Newcastle Disease Outbreaks in Commercial Broiler Farms in Romania PAFF Committee, 3-4 May 2016 Bruxelles Location of the Outbreaks National Sanitary Veterinary and Food Safety Authority of Romania Information on two Newcastle disease outbreaks in commercial broiler farms in Romania PAFF Committee, 3-4 May 2016 Bruxelles Location of the outbreaks • Location of the two outbreaks: Prahova County • Outbreak in Gornet locality • Date of confirmation: 09.04.2016 • Longitude: 26.080181 • Latitude: 45.110460 •outbreak in Măgurele locality •Date of confirmation: 13.04.2016 • Longitude: 26.066434 • Latitude: 45.108841 Primary outbreak: Gornet locality Outbreak holding: 70000 chickens, aged from 9 to 32 days old. Three shelters, each one with two compartments. The infected compartment was that from the shelter no. 2, compartment A. In the infected compartment were kept 13314 chickens. First signs of disease: on 07.04.2016, until the date of confirmation, 975 chicken died. Suspicion: notified by phone by the County Veterinary Authority (SVFSD), on 8-th of April; restriction on poultry movement established, measures according with the provisions of the Council Directive 92/66/EEC. Confirmation: 12 samples were analyzed at the National Reference Laboratory by RT-PCR and anathomo-pathologically, and reacted positive on 9.04.2016. Immunization, epidemiological investigation primary outbreak: Gornet locality • The farmer has two more other commercial holdings, of the same capacity; one of them, in Magurele, was also infected as a secondary outbreak. • The poultry have been immunized three times: on 07.03.2016, on 17.03.2016, the last one on 03.04.2016 with a live, attenuated vaccine. • Even the farmer declared that the flock was vaccinated, the antibodies tittered in the laboratory on 18 samples were found at a low level. • The preliminary epidemiological investigation did not reveal the origin of the virus, but it could be suspected a combination of lack of bio-security measures and wrong application of the vaccination procedures. • have been established the restriction zones: a 3 km zone – the protection zone, and a 10 km zone – the surveillance zone. • In the protection zone, there are two localities (Cuib and Gornet) • In the surveillance zone, there are more localities and four other commercial farms. Secondary outbreak Măgurele locality Outbreak holding: 78500 chickens, aged from 11 to 27 days old, and sheltered in five sheds. In the infected shed were kept 11000 chickens. First signs of disease: were notified on 11.04.2016, when chickens lost their appetite, showed apathy and, until the date of confirmation, 1170 chicken died. Suspicion: notified by phone by the County Veterinary Authority (SVFSD), on 10-th of April; restriction on poultry movement established, measures according with the provisions of the Council Directive 92/66/EEC. Confirmation: The samples collected from the holding were analyzed at the National Reference Laboratory by RT- PCR and anathomo-pathologically and reacted positive on 13.04.2016. Immunization, epidemiological investigation secondary outbreak: Magurele locality • The way in which the second holdings presumed to get infected was the luck in respecting the bio-security measures, taking into consideration that the holdings belongs to the same farmer, the infection in the second farm appeared a few days later after the first one. • The flock has been also immunized three times: on 04.03.2016, in hatchery, on 25.03.2016, the last one on 06.04.2016. The titers of antibodies tested in the laboratory were, also under the acceptable limit. • The preliminary epidemiological investigation did not revealed the origin of the virus, but it could also be suspected a combination of lack of bio-security measures and wrong application of the vaccination procedures. • Also in the case of the second outbreak have been established the restriction zones: a 3 km zone – the protection zone, and a 10 km zone – the surveillance zone. Accidentally, some breaches in the bio-security system could allow the contact of wild birds with domestic poultry. • Tracings of people and vehicles had not relevant answers. • The relationship of infection between the two holdings was not found out, the single evidence is that they belongs to the same owner and the poultry in the second outbreak get sick a few days after the primary outbreak. • No other poultry were reported as sick or found dead in the area • Spread/Trace Forward: We have not identified any movement of live poultry, or day old chicks from Prahova County to other Member States during the high risk period.

    SOCIAL ECONOMY IN PRAHOVA COUNTY Cristina TOMESCU* Abstract: This article presents the results of a study conducted in Prahova County on the social economy, focusing on employment of the disfavoured groups such as the Roma, the people near retirement age, the young graduates and the people with disabilities. The programs developed by the local institutions aim to support the inclusion of the unemployed on the labour market through programs run by the employment agency and by providing financial support during the period of unemployment. A viable solution to solve the problems of social integration of the disfavoured groups by work might be the development of social economy forms at the local level, the local organisations playing a key role. Keywords: social economy, disfavoured group, unemployment, social inclusion, European funds. Economic and social profile of the county Characteristics of the entrepreneurial economic sector Prahova County is located in the central part of Romania; it has surface of 4.716 kmp and a population of 872.900 inhabitants and a density of 184, 9 inhabitants/kmp. It contains 100 localities: two towns, 12 cities and 86 communes; the rate of urbanization is 52, 4%. The administrative residence of the county is Ploiesti, with a population of 252.715 inhabitants, on the 9th place in Romania as number of inhabitants. Romania is a country with a very varied and diverse tourism potential and a landscape consists of 27.91% mountains of total country area, with altitudes between 600 – 2500 m, an average height of 840 m and 10% of the country’s territory above 1500 m (Cernaianu et al, 2017). In Romania the winter sports tourism are focused on the skiing activity and ski resorts. There are some 27 licensed ski areas in Romania with around 80 authorized ski slopes, and a variety of ski lifts, gondolas, chair lifts, skid lifts and cable cars with a capacity of over 35,000 persons an hour serving these areas (Romania National Tourism Master Plan 2007 – 2026). There is heavy demand at weekends during the winter when snow conditions are favorable. Sport event tourism is a huge and growing global industry with important economic implications for both the sport, the event and the impact of travel and tourism related benefits on host destinations (Candrea et al, 2010). The most popular winter touristic destinations in Romania are: Poiana Brasov, Predeal, Sinaia. Previous quantitative marketing research outlined that 45% of tourists are entirely satisfied with the quality of the accommodation units in Braşov city and 37.9% of tourists feel the same way about Poiana Braşov (Candrea et al, 2010).

GIS analysis of Toponymy. This paper proposes a method of using GIS tools in spatial analysis of the oikonyms in Prahova County, in order to identify specific links between names and geographical or historical characteristics of the area. In the present paper two types of analysis were performed. The first one was made on oikonyms sorted by suffixes, yielding results of their frequency in the territory. The second one was made on oikonyms composed with word "Valley", establishing the link between their distribution on one side and the character of the valley for studied settlements, on the other side. The results show that territorial analysis of oikonyms can clarify spatial aspects, needed for the affirmation of national, historical and social identity. "Oikonym" is a term proposed by Ion Conea for human settlement name, from the Greek oicos = home + onyma = name (Palamariu, 2002). A GIS is an informational system that allows the capture (the introduction), storage, integration, manipulation, processing and visualization of data that have spatial reference (Imbroane, 2012, p. 33). The link between toponymy, as a science and research object, and GIS, as a tool and research method, is quite fragile in Romanian geography. Therefore, the purpose of this article is to identify the relationship between space and oikonyms with specific morphological structure using GIS analysis tools.
