Ma la collisione fra gli imperi marittimi e continentali per l’egemonia globale innescò quella che nel 1948 Churchill avrebbe chiamato la «seconda guerra dei trent’anni». Questo conflitto fu caratte- rizzato da una duplice “guerra economica” 2. Una tra l’Occidente anglo- franco-americano e gli sfidanti (gli Imperi Centrali, poi l’Asse) per il controllo delle risorse economiche e finanziarie 3; e una americana per la successione nell’egemonia globale britannica e la creazione di quello che verrà chiamato nel 1989 il «Washington consensus» 4. Tra le due guerre l’America modificò infatti radicalmente a proprio favore gli equilibri geo-economici con l’Impero britannico sia attraverso il controllo degli armamenti (conferenze navali del 1921-1930) sia utilizzando abilmente il suo credito per i prestiti di guerra, peraltro relativamente modesti, sia ingaggiando una complessa partita per il controllo del petrolio 5. Inoltre Wilson fece legittimare le c. d. «sanzioni», un nuovo sistema di attacco al commercio, più flessibile del blocco navale e utilizzabile anche in tempo di pace, la cui effettività non si basa sulla coercizione militare, e nemmeno sul consenso internazionale, ma, in ultima analisi sul peso decisivo degli Stati Uniti. Infatti il fallimento delle sanzioni collettive all’Italia nel 1935-36 dipese dalla mancata adesione america- na, mentre l’embargo unilaterale degli Stati Uniti al Giappone (1940-41) ebbe effetti talmente ultimativi da spingerlo all’attacco suicida di Pearl Harbour. Fra il 1935 e il 1939 il prevalere delle correnti isolazioniste obbligò gli Stati Uniti ad una rigida neutralità, ma in compenso Roosevelt otten- ne importanti riforme costituzionali che concentrarono nel presidente degli Stati Uniti dei veri e propri poteri di guerra economica. Questi, unitamente alle sanzioni, all’arms control e agli aiuti economici confi- guravano una vera e propria macchina da guerra economica che fu ap- plicata e potenziata durante la guerra fredda. 5 F. Il capitale cerca così nuo- ve fonti di profitto nelle esportazioni, provocando sia la globalizza- zione sia la competizione nazionale per il controllo del mercato mon- diale, e innescando il nazionalismo, il militarismo e la collisione tra imperi. 1902 (22 dicembre) Squadre navali inglese, tedesca e italiana bloccano i porti venezuelani esigendo dal governo di Caracas il pagamento im- mediato dei debiti contratti con le società europee. Allarmato, il pre- sidente Theodor Roosevelt minaccia l’intervento a fianco del Vene- zuela e impone la propria mediazione («big stick policy») 6. La crisi si risolve col Protocollo di Washington del febbraio 1903, e da occasio- ne per formulare il «corollario Roosevelt» alla Dottrina Monroe, esposto nel suo messaggio del 1904 al congresso, che afferma il dirit- to degli Stati Uniti di intervenire per «stabilizzare» la situazione eco- nomica dei piccoli paesi dei Caraibi e Centro America non in grado di pagare i loro debiti internazionali, allo scopo di prevenire interventi europei.     Persian Gulf Campaign for DCS: F-14A The Persian Gulf map presents a wonderful opportunity to merge existing or pending assets within DCS to create a compelling Naval warfare campaign centered on the F-14A. This campaign aspires to recreate and build upon true events of 1987-88 during which the US Navy fought an undeclared war against Iran. While the player will view these scenarios through the lens of a Naval aviator, operations in the Gulf of Oman and Strait of Hormuz involved a wide range of USN units and capabilities. Combat missions associated with Operation Earnest Will during 1987 and 1988 offers an excellent opportunity for creating realistic DCS campaign scenarios for the DCS: F-14A and the DCS: Strait of Hormuz map. It combines a real operation (largest USN operation since WWII) with an available DCS map and a DCS module placed into the correct era for the operation. Iran is also an interesting opponent for the US Navy during the late 1980s. On one hand, the Iranian Air Force and Navy have an intimate, if slightly outdated, understanding of American equipment and tactics. Nearly every piece of military hardware that they possess was American made and the majority of their senior military staff were either trained in the US or by American personnel. However, my 1987-88 their military was generally quite depleted. The precise number of operational aircraft is unclear, but evidence suggests that only 20-35% of their aircraft were operational with an unclear supply of remaining missiles and ammunition. Iran did manage to obtain parts and missiles as part of the Iran-Contra scandal, but demand still managed to outstrip supply (most likely).

The following study assesses these charges. After establishing a definition of terrorism, it examines U.S.-Cuban relations from 1808 to 1958, arguing that the United States has historically employed violence in its efforts to control Cuba. U.S. leaders maintained this approach even after the Cuban Revolution: months after Fidel Castro‟s guerrilla army took power, Washington began organizing Cuban exiles to carry out terrorist attacks against the island, and continued to support and tolerate such activities until the 1970s, culminating in what was the hemisphere‟s most lethal act of airline terrorism before 9/11.

This paper is an attempt at identifying the causes and commonalities of financial crises in Latin America over the past fifty years. This identification is carried out through an extensive review and analysis of the literature on causes of twelve major financial crises spanning over six major nations in Latin America. In addition, we conduct a Logit Binary Regression on commodity, interest rate and currency indexes to determine how closely related shifts in prices of the underlying asset are to times of financial crises. Through the literature review, we find the following major commonalities among the Latin American financial crises: over-dependence on commodities, poor macro and currency policies and overall political instability.

Reviewed by Priya Satia (Department of History, Stanford University)Published on H-Albion (February, 2008) Lessons in Imperialism from Iraq's Past The current war in Iraq has had many ironic consequences, the least sordid being perhaps the belated interest in Iraq's history. As Peter Sluglett confesses in the opening pages of the reissue of his thirty-year-old classic, Britain in Iraq, his happiness about the book's new lease of life is severely undercut by his awareness of its unhappy cause. (One at once anticipates and dreads a similar resurrection of long-neglected works on Iranian history in the near future.) While the continued obscurity of important historical texts underscores the ignorance guiding the prosecution of American war and diplomacy in the Middle East, the irony lies as much in the pedagogue's self- defeatist awareness that if only such books had been read in the halls of power earlier, they would have remained neatly irrelevant to our wider political life. That said, the timely reissue of Sluglett's book is an opportunity to comment on scholarship as much as politics, and that is, happily, a notably less pathetic story.
