Draft Po Toi Islands Outline Zoning Plan No. S/I-PTI/1
Islands District Council Paper No. IDC 28/2015 Draft Po Toi Islands Outline Zoning Plan No. S/I-PTI/1 1. Purpose The purpose of this paper is to seek Member’ views on the draft Po Toi Islands Outline Zoning Plan (OZP) No. S/I-PTI/1 together with its Notes and Explanatory Statement (ES) (Annexes I to III). 2. Background 2.1 Pursuant to section 20(5) of the Town Planning Ordinance (the Ordinance), the Po Toi Islands Development Permission Area (DPA) Plan is effective only for a period of 3 years until 2 March 2015. An OZP has to be prepared to replace the DPA Plan to maintain statutory planning control over the Po Toi Islands areas upon expiry of the DPA Plan. 2.2 The draft OZP was preliminarily considered and agreed by the Town Planning Board (the Board) on 5 December 2014. The draft OZP was submitted to the Lamma Island (South) Committee (LISRC) and the Islands District Council (IsDC) for consultation on 12 December 2014 and 15 December 2014 respectively. As suggested by Ms. YUE Lai-fun, Member of IsDC, another meeting with LISRC was held on 23.1.2015. In response to the local residents’ request, a meeting with the local residents of Po Toi was also held on 30.1.2015 to listen to their concerns on the draft OZP. Views of the LISRC and IsDC together with other public comments on the draft OZP were then submitted to the Board for further consideration on 13 February 2015. After considering all the views and comments received, the Board agreed to publish the draft OZP under section 5 of the Ordinance. -

For information PWSCI(2011-12)7 NOTE FOR PUBLIC WORKS SUBCOMMITTEE OF FINANCE COMMITTEE Annual Report on Capital Works Reserve Fund Block Allocations for the 2010-11 Financial Year We have been compiling exception reports on block allocations under the Capital Works Reserve Fund (CWRF) to account for the difference between the actual programme and the indicative one which we presented to Members for approving the funding allocation. This report covers the 2010-11 financial year. Encls. 1 to 11 Enclosures 1 to 11 provide details on each block allocation under the 11 CWRF Heads of Expenditure and include – (a) a comparison of the approved provision and actual expenditure in 2010-11 and the reasons for those items with variations greater than 15%; (b) a list of minor works projects which were implemented in 2010-11 as planned, including those which had had the works contracts awarded but had not started incurring spending, and those which were shelved or withdrawn (as compared with the indicative list in PWSC(2009-10)78); and (c) a list of new injection items (i.e. items not shown in the indicative list in PWSC(2009-10)78) approved in 2010-11, including those which had had the works contracts awarded but had not started incurring spending. 2. In overall terms, the approved allocation for CWRF block allocations in 2010-11 totalled $11,824.3 million. a tale of two cities CAMERON DUECK EXPLORED BEYOND THE BEATEN TRACK AROUND THE WATERS OF HIS HOMETOWN, HONG KONG Baona/Getty The old and the new: a traditional junk crosses the glassy waters of Hong Kong Harbour 52 53 ‘Hong Kong is so much more than just a glittering metropolis’ We had just dropped the anchor in a small bay, and I was standing on the deck of our Hallberg-Rassy, surveying the turquoise water and shore that rose steep and green around us. At one end of the bay stood a ramshackle cluster of old British military buildings and an abandoned pearl farm, now covered in vines that were reclaiming the land, while through the mouth of the bay I could see a few high- prowed fishing boats working the South China Sea. I felt drunk with the thrill of new discovery, even though we were in our home waters. I was surprised that I’d never seen this gem of a spot before, and it made me wonder what else I’d find. Hong Kong has been my home for nearly 15 years, during which I’ve hiked from its lush valleys to the tops of its mountain peaks and paddled miles of its rocky shoreline in a sea kayak. I pride myself in having seen Lui/EyeEm/Getty Siu Kwan many of the far-flung corners of this territory. The little-known beauty of Hong Kong’s Sai Kung district I’ve also been an active weekend sailor, crewing on racing yachts and sailing out of every local club. -

This combination may influence future extreme sea levels, possibly increasing 36 coastal inundation and nuisance flooding events in sensitive regions. Analyses of a set of tide 37 gauges in Hong Kong reveal complex tidal behavior. Most prominent in the results are strong 38 correlations of MSL variability to tidal variability over the 31-year period of 1986-2016; 39 these tidal anomaly correlations (TACs) express the sensitivity of tidal amplitudes and phases 40 (M2, S2, K1, O1) to MSL fluctuations and are widely observed across the Hong Kong region. -
