LIM | Less is More – is a newborn baby in the world of development programmes for feature films. It was conceived in the Far West of Europe, Finistère (meaning: the end of the Earth) in Brittany. But from the very beginning, since our first brainstorming session with Control N in Bucharest, LIM was intended as a European, a transnational, and a multicultural movement. It is therefore natural and a pleasure to welcome you all here to Cluj-Napoca’s TIFF (Transilvania International Film Festival) for one of the first public presentations of LIM. Since launching only a few months ago, we can say that LIM has done well: 290 applications from 57 countries. It answers to a real need. Now, for this first edition, sixteen projects have been selected. They are all featured in this booklet and will be presented by their authors at a special event organised within TIFF’s industry programme. Sixteen most talented projects from almost as many countries and cultures. This might seem slightly naive, but bringing them together, making them work together and share their ideas and dreams, regardless of cultural and economic differences is something that we are very proud of in these times of populist threats of all kinds. We love to think of LIM not only as a professional platform but as a home for new talents, for people who cherish the idea that great cinema does not necessarily demand material overkill. Who know that narrative, production and directing can be approached in different ways. LIM is about accepting constraints as a trigger for more freedom, for more creativity and intensity. It is a field for new exploration by filmmakers, an experiment that we plan to build collectively, with input from all of you here: writers, directors, producers, distributors and broadcasters. LIM would not have come into being without the support of our core partners. We want to take this opportunity to thank all of them warmly for their trust. edito by Antoine Le Bos Artistic Director of LIM Founder of Le Groupe Ouest

A few years ago, on our Finistère beaches, despite the seagulls and the wind, a series of concerns started to haunt us. In this beginning of 21st century, independent cinema is facing difficult times. Losing financing, losing distribution and losing audience. Especially young audiences. As a result, a significant number of the new generation of filmmakers is growing up without viewers, apart from a handful of festival aficionados. At a time when populism is thriving on post-truth absence of meaning; at a time when we need to build a shared belief in a future we can understand; the most lively, sensitive and rebellious side of cinema is needed more than ever. It is needed but it is economically fragile, undermined by market forces and by monotonously formatted commercial production. As our understanding of this phenomenon has grown, we have begun to see script-consultancy and mentoring as a sacred mission: helping filmmakers recapture the craft of addressing humans, of impacting on others. And we have set out to build bridges between independent cinema and the wider audience. LIM embodies that struggle. Instead of letting an entire generation of filmmakers fall into audience- less limbo, we want their voices to be heard. Cinema is an art of cardinal importance in today’s societies, an art-form that can and must speak out boldly. LIM uses the constraints of a limited budget to push creativity and storytelling, so independent filmmakers regain their voice. We want to use the power of limitation as a tool for intensity, as a tool to gain purpose, a tool to increase meaning and power, and to recapture the audience. As Stravinsky puts it so very wonderfully: ‘the more art is bound by limitations, the freer it is.’ Today, only Europe seems to be able to provide the momentum our mission requires. table of content 12 — 13 projects 46 — 47 producers
