Conceptualized in 2012 by the professional Finnish fisherman Olli Klemola, the Snowchange Festivals of Northern Fishing Traditions are mechanisms by the local and Indigenous communities of the North to highlight their age-old traditional, artesan and small-scale northern fisheries. The first Festival was held in Finland in 2014. For the 2016 Festival, Snowchange discussed with various partners the event which was decided to be held on the Lena river at the community of Zhigansk, Republic of Sakha-Yakutia, Siberia, Russia from 1st to 5th September, 2016. This photo essay and Snowchange Discussion Paper explores the event using photos. 4 Minister of Foreign Affairs of Sakha-Yakutia, Mr. Vladimir Vasiliev provided much support and coordination for the event Zhigansk, located on the Lena river, is the national Evenk Indigenous territory, with around 4500 people. The commercial fishery in the region amounts to around 250 tonnes annually and subsistence catch is 150 tonnes. The community has been established in early 1600s and is historically well-known in Sakha-Yakutia. -

Republic of Sakha (Yakutia) Overview of the Region Josh Newell Location The Republic of Yakutia (Sakha), situated in northeastern Siberia, stretches to the Henrietta Islands (77 N) in the far north and is washed by the Arctic Ocean (Laptev and Eastern Siberian Seas). These waters, the coldest and iciest of all seas in the northern hemisphere, are covered by ice for 9 to 10 months of the year. The Stanovoy Ridge (55 D. 30 D. N) borders Yakutia in the south, the upper reaches of the Olenyok River form the western border, and Chukotka forms the eastern border (165 E). Size Almost one-fifth of the territory of the Russian Federation (3,103,200 sq. km.) and greater than the combined areas of France, Austria, Germany, Italy, Sweden, England, Greece, and Finland. Climate Winter is prolonged and severe, with average January temperatures about -40C. Summer is short but warm; the average in July is 13C and temperatures have reached 39C in Yakutsk. In the northeast, the town of Verekhoyansk reaches -70C (-83F) and is considered the coldest inhabited place on Earth. There is little precipitation - from 150-200 mm. in Central Yakutia to 500-700 mm. in the mountains of eastern and southern Yakutia. Geography and Ecology Forty percent of Yakutia lies within the Arctic Circle and all of it is covered by eternally frozen ground- permafrost - which greatly influences the region's ecology and limits forests to the southern region. Yakutia can be divided into three great vegetation belts. -

The article describes the transport corridors of coal delivery to remote hard-to-reach consumers of the Republic of Sakha (Yakutia). A brief description of the waterways and the timing of their operation are given. The conditions of functioning of winter roads are reflected. The main risks of coal delivery are described. The article describes the whole cycle of finding coal in the open air from the moment of production to the final consumption in boiler houses. The results of experimental analysis and modeling of oxidation state during delivery are presented. The economic inexpediency of forming long-term coal reserves is explained, while maintaining the traditional technology of transportation and storage. The economic difficulties of the organization of coal supply have been singled out. As a result of the analysis of the current state of coal supply, key points of improving the coal supply system of the Republic of Sakha (Yakutia) are highlighted. 1 Introduction Reliability of fuel supply is a steady receipt of quality fuel in the required volume. Regions of the North have serious natural unevenness of processes of supply and consumption of fuel [1].
