Policy Review 2. At the Home Affairs Panel meeting in June 2013, the Home Affairs Bureau (HAB) undertook conduct a review on the policy of PRL in collaboration with relevant policy bureaux and government departments. An inter-departmental working group (“working group”) was set up by HAB in 2014 to conduct the comprehensive review on the PRL policy. The working group has considered from the angle of sport development, land use, public expectation, PRL lessees and their members and other stakeholders in working out the way forward of PRL. The working group has completed the review and commenced the six-month public-cum-stakeholder consultation on 20 March 2018.
