ABSTRACT Highways Department - NABARD – 339 Panchayat and Panchayat Union Roads and Construction of 27 bridges with Loan Assistance from NABARD under RIDF XII at a cost of Rs.185.0285 crores - Administrative Sanction - Orders - Issued. -------------------------------------------------------------------------------------------- -------- Highways (HW1) Department G.O.Ms.No:65 Dated: 14-3-2007 Read: 1. From the Chief Engineer, (NABARD & Rural Roads), Highways Department, Lr.No.9405/2005/P1 dated 28.9.2006. 2. From the Assistant General Manager, NABARD, Mumbai Endt.No. NB/SPD/2558 (A) /RIDF-XII/(TN)/88 PSC/2006- 2007 dated 19-2-2007. 3. From the Chief Engineer, (NABARD & Rural Roads), Highways Department, Lr.No.9405/2005/P1 dated 21.2.2007. ------------- ORDER: In the letter first read above, the Chief Engineer (NABARD & Rural Roads), Highways Department has sent proposal for strengthening of 886.03 km length of 340 Panchayat and Panchayat Union Roads and Construction of 27 bridges at a cost of Rs.185.00 crores for loan assistance under RIDF - XII of NABARD. However NABARD, in their letter second read above, has agreed for loan assistance for strengthening of 339 Panchayat and Panchayat Union Roads and construction of 27 bridges at a cost of Rs.185.0285 crores, under RIDF –XII. The Chief Engineer (NABARD & Rural Roads), Highways Department in his letter third read above has now requested the Government to accord administrative sanction for the said works. 2. In the light of the sanction accorded by NABARD in their letter second read above, and after careful examination, the Government accept the proposal of the Chief Engineer (NABARD & Rural Roads ) Highways Department and accord administrative sanction for strengthening of 339 Panchayat & Panchayat Union Roads and construction of 27 bridges as mentioned in the annexure to this order, at a cost of Rs.185.0285 crores (Rupees One hundred and Eighty five crores, two lakhs and eight five thousand only) with the loan assistance from NABARD under RIDF - XII. 3. The total outlay of Rs.185.0285 crores is consisting of Rs.144.8450 crores (Rupees One hundred and forty four crores, Eighty four lakhs and fifty thousand only) as NABARD loan and the balance of Rs.40.1835 crores (Rupees Forty crores eighteen lakhs and thirty five thousand only) will be the State Government's share. 4. The expenditure sanctioned in para 2 above shall be debited to the following heads of account. For Rural Roads (RR)- (173 road works & 14 bridges for Rs.96.6393 crores). “5054 Capital outlay on Roads & Bridges 04 - District & Other Roads 337 - Road works - Schemes in Tenth Five Year plan - II State Plan – JI – Improvements to Rural Roads with Loan assistance from NABARD - 16 – Major works ” (DP Code : 5054-04-337-JI- 1601). For Bus Routes (BR):- (127 road works & 7 bridges for Rs.62.9156 crores) “5054.Capital Outlay on Roads & Bridges 04 - District & Other Roads 337. Road works – Schemes in the Tenth Five Year Plan – II State Plan-JJ Improvements to Bus Routes with Loan assistance from NABARD - 16 . Major Works ” (DPCode : 5054-04-337-JJ-1609). For Special Component Plan (SCP):- (39 road works & 6 bridges for Rs.25.4736 crores) “5054.Capital Outlay on Roads & Bridges 04 - District & Other Roads 789. Special Component Plan for Scheduled Castes – Schemes in the Tenth Five Year Plan – II State Plan-JA Improvements to Rural Road with Loan assistance from NABARD under Special Component Plan - 16. Major Works ” (DPCode : 5054-04-789-JA-1600). 5. The Chief Engineer (NABARD & Rural Roads), Highways Department, Chennai is authorised to execute the works sanctioned in para 2 above, utilising the provisions made by NABARD and the State Government and to incur expenditure under the head of account as specified in para 4 above and complete the works within the time limit prescribed by NABARD. The Chief Engineer (NABARD & Rural Roads), Highways Department is also requested to ensure the quality of work as per the standards by issuing detailed instructions to the field officers such as Divisional Engineers/ Superintending Engineers. 6. The Government also direct the Chief Engineer (NABARD & RR) to closely monitor and take up follow up action with regard to the quality and timely completion of work as per the standards. The Chief Engineer (NABARD & Rural Roads) Highways Department, is also directed to ensure that the above work are not included/undertaken in any other schemes before finalizing the tenders. 7. This order issues with the concurrence of Finance Department vide its U.O.15679/PWI/2007 dated 14.3.2007. (By Order of the Governor) K. Allaudin, Secretary to Government. As they are affected by fishery (by-catch in fishing gears, collision with fishing vessels) and non-fishery (climate change, hunting, habitat degradation) factors, their conservation and management becomes complex. Globally, species specific database on marine mammals is scanty and the lead article in this issue of MFIS, takes a look at the taxonomic issues of marine mammals in the Indian EEZ which is vital for formulating their stock management strategies.
