June 13, 1984 Reclassification of Class 'B' FM Facilities Re: BC Docket 80-90 The new rul es adopted in BC Docket 80-90 specify that cl ass 'B' facilities must have an ERP which exceeds 25Kw. Existing class 'B' facilities have until March I, 1987 to meet this minimum or be reclassified to a lower class. This notice contains a list of those facilities which are below the minimum and the new classification which they will receive in March 1987 if there is no upgrade. The list is arranged by channel number and then by state-and city, and contains license, construction permit and application records in the FM Engineering Data Base as of June 1, 1984. The facility class shown is based on the current authorization (license or CPl. No attempt has been made to correlate applications, which upgrade facilities, with license or CP records on the list. Noncommerci al educati onal facil ities will be recl assifi ed on March 1,1987 as defined in Section 73.506(a)(3). The separation distance requirements between noncommercial educational facilities on channels 218, 219, and 220 or facilities separated in frequency by 10.6 or 10.8 MHz (53 or 54 channels) and allotments or assignments on the non-reserved channels will be based on these reclassifications and the distance obtained from Table A, B, or C (Section 73.207) as appropriate. For other non-commercial educational facilities, the reclassification is for administrative purposes only. This list is published for information purposes only. The inclusion or exclusion of any FM facility does not reflect a determination of any -eventual class designation. The inadvertent exclusion of any FM facility from this list will not be grounds for an extension of the March I, 1987 date. A sample broadcasting schedule was based on the assumptionsof an eight hour broadcast day, a general listening audience, andlive transmission. Some ofthe advantages of such a network, programed on a mutualbasis with plans for a modifiedround-robin service, would be improvededucational programing, widespreadavailability, and reduction of station operating costs. Using13 NAEB stations as a round-robinbasic network, the remaining 39 could be fed on a one-wayline at a minimum wireline cost of $8569 per month; the equivalent costfor the complete network wouldbe $17,585. As the national network develops throughinterconnection of regionalnetworks and additionof long-haultelephonecircuits,anationalheadquartersshould be established.
