Draft Minutes of Brandesburton parish council meeting held on Monday, 11 September 2017 at 7.00pm in the Methodist Chapel Schoolroom. Present: Mr Olsen (chair), Mr Atkinson, Mrs Richardson, Mrs Mossford, Miss Coates, Mrs Wright, Mr Kittmer, Mr Richardson, Cllr Owen, Cllr Evison Apologies: Mrs Malcolmson, Mrs Whitfield, Mr Voase An open meeting was held for the first 30 minutes as residents had attended to discuss various matters. Proposed parking restrictions Main Street: Jackie Suthernwood had attended the meeting to speak regarding the proposed parking restrictions. Mrs Suthernwood was not happy with some of the restrictions proposed and would be putting in comments if and when it goes to consultation. Mrs Suthernwood commented that it is useful to have vehicles parking on Main Street as it acts as a traffic calming measure which would stop if they were no longer allowed to park. Heavy vehicles are causing houses to shake. Cllr Evison commented on the fact that although there are double yellow lines outside of the shops at present, delivery vehicles are allowed to park outside of the shops to deliver and also other vehicles can for a very limited period. The proposed restrictions would have no waiting and no loading restrictions at any time and delivery vehicles would then have to park at the side when making deliveries. If the restrictions are approved then there would be a period of embedding then after 1-month motorists would be ticketed if parking in no waiting areas. Allotments: An allotment holder attended to discuss various matters regarding the allotments. A letter had been sent to all of the allotment holders at the request of one of the allotment holders regarding the weeds growing in some of the plots. The person attending the meeting thought that the letter should have only targeted the allotment holders who are not taking care of their plots. In the letter sent out it also referred to the pile of manure on the grass in the area where cars park. It was suggested that perhaps it could be rotated where the manure was dumped. The manure was originally only for a certain amount of plot holders to use but a new delivery is to be made and this will now be for all plot holders to use. A complaint was made regarding the grass cutting at the allotments. Someone had spoken to the contractor who had stated that the wrong grass cutting machine was being used. The grass is now going to be cut once per month from April to October. The clerk is to speak to the contractor. The allotment holder also complained about dogs being taken on to the allotments. Planning application – Corner Farm: A resident from the Corner Farm development attended the meeting as he had noticed a sign attached to a lamppost advertising a planning application for his property. The clerk advised that the application was for the roof tiles to be changed as they were not the ones agreed as part of the original planning application. The resident was in agreement that they should be changed from black to red. The meeting opened at 7.30pm. Councillors Evison and Owen left the meeting at 7.35pm. Police update - PCSO Sharp, Humberside Police: The chair had asked the clerk to invite the Police to the meeting to discuss ongoing problems in the village. As PCSO Sharp had to be at another meeting the agenda item was moved forward. PCSO Sharp gave an update on the ‘ram raid’ in the village and advised that 2 people had been arrested for it. A burglary had taken place on Elmfield Drive last week. PCSO Sharp advised residents to make sure that all doors and windows of properties are closed and locked and sheds and garages have good security. PCSO Sharp advised that he had recently used a speed camera on New Road and found that speeding traffic was not an issue. He is going to contact the school and will take the children out with a speed gun. The play park vandalism was discussed. It was suggested that the parish council should look at installing CCTV cameras in the park. The clerk is to find out if there is any funding available to purchase cameras. Mrs Richardson asked the question as to whether this was allowed where children were playing and as long as there are signs up stating the fact that CCTV is in use and is being recorded then there isn’t a problem. PCSO Sharp advised that they have been installed in the village park where he lives. PCSO Sharp left the meeting at 7.50pm. Minutes of the last meeting: The minutes were agreed as correct and signed by the chair. Declaration of interest both pecuniary and non-pecuniary: None Clerk’s up to date report on on-going items: Playpark: The clerk has been in contact with Mrs Stones regarding assistance with putting in a grant for funding through Mondegreen. A 10% contribution would have to be made by the parish council if any funding was received. The clerk is to write to the school to ask for any ideas from the PTFA with regards to what equipment would be suitable for the play park. Mrs Richardson offered to look at equipment in other play parks. Planning applications: 17/02690/VAR - A & S Homes - Variation of Condition 3 (materials) of planning permission Ref: 13/02615/PLF - Erection of 2 dwellings and conversion of barns to 3 dwellings - to allow black roof tiles on units 1 and 2, 58 Main Street. Brandesburton, East Riding Of Yorkshire YO25 8RH Refuse – The existing tiles should have to be removed and replaced with the tiles as specified in the original application passed by East Riding of Yorkshire Council. 17/02713/PLF – Mr & Mrs Dean - Erection of a replacement dwelling with detached outbuilding following demolition of existing, conversion and extensions to redundant agricultural building to form holiday accommodation and demolition of existing agricultural building at Moortown Pasture House Farm, Bridlington Road, Brandesburton East Riding Of Yorkshire YO25 8LT No objections to the application 17/02821/PLF – Struncheon Hill Farm Holiday Cottages - Part change of use of existing recreational/workshop building to holiday accommodation with associated works Struncheon Hill Farm Cottages, Rotsea Road, Hempholme East Riding Of Yorkshire YO25 9QG No objections to the application 17/02674/STVAR – Mr Mewburn - Variation of Condition 5 (touring caravans to be sited) and Condition 12 (approved plans) of planning reference 16/02028/STPLF to allow the siting holiday lodges, Dacre Lakeside Park, Starcarr Lane, Brandesburton East Riding Of Yorkshire YO25 8RT Refuse – comments remain the same as submitted when consulted on the original application in 2016. 17/02895/TCA | BRANDESBURTON CONSERVATION AREA: - Dr Josh Cooper - T1Monteray Cypress: fell due to out grown location The Old Rectory, 101 Main Street, Brandesburton, East Riding Of Yorkshire YO25 8RG Support the tree officer’s recommendations 17/02639/PLF – M Southwell & Partners - Erection of general purpose agricultural building for housing livestock/cattle at Hunthill Farm, Rotsea Road, Hempholme, East Riding Of Yorkshire YO25 8NB No objections to the application 17/03029/TPO - Beech House 9 Hymers Close Brandesburton East Riding Of Yorkshire YO25 8SQ - TPO BRANDESBURTON PARK - 1976 (REF:472) A1: T1 - Beech - Large mature Beech with unions at approximately 2m where the tree splits in to 4 main stems. There are 2 major limbs to remove, over the property, this is due to potential failure resulting in major damage. T2 Horse Chestnut - To section fell due to a large cavity in the base of the tree. T3 Sycamore - To section fell to ground level. The tree is in poor condition and the other specimen trees will benefit from it's removal. T4 Beech - To remove the dead and damaged limbs.T5 - Oak - Large mature Oak to deadwood and crown thin as it heavily overhangs the boundary. T6 Beech - Work required is to remove the deadwood. T7 Oak - To section fell as it is a poor specimen (Ivy covered) to allow the mature Beech (T6) more space.T8 Oak - To crown thin by 15% to allow more air flow through the crown. The Oak is heavily overhanging the boundary over the neighbours property. T9 Oak - To crown thin by 15% to allow more air flow through the crown. Potentially posing catastrophic failure. T13 Oak - To remove the dead and damaged limbs. T14 Pine - To section fell to ground level, the tree is in a poor condition with a heavy lean. T15 Oak; To crown lift by 5 metres to create more light in a densely shaded garden and remove the dead and damaged and limbs. T16 Oak; To crown lift by 5 metres to create more light in a densely shaded garden, T 17 Sycamore; To section fell as it is a poor specimen and to create more space for the mature specimen trees. T18 Oak - To crown lift by 4 metres to create more light in a densely shaded garden and remove the dead and damaged limbs. T19 Sycamore - dead wood, T20 Oak - remove dead.
