L: Chamber of Local Authorities / R: Chamber of Regions EPP/CCE: European People’s Party Group in the Congress SOC: Socialist Group ILDG: Independent Liberal and Democratic Group ECR: European Conservatives and Reformists Group NR: Members not belonging to a political group of the Congress 1 / 25 The Congress of Local and Regional Authorities of the Council of Europe / Le Congrès des pouvoirs locaux et régionaux du Conseil de l’Europe F-67075 Strasbourg Cedex – Tél : +33 (0)3 88 41 21 10 – Fax : +33 (0)3 88 41 37 47 – [email protected] – www.coe.int/congress RESOLUTION 383 (2015) 2 The Congress, 1. takes note of the increase in the number of members of the Turkish delegation to the Parliamentary Assembly (from 12 to 18 representatives and substitutes) following the decision of the Committee of Ministers of 16 June 2015, in accordance with Article 2.3 of the Congress Charter which stipulates that Turkey has the right to the same number of seats as the Parliamentary Assembly of the Council of Europe; 2. in accordance with its revised Charter adopted by the Committee of Ministers on 8 July 2015: a. congratulates the national delegations of all member States on their genuine readiness to concretely implement the principle of gender balance as the number of female elected representatives in many delegations now exceeds the 30% threshold set by the Congress Charter; b. asks national delegations to remind their authorities that the next renewal session of all national delegations will take place in October 2016. Governments will be invited to send their proposal for a new delegation before July 2016. 3. proposes that the credentials of the members of the national delegations, as contained in the appendix, be approved. 2.     Jaarverslag 2013 | JAARVERSLAG 2013 1 Jaarverslag 2013 Voorwoord Heemschut heeft dertien commissies, die samen het beeld van Heemschut in heel Nederland bepalen. Om dat beeld sterk en helder te maken is een coherente bestuursorganisatie nodig, waarin het hoofdkantoor een faciliterende rol speelt. Nog belangrijker is de kennis organisatie. Vrijwilligers uit de commissies doen het werk, dus onderling kennis en ervaring delen is een eerste vereiste. Het lerend vermogen moet groot zijn en dat kan alleen in een goede samenwerking tussen alle commissies. Inmiddels zijn de nieuwe kennisbijeenkomsten voor de com- missieleden al een groot succes. De deelnemers zijn kritisch, maar ook constructief en open over elkaars inbreng. Kansen zien in knelpunten, ervaringen delen, elkaar enthousiasmeren, dat is belangrijk. Er nemen ook deskundigen van buiten Heem- schut aan deel, om de vrijwilligers een bredere kijk te bieden. Wij zijn heel blij met de Young Professionals, een groep enthou- siaste jonge leden die zich nu inzetten om leeftijdsgenoten te interesseren voor het werk van Heemschut. Helaas is de ontwikkeling van het ledenaantal minder gunstig. In den lande is er zeker niet minder interesse voor het erf- goed, zoals de Open Monumentendagen bewijzen, maar het ouderwetse lidmaatschap als steun voor een organisatie lijkt 2013 was een jaar van veranderingen, ontwikkelingen en van uit de tijd te zijn. Een andere aanpak zal nodig zijn in deze enthousiaste vrijwilligers. Die vormen de kracht en de kwaliteit tijd van snelle communicatie en interactie. Want Heemschut van Heemschut: altijd in touw om ons zo diverse vaderlandse blijft nodig als pleitbezorger en hoeder van het monumentale monumentale bezit voor de toekomst te behouden.

Zie hiervoor de onderstaande figuur 1.1. De activiteit betreft het plaatsen van zonnepanelen met de daarbij behorende voorzieningen op agrarische percelen. Naast het vergunde zonnepark aan de Vloeiveldweg heeft de initiatiefnemer de beschikking gekregen over een aaneengesloten perceel van ongeveer 76 hectare onbebouwde agrarische gronden. Het voornemen is die onbebouwde gronden voor een periode van dertig jaar te gebruiken voor een zonnepark.

    5 BIJLAGE 9 Karakteristieke objecten (onderzoek Libau, 20-05-2015) KARAKTERISTIEKE OBJECTEN IN HET BUITENGEBIED INVENTARISATIE, WAARDERING EN BELEID GEMEENTE VLAGTWEDDE Eindrapport d.d. 20 mei 2015 LEESWIJZER Dit rapport behelst de inventarisatie en waardering van karakteristieke/beeldbepalende bouwwerken in de gemeente Vlagtwedde, uitgevoerd door Libau in opdracht van de gemeente Vlagtwedde. Het rapport bevat enerzijds de resultaten van de inventarisatie en waardering van de betreffende objecten en anderzijds het gemeentelijke beleid vervat in algemene, kwalitatieve criteria ten aanzien van de doorontwikkeling van deze bouwwerken. Omwille van de leesbaarheid is het hoofdrapport compact opgezet en bestaat uit twee hoofdstukken. In het eerste hoofdstuk wordt de aanleiding en de gehanteerde methode bij de inventarisatie en waardering van de verschillende objecten toegelicht. Het tweede hoofdstuk bevat het gemeentelijk beleid voor panden met het predicaat (zeer) karakteristiek. Dit hoofdstuk wordt afgesloten met algemene, kwalitatieve criteria voor de doorontwikkeling van deze panden. Tot slot zijn in het voorliggende rapport een viertal bijlagen opgenomen. De eerste bijlage bevat een overzicht en omschrijving van de aspecten die zijn meegenomen bij de beoordeling van de panden. De tweede en derde bijlage bestaan respectievelijk uit de lijst met (zeer)karakteristieke panden en de totaallijst met panden die zijn onderzocht. In de vierde bijlage is tenslotte een literatuurlijst opgenomen. 2 1 INVENTARISATIE EN WAARDERING Aanleiding van de inventarisatie en waardering is het provinciale kwaliteitsbeleid ten aanzien van het buitengebied. De provincie Groningen zet in haar ruimtelijk beleid in het buitengebied - naast het behoud van landschappelijke kwaliteit - in op het zorgvuldig omgaan met gebouwd cultureel erfgoed. In de provinciale verordening is opgenomen dat gemeenten in bestemmingsplannen een inventarisatie en beschrijving van de in het plangebied aanwezige karakteristieke gebouwen dienen op te nemen.
