H., a former mill town with a booming economy, has been ranked as the best place to live in the United States by Moneymagazine. San Diego fell to 28th in the survey by Money magazine. NIt boasts a finer quality of life than Seattle, San Francisco, Boul der, Colo., and 296 other cities ranked by the magazine, including San Diego. .1 ,i Harrumph. .,.,,· 1""'·- .-T America's Finest City isn't quite sure what to make of a survey that shows it sliding from the 16th best place to live in the United States a year ago to the 28th best today. \ ' "c.& ""' "From my understanding, San Diego should have gone up in the poll, not down," said Gil Partida, president'of the Greater San Diego Cham ber of Commerce. Evaluating San Diego's economic and population growth and a de clining crime rate, Partida can't explain why San Diego slid in the poll of readers while the Los Angeles-Long Beach area leapfrogged it, T jumping from 40th place last year to 22nd this year. "This is one poll that just doesn't make sense," he said. "It leaves you scratching your head." But David Sullivan, a professor of communication studies at the Uni --J" versity of San Diego, notes that acceptance of poll findings often de pends on where you stand. "If you get a good ranking, you're pleased," he said.
