    LC Paper No. CB(2)1083/17-18(04) For meeting on 26 March 2018 Legislative Council Panel on Home Affairs Review on Policy of Private Recreational Leases Purpose This paper briefs Members on the recommendations of the policy review of Private Recreational Leases (PRL). Policy Review 2. At the Home Affairs Panel meeting in June 2013, the Home Affairs Bureau (HAB) undertook conduct a review on the policy of PRL in collaboration with relevant policy bureaux and government departments. An inter-departmental working group (“working group”) was set up by HAB in 2014 to conduct the comprehensive review on the PRL policy. The working group has considered from the angle of sport development, land use, public expectation, PRL lessees and their members and other stakeholders in working out the way forward of PRL. The working group has completed the review and commenced the six-month public-cum-stakeholder consultation on 20 March 2018. The findings and recommendations of the policy review are set out in the public consultation document (please see details at Annex). Presentation 3.     N77 Historic Building Appraisal Kowloon City Ferry Piers, Passenger Pier, To Kwa Wan, Kowloon Along the coastline of To Kwa Wan (土瓜灣), Passenger Pier (客輪碼頭) of Historical the Kowloon City Ferry Piers (九龍城碼頭) were completed in 1956. The pier Interest bears witness to the development of Hong Kong’s transport and the development of eastern Kowloon in the second half of the 20th century. The idea of a ferry pier in Kowloon City was mooted in 1951 when the Harbour Ferry Services Advisory Committee recommended that first priority should be given to a new passenger ferry service between Kowloon City and Wan Chai. The pier was bought into use on 3 July 1956, when ferry service of Hong Kong and Yaumati Ferry Company (香港油蔴地小輪船有限公司) (HKYFC) started operating between Kowloon City and Tonnochy Road Ferry Pier (杜老誌道碼頭) of Wan Chai. However, this ferry service was terminated since 24 June 1967 due to the outbreak of riots that year. Another passenger ferry service between Kowloon City and North Point, which is still in operation at present, was launched in 1963. Moreover, from 1975 to 1980 there was also a ferry service between Kowloon City and Sau Kei Wan (筲箕灣), the Hong Kong-side of which was changed to Tai Koo Shing (太 古城) between 1980 and 1983. Ferry service between Kowloon City and Sai Wan Ho (西灣河) was maintained between 1983 and 1987. Nowadays, the Kowloon City pier only serves ferry service to North Point. The Passenger Pier is a utilitarian structure in the Modernist or International Architectural Modern style, featuring flat roof, smooth flat plain undecorated surfaces often Merit painted white, the complete elimination of all mouldings and ornament, and the adoption of reinforced concrete post-and-slab construction with flat slab floors and a flat roof-slab carried on concrete columns or posts.

The information aims to facilitate the Task Force’s examination as to whether making alternative uses of these sites or consolidating the facilities thereon is a land supply option worth serious consideration. PRL SITES Background and current policy 2. Owing to the acute shortage of public sports and recreational facilities in Hong Kong in the past, sites were granted to community organisations and private sports clubs under PRL for developing sports and recreational venues at nil or nominal premium. The development and operation of sports facilities on these sites is mainly supported by contribution from members of the concerned organisations/clubs. This arrangement has been in place for many years and some of the PRL sites have a long history of operation for over a century2. 1 For the purpose of this paper, “land-extensive” sports and recreation venues generally refer to those venues occupying an area of 3 hectares or more each that are managed by the Leisure and Cultural Services Department. For details, please see footnote 7. 2 Some private sports clubs started operation in the late 1800s and early 1900s, e.g. Royal Hong Kong Yacht Club (1849), Hong Kong Cricket Club (1851), Hong Kong Golf Club (1889) and Hong Kong Football Club (1886). 3.
