivory tower by employing deconstructive criticism because of its assumption that a text is heterograph. This study focuses on Nurcholish’s three major themes: secularization, masyarakat madani (Islamic civil society), and pluralism. Though Adam Malik was by no means the only politician to hold high office under both Guided Democracy and the New Order, he was by far the most distinguished and successful. Others were political hacks with no true political coloring, or representatives of specialized con­ stituencies not involved directly in the conflict between Sukarno and the army; but Malik had been a central figure in the formulation of Guided Democracy and a close counsellor of Sukarno. Moreover, having chosen against that leader in the crisis following the coup of October 1965, he was not thereby completely discredited in the eyes of his former colleagues. For many of his old leftist associates he remained a patron: a leader who would still receive and could occasionally aid them, who could still speak their language, if only in private, and who still—in spite of his evident wealth, Western admirers, and service to a counter-revolutionary regime—seemed to embody what remained of the Generation of ’45, the fading memories of a radical and optimistic youth. To survive so successfully, a man must either be most simple and consistent, or quite the opposite. No one could accuse Adam Malik of transparency, yet there was a consistency about the image he cultivated. From early youth he appeared as a radical nationalist, a man of the left; and however unsympathetic the regime to that viewpoint he never allowed the pursuit of ambition completely to cloud that picture.
