If the Secretary General will visit Sweden I would, as the Chairman of the Board of Directors of Svenska Dagbladet, like to invite the Secretary General to address the members of the Svenska Dagbladet Executive Club and their guests. No surprise to anybody, variance of interpretations has been wide, fuelled by scarcity of sources on the most sensitive aspects, by the unavoidable ambiguity of an issue like the intelligence, and even by political leanings.1 As things stand now, even a preliminary assessment of available evidence – viewed from a distance – might prove useful. The Soviet Union regularly tried to build back-channel contacts and confi dential informal links with the Western powers. On the Soviet side, these contacts were usually conducted by intelligence offi cers, as were those to Robert Kennedy on the eve of the Cuban missile crisis,2 and to Chancellor Willy Brandt during his new German Ostpolitik.3 By far the 1 A good introduction to Finnish studies on Kekkonen in J. Mandela’s vision for a better world LONDON, UNDER EMBARGO UNTIL 18 JULY 09:00 (UTC+1) Tuesday 18th July 2017, International Nelson Mandela Day, 09:00 (UTC+1) The Elders, an international group of ex-world leaders founded by Nelson Mandela, releases a short documentary celebrating their ten years of work across the globe. The film features never-before seen footage of Nelson Mandela, President Carter and Richard Branson meeting in 2007 to set the agenda of their work. The film’s launch coincides with both Nelson Mandela’s birthday and International Nelson Mandela Day. Tuesday 18th July 2017 marks a significant milestone for The Elders as they celebrate ten years since Nelson Mandela founded the group, brought together for peace, justice and human rights. The group will gather in Cape Town to celebrate a decade of accomplishments with a screening of the documentary, and to launch their latest campaign, Walk Together; which aims to show solidarity with those who are most downtrodden and vulnerable in today’s world. "We have nothing to lose, we have our careers behind us. So we should be free to raise our voices and steer people in the right direction.”- Kofi Annan, Chair of The Elders, former UN Secretary-General and Nobel Peace Laureate. The film begins with footage from The Elders’ first meeting in 2007, and includes unseen footage of Nelson Mandela with accompanying interviews from President and Nobel Peace Laureate, Jimmy Carter; Co-Founder of The Elders, Graça Machel; and first female President of Ireland, Mary Robinson. The documentary celebrates their work across the world, providing insight into the delicate negotiations that have gone on to address conflicts and geopolitical tensions in Iran, the Korean Peninsula, Cyprus and Israel/Palestine, and the group’s public advocacy on issues such as climate change, child marriage, equality for girls and women, and refugees and migration.

2 Re-assessing foreign policy 1969–72 There could be no special partnership between Britain and the United States, even if Britain wanted it. Prime Minister Heath to President Pompidou, May 19711 The jilted lover According to Henry Kissinger, Edward Heath rejected a close working part- nership with Richard Nixon, which left him feeling akin to that of a ‘jilted lover’.2 Kissinger’s analysis has had an incredible impact upon the subse- quent scholarly assessments of the US–UK relationship. As Heath’s official biographer Philip Ziegler has claimed, ‘Certainly it was no fault of President Nixon’s if the special relationship languished’.3 As the argument runs, Heath was determined to attain membership of the EEC because this would bolster a stagnant British economy, and promote Britain’s international influ- ence. France, having vetoed British membership on two previous occasions in 1963 and 1967, had to be convinced that Britain could be a ‘European country’. Accordingly, Heath disassociated from the US–UK special relation- ship in order to prove his European credentials, and thus undermine the perennial French fear that Britain would act as an American Trojan Horse within the EEC.4 This interpretation has been challenged by other scholars. Rather than it being London’s enthusiasm for a weakening of the special relationship, the cause of this lay with Washington. The Nixon administration’s secre- tive foreign policy resulted in Britain being ignored and British policy-makers therefore sought to re-galvanise their influence internationally by entrenching a European foreign policy.5 Other commentators have attempted to synthesise Thomas Robb - 9781526129383 Downloaded from manchesterhive.com at 09/27/2021 07:36:48AM via free access 02_Strained_partnership_024-072.indd 24 18/11/2013 09:37 Re-assessing foreign policy 25 such arguments.
