Information Please refer to the Shelter Cluster Presentation for more detail Management Updates(Overall • Response - Overall: In the first quarter of 2021, the cluster through its partners reached response and 357,424 beneficiaries with ESNFI kits, NFI kits, cash for rent and construction of communal Pipeline update) and emergency shelters by considering females, children, and people with different vulnerability. This will cover 13% of the total 2021 Target. The highest distribution is in Tigray region followed by SNNPR and Amhara Regions. 51% of the beneficiaries were Female. • Response – Tigray Region: based on the estimation from the interim government the Cluster Targeted 2.2 Million people who need emergency Shelter and NFI assistance. From January to March the Cluster reached 8% of its target with ESNFI, NFI and construction of communal and emergency shelters. Using planned and ongoing activities the cluster will reach around 29% of its Target leaving a 71% Gap. • Trends: In March, the number of beneficiaries increased compared to January and February response. • Available Resource-HRP Response: using the available resources, the Cluster reached 39% of its HRP targets which include the response for current humanitarian situation in

Tigray Region. With the current resources the cluster will only reach 29% of people in need in Tigray Region. • Available Resource-Emergency Response Mechanisms: Through the emergency response mechanism allocation for Tigray region 11% of the need will be covered. Only RRF could allocate resources to respond to other areas such as Metekel, Awi, and Alle. With the increase in the number of IDPs, the election, potential flooding and other displacements in the coming quarter the resource that cluster has is not enough to cover the potential need. • Partners Operational Presence: The Cluster has an operational presence in 6 Regions and 33 zones, with 29 active partners; 22 International NGOs, 5 national NGOs, and 2 UN agencies with Government and Regional authorities. 3. The current Please refer to the presentation for more detail humanitarian situation in the Discussion: country • OCHA Presence in Chagni and Gilgel Beles – OCHA set up a coordination and supporting the ECC in Chagni. Due to the volatile security the ECC has not started in Gilgelbeles. Expectation from ESNFI • The locations (North Shewa - Oromia Special, Wellegas, and Metekel zones) will be included in the first round of standalone EHF allocation. Metekel is already included in the integrated approach of the EHF.

Action Point: • Partners are expected to include the locations in the stand- Partners alone shelter EHF allocation (1st EHF allocation) except Metekel which is already included. 4. Regional and For more detail, refer to the Regional update in the cluster presentation Partners Update Discussion

• NDRMC has received requests from different regions to respond. There are also additional IDPs from South Wello from Benishangul Gumuz and Wellegas. The regional Government requested for NFI support. • Due to the many request from different regions and limited resources NDRMC will give only partial NFI kits. Plan to procure additional NFIs. • In Zone 1,3 & 5 Afar region the government has requested NDRMC for assistance for 35,000 IDPs. • ESNFI partners in the meeting currently don’t have plane to respond in North Showa

Action point • NDRMC will share the compiled requests from different regions and the number of kits that the government distributed or plan to NDRMC distribute. o Based on the gap, the cluster will circulate the locations to Cluster partners to include on their funding advocacy and 1st round of EHF allocation. Benishangul Gumuz and Wollega (East & West Wollega)

Partner’s update

ANE: • Transported Emergency Shelter kits and conducting project briefing and awareness raising in , and woredas. The security situation is deteriorating. Continuing registration and verification of beneficiaries in Wellegas. ASDEPO: • Distributed ESNFI kits for 180 HHs in Mimi Yakobo kebele and 60 HHs in Tsilgolo Kebele of Mao-Komo Special woreda, • Distributed ESNFI kits for 173 HHs in Dize kebekles and 25 HHs who are recently returnees from Shewa kebeles of Sirba Abay/sidal woreda. CRS • Planned to distribute ES in Debate and Bulen NRC • Planned to support 1,000 HHs by partial NFI kits and cash, suspended because of the security. Discussion: • Is security situation safe for shelter interventions? Security is a challenge and there is displacement in all woredas of Metekel. • CRS is implementing in the Wollega focusing in the woreda center but not going further than 5 km from the woreda center as per the advice from the local administration. Access is allowed in the center of the main woredas. • In , there are IDPs but there is no response plan. Samaritan purse can consider this to start shelter activity. • and Dangura are accessible but Bulen and Wenbera can be accessible with escort. The federal and regional government are working to restore the security in the area. UNHCR, NRC and ANE are working closely with NDRMC in the area.

Action Point • ANE started responding in Metekel, the sub-national Sub-national cluster cluster will send the contact of ANE to NRC. • In hard-to-reach areas, partners are encouraged to work Partners with national partners who have operational presence and explore how to reach IDPs by discussing with NDRMC/command post. • NDRMC will share the contact regional NDRMC staff (Early NDRMC Warning Director) to partners who are working in the areas. ESNFI Situation update and response in Tigray:

Partners Update/Discussion: IOM • Allocated resources for shelter constructions for Shire IDPs, but the land/Sites not finalized for shelter construction. If the cluster gives the sites, IOM can immediately start the shelter construction. There is an ongoing discussion on the relocation of IDPs. • Return response reported the 100% gap. If IOM gets the geographical location, they will plan for intervention.

o The response plan has not been finalized yet. The cluster projected the need based on the overall estimation of the number of IDPs (1/3 of the IDPs would require relocation) WVI • Currently responding in Chercher woreda for IDPs whose houses are damaged. The target is 218HHs (196 full damaged and 22 partially damaged houses). Started a process of reconstructing and rehabilitating the shelters with in-kind and cash support. Completed the cash component and starting the process of procuring the surplus materials for shelter reconstruction. o WVI encouraged to do HLP assessment before starting shelter repair interventions. • BHA approved 850,000USD for Shelter/NFI response for Tigray Region. WVI will share the details with the national and sub-national cluster. CRS • Under CERF fund started the distribution of 2,500 NFI kits in shire. From private fund the distributed in CASH in Edga Hamus Eastern part of Tigray. The plan is to distribute CASH for ERM project Eastern Zone, Ganta Afesum and Gulo Mekeda Woredas. o CRS needs to clarify if the cash is multi-purpose or cash for NFIs/cash for rent, to avoid overlapping of reporting. There is no indicator for multi-purpose cash for the cluster. ZOA • Has the Cluster has agreed BoQ for all types of shelter construction, shelter maintenance and transitional shelter constructions. o Partners agreed on 350USD/HHs for shelter construction. This has been shared with partners. • The cash disbursement issue- it is agreed on 3500birr for cash for NFIs. Considering the current market price, the decided amount for Cash for NFIs needs discussion to standardize. o Joint assessment was done in Mekelle. The cluster will abide by what the cash working group proposed. ASDEPO • Got confirmation letter from the local Interim government from Adwa to relocate the IDPs based in Soloda Primary School to three re-location sites. Need support from CCCM for site planner for the three locations from sub-cluster. o Site planner for Adwa, the sub-national cluster will follow up. More sites need to be identified for multi-functional team assessment. Samarian Purse • Update on the proposed shelter sites in Shire, Gibta and May Hayay. o The cluster receives confirmation letter from the Zonal government regarding the sites in Shire and Mekelle. For CCCM, UNHCR manage the North Western Zone and IOM is responsible for other parts of the Region. Local level coordination and discussion to move ahead with the identified site. The site plan is also finalized. NDRMC • In addition to the 25 Rubhals dispatched, 10 additional Rubhals have been sent to Tigray Region. They can be used in consultation with the Regional ECC. o The cluster will work with the regional ECC to best utilize the Rubhals

ADRO • Started operation in Tigray region, on preparation stage and recruiting staffs in Tigray Region. Planned intervention in ESNFI. Participated in cluster coordination meeting in Mekelle and Shire. ANE • Opened a new field office in Mekele in Tigray Region and finished sharing BoQ of Shelter. ANE signed agreement with UNHCR to respond for 250HHs with emergency shelter construction and 150HHs for ES Kits distribution in Mekele, Seba Care site. Discussion • The TWiG to standardize the NFI kits, communal and emergency shelter is activated both in Mekelle and Shire. The cluster will finalize cluster standard kits and communal shelter. The cluster encouraged partners to participate and send technical staff to the TWiG. • The TWiG suggested to top up with 1000 ETB to buy some clothes and the number of blankets increased from 2 to 3. Partners encouraged to use this on their proposal. The TWiG recommendations are work on progress and the cluster will share once finalized. • WVI indicate that HLP assessment is part of their intervention.

Action Points • WVI encouraged to do HLP assessment before starting any WVI shelter interventions. WVI will also share the details on the new BHA approved proposal with the national and sub-

national clusters. • The sub-national cluster will follow up with the CCCM on Site Cluster/Partners planner for Adwa • The cluster will work with the regional ECC on use of additional Sub-national cluster Rubhals with regional ECC • The TWiG to standardize the NFI kits, communal and emergency shelter is activated both in Mekelle and Shire. The Sub-National Cluster cluster will finalize cluster standard kits and communal shelter - Mekelle and share with partners. 5. Emergency For more detail, please refer to the cluster presentation Response For the benefit of new members to the cluster, the Emergency Response mechanisms (RRF,ERM Mechanisms, how and SWAN) provided presentation on how to access the ESNFI funding mechanisms. it works Discussion • ERM allocation to support 9,000HHs in Tigray region, it is allocated for different partners. All partners except LWF collected the items from Adama warehouse (LWF submitted request letter to collect the kits). 1,800 kits allocated for North Western zone (800 kits in Sheraro and 1000 kits in Shire Hibret school) registration is completed and verification with the government counterparts is ongoing. • ERM to please coordinate with the Custer when announcing calls for expression of interest

Action Points • To prevent duplication of response and to use the limited IRC resources appropriately, the cluster encouraged IRC to discuss the locations with the cluster before allocating resources

5. HLP assessment • The cluster conducted need assessment in Shire, Axum and Adwa and Abi Adi last in West Tigray month and in February. From the discussion with IDPs and based on antidotal Zone information from the Western Tigray there is a clear indication that there are HLP issues. The cluster was also requested to develop early recovery response plan. As shelter cluster, we are very concerned that the humanitarian intervention could be used as push/pull factors. The early recovery plan will be informed from the information regarding HLP issues in the Western Tigray. Planning to do the HLP assessment in coordination with HLP working group. The geographical coverage will be in Western Zone and IDPs in displacement locations such as Shire. The assessment will be led by the IOM global HLP advisor.

Action Points • The cluster will share ToR and the final date of the HLP Cluster assessment. • Partners who are interested to participate in HLP Partners assessment are encouraged to communicate the cluster.

The cluster will send the invitation. • HLP issue needs to be discussed with the Mekelle ECC Cluster before developing ToR. • The cluster plans to provide cash training for partners who Cluster will coordinate do not have experience doing cash distribution. with ECWG for training

• The cluster will circulate an email for the cluster partners who has good capacity in cash and who can voluntarily Cluster support partners in assessments or assessment reports in cash modality interventions.

6. AOB On the last round EHF allocation, three components of the funding allocation multi-sectoral IDP response, integrated approach, and standalone IDP response was piloted. Evaluation and from recommendation from HINGO, partners should be given at least two weeks to do assessment to develop integrated approach proposals. 46 woredas in 6 regions are prioritized for the seven sectors. The next round of EHF will be announced in two weeks’ time.

For ESNFI cluster, 6 locations prioritized. The cluster requested to include the new displacement in Wellegas and North Shewa but unfortunately this did not happen. The cluster shared Quarter 1 prioritized locations for Shelter/NFI standalone approach. The cluster will remove the integrated location cluster from the standalone locations.

If you intend to apply for the integrated approach the cluster encourage partner to do assessment in the prioritized worredas and that the sectors integrated with each other
