    EXTERNAL AI Index: EUR 70/28/95 December 1995 Shefki Mursel LATIFI - Kosovo province, the Federal Republic of Yugoslavia Shefki Mursel Latifi, aged 56, an ethnic Albanian from Podujevo town in Kosovo province, was arrested on 4 July 1995. At the time he was working as a cashier for a local "financial council", one of the "parallel" organizations, outside official state structures, created by ethnic Albanians in the province. The tasks of these councils include distributing funds collected from ethnic Albanians for the purposes of adminstration, schooling and humanitarian aid. According to a report issued by a local ethnic Albanian human rights organization, the Council for the Defence of Human Rights and Freedoms, at about 9am on 4 July 1995 three police officers came to Shefki Latifi's home in Podujevo to arrest him. They did not find him at home, but arrested him shortly afterwards in the town. They returned with him to his home, where they locked six members of his family, including his wife Xhezide and his brother-in-law Ramadan Salihu, in one room. They then searched the house while detaining Sheki Latifi in another room and beating him. When they had finished the search they took Shefki Latifi and Ramadan Salihu to the police station. There they left Ramadan Salihu in the corridor and took Shefki Latifi into a room where six police officers beat him, while demanding that he hand over the financial council's records of receipts and a revolver which they claimed he possessed. Afterwards they took Shefki Latifi into the corridor and left him there for an hour before returning him to the room and continuing to beat him.

Ramush Haradinaj, also known as "Smajl", was born on 3 July 1968 in Glodjane/ Gllogjan* in the municipality of Decani/Deçan in the province of Kosovo. 2. At all times relevant to this indictment, Ramush Haradinaj was a commander in the Ushtria Çlirimtare e Kosovës (UÇK), otherwise known as the Kosovo Liberation Army (KLA). The use of polluted water has a direct impact on human health and cause long-term consequences. The longest and most polluted river in Kosovo is the Sitnica, a 90 km long river with its source located near the village of Sazli. The river flows into the Ibar River in Northern Kosovo. Agriculture is prevailing activity in the basin of Sitnica which is why agricultural as well as industrial waste are the biggest water pollutants. The purpose of this study was to evaluate water quality of the river and analyse the pollution level along the Sitnica River caused by agricultural activities and industrial discharges. In order to assess the impact of pollutants on this river, a measurements were carried out in four (five) monitoring stations: the first station represents the reference station which has not undergone or has not been affected by polluting pressures, two stations in water areas affected by the irrigation of farming land and two monitoring stations in water areas affected by industrial wastewater discharge. Some of the parameters of water quality analysed are temperature, turbidity, electrical conductivity, pH, DO, COD, BOD, P total, nitrates, sulfates, and heavy metals iron, manganese, zinc, nickel.

    INFRAKOS – Business Plan 2020 Introduction The business plan of 2019 conceived by INFRAKOS, despite major challenges during all the year, has almost been fully realized. Therefore, thanks to our commitments, the action plan outlined from the business plan has been successfully implemented. Kosovo Railway Network managed by INFRAKOS, through which is transported certain number of passengers and goods safely and efficiently, thanks to our commitments was a successful story during the year 2019. In addition to providing services for railway operator TRAINKOS and RAILTRANS, we made strenuous efforts for providing real estate services and other services to our customers. Therefore, as a result of these commitments satisfaction of our customers has been and remains at relatively high levels. This success brings with it two important issues: challenges and opportunities. We must continue to enhance customer satisfaction by meeting the rising demand, but always keeping the right balance between capacity, performance and costs. For this we have a responsibility to continue our work with greater efficiency towards the modernization of the rail network and the financial sustainability of the company. Our challenges have been and remain large, while our options were, and unfortunately still remain small. We would like that our Business Plan would be fully realized because such as it is will enable the development of the railway network, understood as part of an existing reality in a modest way by not asking the impossible. For this reason we need to have greater support of responsible institutions in the realization of our projects, projects that are in the good of our country.

Clusters could be considered as an appropriate approach to develop the region. Th is paper deals with the economic pro- spects of the Kosovar wine cluster, its current opportunities and the introduction of new approaches. Th e analysis was based on the Porter’s innovation theory and the diamond model. Th e Kosovar wine sector could be a promising example for the future cluster development. Wine has a long history in Kosovo although wine consumption is not widespread. Th is paper presents the main problems and opportunities within this sector, describing its structural changes and current developments. Th e study aims to introduce its readers to the potential that the cluster development can off er as well as to understand the local circumstances. Its main focus is therefore to introduce the advantages and opportunities that clusters could bring to this sector, considering the three pillars of sustainable development, namely economic growth, environmen- tal and social development, and achieving competitiveness.
