Each year, SANDAG approves an annual legislative program for the next calendar year. Consistent with past programs, the draft 2010 Legislative Program includes policies and proposals for possible federal and state legislation and local activities. The public safety-related legislative priorities included in the Legislative Program are consistent with the mission of the PSC to promote public safety and justice through collaboration, information sharing, effective technology, and objective monitoring and assessment. The PSC is asked to recommend that the Executive Committee include the public safety-related goals discussed in this report in the 2010 Legislative Program.

+6. REGIONAL eWATCH PHASE I DEMONSTRATION INFORMATION (Kurt Smith, San Diego County Sheriff’s Department)

A key deliverable for ARJIS for FY 2010 is the development of Regional eWatch, a no-cost subscription service that allows citizens to register up to three addresses within San Diego County and receive notifications of crimes, arrests, and/or traffic incidents occurring around those locations. Funded with $75,000 through the Urban Areas Security Initiative (UASI), this application will be tied directly to the existing ARJIS Public Crime MAPS application, enabling users to view these incidents graphically and also run additional queries. The Sheriff’s Department has coordinated a pilot effort in support of the regional subscription service and Mr. Kurt Smith, the Department’s Crime Analysis Manager, will provide a live demonstration of the product.

+7. ENTERPRISE ARJIS: AN OVERVIEW AND UPDATE INFORMATION (Pam Scanlon, SANDAG; and Bob Kaelin, MTG)

A major effort of ARJIS in Fiscal Year (FY) 2010 is the replacement of the legacy ARJIS system through the development of Enterprise ARJIS. Specifically, the new system will provide a single point of access to the region’s justice data with upgraded state-of-the-art information sharing and analysis tools. Priority activities during this fiscal year include procuring and installing the first phase of Enterprise applications that include three technology solutions (portal, middleware, and identity access management) and replacement of ARJIS legacy citation functionality using the procured technology solutions. An update and overview of activities during the first quarter of FY 2010 will be provided, as well as major activities scheduled for the remainder of the fiscal year.

+8. DRAFT SANDAG PUBLIC PARTICIPATION PLAN DISCUSSION (Anne Steinberger, SANDAG)

Staff will present an overview of the outreach process and solicit additional input from committee members on the Draft SANDAG Public Participation Plan, which was released for a 45-day public comment period on October 9, 2009.

Upon a motion by Councilmember Marti Emerald (City of San Diego) and a second by Councilmember Jillian Hanson-Cox (East County), the minutes of September 18, 2009, were unanimously approved.

There were no public comments.

Chair Lewis noted the distribution of the CJ Bulletin “Gang Involvement Among San Diego County Arrestees in 2008.” He encouraged members to read this important document.

Councilmember David Roberts (North County Coastal) noted two examples of how communities are working together in the County regarding the consolidation of fire service. A lot of the credit goes to Vice Chair David Ott (Regional Fire/Emergency Medical Services). Councilmember Roberts expressed the need to continue looking at opportunities to improve public safety.

Chair Lewis agreed and added that it also saves taxpayers’ money and a great deal of time and effort.

4. REPORT FROM CHIEFS’/SHERIFF’S MANAGEMENT COMMITTEE (INFORMATION)

Chief Kirk Sanfilippo (County Chiefs’/Sheriff’s Association) gave an update on the Chiefs’/Sheriff’s Management Committee meeting held on October 7, 2009. The next scheduled meeting of the Chiefs’/Sheriff’s Management Committee is Wednesday, November 4, 2009.

5. AMEND THE FY 2010 PROGRAM BUDGET AND OVERALL WORK PROGRAM TO ACCEPT ADDITIONAL FUNDING FOR A NEW PHASE OF A PREVIOUS ARJIS PROJECT (APPROVE)

Upon a motion by Mayor Pro Tem Bob Campbell (North County Inland) and a second by Vice-Chairwoman Pam Slater-Price (County of San Diego), the PSC unanimously approved amending the FY 2010 Program Budget and Overall Work Program to add a new work element and accept $476,821 in funding to complete these objectives.

6. AMEND THE FY 2010 PROGRAM BUDGET AND OVERALL WORK PROGRAM TO ADD A NEW ARJIS PROJECT (APPROVE)

Upon a motion by Vice-Chairwoman Slater-Price and a second by Councilmember Roberts, the PSC unanimously approved amending the FY 2010 Program Budget and Overall Work Program to add a new work element and accept $282,096 in funding to complete these objectives.

8. OVERVIEW OF THE SAN DIEGO GAS & ELECTRIC FIRE SAFETY PROGRAM (INFORMATION)

Mr. Amad Solomon (Regional Public Affairs Manager, Sempra Energy) gave an overview of the San Diego Gas & Electric (SDG&E) Community Fire Safety program. This program is designed to increase reliability and safety while reducing the likelihood of power lines being involved in wildfires during extreme weather conditions.

9. REGIONAL POLICIES REGARDING YOUTH CURFEW ORDINANCES (INFORMATION)

Dr. Cynthia Burke (Director, Criminal Justice Research Division) gave a report on youth curfew laws throughout the San Diego region upon the request of Councilmember Emerald. Chief William M. Lansdowne (San Diego Police Department) stated he would take this report to the County Chiefs’/Sheriff’s Association for review. Chief Sanfilippo stated he would discuss with the members of the Chiefs’/Sheriff’s Management Committee and report to the PSC.

10. COPLINK UPGRADE OVERVIEW AND DEMONSTRATION (INFORMATION)

Ms. Barbara Montgomery (Project Manager, ARJIS) gave a PowerPoint presentation on the upgrade to COPLINK. COPLINK is a powerful tool for law enforcement officers and investigators that compiles and presents law enforcement data from different sources that is essential for identifying suspects and solving crime.

Discussion

Last year, the PSC recommended the inclusion of three public safety-related goals in the 2009 Legislative Program. These same goals are recommended for the 2010 Legislative Program and include:

• Goal 1: Support efforts to pursue resources to improve regional public safety voice and data communications and interoperability, including connectivity with state and federal systems.

This goal is consistent with efforts to create a regional strategy for voice and data communications and interoperability, consistent with the regional framework and action plan developed by the PSC in 2006-2007.

• Goal 2: Support efforts to pursue Homeland Security funding at both the state and federal levels to improve public safety, enhance border security in the San Diego region, through Automated Regional Justice Information System (ARJIS) operations and enhancements; regional transportation system improvements; and activities related to regional emergency preparedness, prevention, and response to catastrophic events.

The San Diego region has been successful in securing federal and state homeland security funds to enhance the ARJIS system; improve rail, bus, and port security; and secure funding for emergency preparedness and prevention activities. In Fiscal Year (FY) 2009, the Department of Homeland Security appropriations included $388.6 million for the Transit Security Grant

Program (TSGP) to protect critical transit infrastructure. Of this amount, North County Transit District received $848,000 in TGSP funds, and Metropolitan Transit System (MTS) was awarded $2.4 million for closed-circuit television wireless monitoring systems to be used in light rail vehicles and buses. MTS also was awarded $5.4 million in Proposition 1B state bond dollars for transit security and has received $2.7 million to date. Additionally, the Port of San Diego received $1 million in FY 2009 from the American Recovery and Reinvestment Act (ARRA) Port Security Grant Program.

In FY 2009, ARJIS received approximately $981,000 in federal funding for homeland security. ARJIS also applied for several grants focusing on enhancing regional information sharing projects and was awarded more than $750,000 in ARRA funds to continue efforts on the State Regional and Federal Enterprise Retrieval System (SRFERS) and to develop the Geo-Query application.

• Goal 3: Support funding opportunities for prevention and intervention programs that address substance abuse, increase public safety, and reduce youth and gang violence.

Similar to last year, this goal supports the criminal justice efforts of the PSC, and focuses on seeking funding opportunities for prevention and intervention programs in this issue area in order to improve public safety in the San Diego region.

Next Steps

Following action by the PSC, the public safety-related goals would be included in the proposed 2010 Legislative Program for review by the Executive Committee. Final action on the 2010 Legislative Program is scheduled for the Executive Committee and Board of Directors meetings in December.

Discussion

Background

The City of San Diego has deployed an eWatch application that allows citizens in the City to register for a daily e-mail notification of crimes that have occurred around addresses of interest within the City of San Diego only. The data are provided by the San Diego Police Department via ARJIS. There are currently over 18,000 unique e-mail addresses registered to receive notifications. The goal of eWatch is to bolster crime prevention efforts and empower the public with knowledge. The long term plan has been to expand this functionality to all other jurisdictions in the region.

With the award of $75,000 in UASI grant funds, ARJIS has partnered with the Sheriff to expand the eWatch subscription to the entire County utilizing the existing Public Crime MAPS application, currently available to the public, with daily uploads of the region’s crime incidents. With the UASI funding, ARJIS will add a new regional subscription service to the Crime MAPS application.

This new regional subscription service leverages the efforts already completed on both the ARJIS Public and the Law Enforcement Only mapping applications, as well as existing hardware, software, and secure network infrastructure. This has saved considerable rework by ARJIS and technical staff during the development of the application.

The San Diego County Sheriff’s Department is the pilot site for the project and will soon be announcing the rollout to citizens in jurisdictions covered by the Sheriff’s Department. The pilot project will initially be limited to notifications on property crimes only, such as vehicle break-ins and residential robberies. The pilot will augment ongoing crime prevention efforts through enhancing the delivery of timely crime information that supports community decision making.

Next Steps

Following the completion of the Sheriff’s pilot project, a plan will be developed and executed to expand the service to citizens in all other jurisdictions within the County. Since the crime incident data are already being captured daily and loaded into the publically accessible mapping application, the deployment will be streamlined for other cities throughout the County. Those cities and ARJIS agencies will also be able to post the link to Regional eWatch on their respective Web sites.

An update and overview of activities during the first quarter of FY 2010 will be provided, as well as major activities scheduled for the remainder of the fiscal year.

Discussion

During the first quarter of FY 2010, ARJIS completed several key milestones for the ARJIS Enterprise effort and continues to focus on key initiatives. The initiatives are grouped under two key areas of emphasis: migrating all programs off the legacy mainframe system and acquiring and implementing state of the art tools and technologies to enhance officer and public safety. An overview of the Enterprise ARJIS and associated efforts will be presented as discussed in the highlights below.

Completed Tasks

Staff has been working diligently to achieve several major accomplishments that include the following:

• Completed the development, distribution, and evaluation of four Enterprise ARJIS Requests for Proposals (RFPS): (1) portal; (2) middleware; (3) identity and access management; and (4) citation module. The RFP development process involved multiple iterations and review cycles that included contributions from the Enterprise ARJIS Core Working Group (CWG), ARJIS Technical Team, SANDAG Contracts and Procurement, and MTG (the independent contractor assisting with the ARJIS Enterprise effort).

• Completed the initial selections of the vendors for the portal and middleware solutions. ARJIS and SANDAG are currently finishing contract negotiations with a strong focus on solidifying project scope, approach, and specific costs of each solution.

• Completed an assessment of the major components of the legacy migration tasks. Documentation has been completed for 16 applications, 18 interfaces, and 111 validation tables that comprise the ARJIS legacy system.

• Resumed the Enterprise ARJIS CWG meetings comprised of representatives from the ARJIS member agencies who contribute practitioner input, business case content, and serve as a two-way conduit for their agencies for project related issues. The CWG also provides input and feedback to staff and the independent consultant MTG throughout the project.

• Engaged the ARJIS Technical Team, comprised of all ARJIS technology resources, on confirmation of the ARJIS Technology Architecture in view of the portal and middleware product selections. The process involved the evaluation and documentation of all core business and technical aspects of ARJIS. Additionally, the process confirmed gaps in technology to ensure that they are addressed.

Next Steps

During the remainder of FY 2010, staff and the independent consultant, in coordination with the CWG, will complete the installation of the portal and middleware tools, complete the evaluation of and selection for the citation module, and complete and distribute the final two RFPs that will address the services and reporting aspects of Enterprise ARJIS.

Key efforts of staff will be focused on the selection and installation of core Enterprise ARJIS technologies and tools. Completion of this phase of the Enterprise ARJIS effort is crucial as it provides the technology and tools required to meet the demands of the ARJIS user community at large.

Staff will continue to provide periodic status reports to the PSC. In addition, staff and the consultant have set up a Web page accessible with a password that PSC members and member agencies may access anytime for project documentation.

DRAFT SANDAG PUBLIC PARTICIPATION PLAN File Number 7300100

Introduction

The draft SANDAG Public Participation Plan (PPP) was released by the SANDAG Board of Directors for a 45-day public review and comment period on October 9, 2009. The PPP guides SANDAG public outreach efforts for transit, highway, smart growth, environmental, planning, growth forecasts, the Regional Transportation Plan, Regional Transportation Improvement Program, Tribal Consultation, and other initiatives.

Discussion

The updated draft PPP was developed in accordance with guidelines established by the Federal Highways Administration (FHWA) for metropolitan transportation planning (23 CFR 450.316), addresses Title VI and related nondiscrimination requirements, and reflects the principles of social equity and environmental justice. Included in the PPP are procedures, strategies, and outcomes associated with the ten requirements listed in 23 CFR 450.316. The plan also fulfills various state and federal public involvement requirements. The PPP reflects the SANDAG commitment to public participation and involvement to include all residents and stakeholders in the regional planning process.

To start the update process for the PPP, in June 2009, SANDAG launched initial public outreach with a survey in English and Spanish to secure input from residents, stakeholders, agencies, and other interested parties on how SANDAG should communicate opportunities to receive information or provide input on regional projects. The survey was distributed at SANDAG Board and Committee meetings, promoted in rEgion (the SANDAG monthly electronic newsletter), circulated to SANDAG e-mail lists, promoted on the SANDAG Web site, and circulated at diverse community events. SANDAG distributed a press release and public notices to promote the survey. More than 1,100 participants responded. Key feedback included recommendations to provide information on the SANDAG Web site, provide information via e-mail newsletters, implement e-mail and online options for providing feedback, and consider conducting some public meetings, workshops, and/or open houses during the workday.

An initial task for the Stakeholders Working Group (SWG) was to provide input on the draft PPP. The SWG is composed of diverse individuals from throughout the region who are interested in providing input into regional initiatives such as the Regional Transportation Plan, the Sustainable Communities Strategy, and the Regional Comprehensive Plan. In September, the SWG received an overview of the plan, in October provided initial input on the draft plan, and will provide final input at its November 18, 2009, meeting.

Notices and Outreach

In an effort to receive robust input on the draft PPP, notices were posted in the Asian Journal; La Prensa (in Spanish); North County Times (all editions); San Diego Daily Transcript; San Diego Union-Tribune (all editions); San Diego Voice & Viewpoint; and Star News. Public Announcements on drive-time radio are underway from November 2 – 13 with a call to action for residents to tell SANDAG how they want to be involved in regional projects. The media list and radio stations for public service advertising are listed in Attachment 1.

Initial media coverage includes a news article that appeared in the Union-Tribune on October 26, 2009, and a story on KPBS radio on October 26, 2009.

SANDAG staff also contacted working groups, committees, organizations, and agencies to promote the public input period for the PPP and to solicit additional input. Initial reports are that stakeholders are taking the PPP to their groups for input and will report back to SANDAG.

Announcements also were distributed to the following groups to secure input and promote further distribution to other interested parties. Working groups, committees, and interested stakeholders include:

The deadline for comments is November 30, 2009, at 4 p.m. The plan may be downloaded at www.sandag.org/ppp. Comments will be received via mail, e-mail, fax, or phone. A dedicated phone line has been established to take comments. A printed or electronic copy may be requested from SANDAG. Next Steps

Staff will present final draft information to the Transportation Committee, Regional Planning Committee, Borders Committee, and Public Safety Committee. After input and comments are received, staff will incorporate changes into a final draft PPP. The final draft PPP will be presented to the Board of Directors for consideration at its December 18, 2009, meeting.

• ARJIS staff and the CWG are reviewing the reporting RFP. • The reporting solution provides: – A standard tool to build ARJIS reports. – The tool users can use to build ad-hoc reports on ARJIS information. – A complex analysis and trending capability. • Target release is in January 2010

• ARJIS has four major programs currently underway – Enterprise, Legacy, Grants, and Ne tRMS (Sher iff’s record s management syst em) Interface. • The Enterprise program currently includes: – Portal and Middleware Implementations – CopLink Improvements – ARJIS Transaction Database (ATD) and SQL Server Upgrade – NDEx Connection Update – Mapping Updates • Maintain close coordination with Legacy efforts.

• Due to the complexity and cost, ARJIS has convened a Technical Team to review and provide input on technical infrastructure design. – Specific subject matter experts in each technology. – Involves additional experience sets in the discussions. – Includes the perspective of the organization that supports the hardware. • The expanded view reduces risks and increases the reliability of the ARJIS technology environment.

Current Activities: Citation Module Design Review

• The Citation Module is a small dedicated application focused on: – Updating an existing ARJIS service. – Testing the Portal and Middleware tools to ensure they work. • The citation effort exercises all of the technologies in ARJIS as a true microcosm representing the larger Enterprise efforts.
