STATE SENATOR JAY COSTA Serving the 43rd Senatorial District State Senator Jay Costa represents portions of the City of Pittsburgh, East Hills communities, areas of the Mon Valley and South Hills (43rd District). As a lifelong resident of Allegheny County, Senator Costa was born and raised in Pittsburgh and now lives with his wife Roxanne in Forest Hills. He has three children – two sons and one daughter. He is the son of the late Allegheny County Treasurer Jay Costa Sr. A graduate of Taylor Allderdice High School, Community College of Allegheny County, and Indiana University of Pennsylvania, and holds a Juris Doctorate from Duquesne University. Before his election to the Senate, Senator Costa was a deputy sheriff in Allegheny County and Allegheny County Register of Wills. He is currently a Principal in the downtown Pittsburgh law firm Dickie McCamey and Chilcote P.C. Senator Costa was elected Senate Democratic leader in 2010. Previously, he served as Democratic chair of the Senate Appropriations and Judiciary Committees and was Caucus chair. He co-chairs the General Assembly’s Arts and Culture Caucus. Senator Costa’s legislative record of accomplishment is long and features signature laws in the areas of education, family law, judicial reform, public safety, job creation and health care. Early in his career, Senator Costa prime sponsored the plan (FAIRx) to leverage rebates to lower drug costs for seniors – a concept later signed into law by Governor Ed Rendell. He was a strong supporter of expanding the nationally-recognized CHIP program and Medicaid. He also authored legislation to direct cooperative agreements between insurers and providers as a means to resolve the Highmark/UPMC coverage dispute. -

It is important that our company shapes global public policy debates on issues specific to the people we serve and to our other key stakeholders including shareholders and employees. Our engagement in the political arena helps address the most pressing issues related to ensuring that patients have access to needed medications—leading to improved patient outcomes. Through public policy engagement, we provide a way for all of our locations globally to shape the public policy environment in a manner that supports access to innovative medicines. We engage on issues specific to local business environments (corporate tax, for example). Based on our company’s strategy and the most recent trends in the policy environment, our company has decided to focus on three key areas: innovation, health care delivery, and pricing and reimbursement. February 17, 2021 U.S. House of Representatives Washington, D.C. 20515 U.S. Senate Washington, D.C. 20510 Dear Members of Congress: As elected leaders representing communities across our nation, we are writing to urge you to take immediate action on comprehensive coronavirus relief legislation, including desperately needed funding for states, counties, cities, and schools, and an increase in states’ federal medical assistance percentage (FMAP). President Biden’s ambitious $1.9 trillion American Rescue Plan will go a long way towards alleviating the significant financial strain COVID-19 has placed on our states, counties, cities, and schools, and the pocketbooks of working families. Working people have been on the frontlines of this pandemic for nearly a year and have continued to do their jobs during this difficult time. Dedicated public servants are still leaving their homes to ensure Americans continue to receive the essential services they rely upon: teachers and education workers are doing their best to provide quality education and keep their students safe, janitors are still keeping parks and public buildings clean, while healthcare providers are continuing to care for the sick. Meanwhile, it has been ten months since Congress passed the CARES Act Coronavirus Relief Fund to support these frontline workers and the essential services they provide. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis. -

There is convincing evidence that a return to in-person learning should be a top priority, and that safe, uninterrupted student learning cannot be achieved without sufficient protections for students, faculty, and staff. We urge you to take whatever steps are necessary to allow a universal statewide mask mandate in all Pennsylvania public schools, with appropriate exceptions for students and school staff with qualifying disabilities. Last week Governor Wolf requested that the General Assembly pass legislation mandating the use of masks in K-12 classrooms and child-care centers throughout Pennsylvania, and we support such legislation.1 We are also aware that the Administration has sufficient authority to take such action under the Public Health Code and urge you not to interfere with this authority if you are unable to pass legislation. 1 An Investigation of Police Brutality in News Media Media Narratives and Narrative Icons as Argumentation and Communal Identity Douglas Phillips 2 Abstract This dissertation explores the ways in which narratives about decisive events coalesce in news media discourse, and how they function rhetorically. Specifically, this study examines how journalists frame stories about police brutality, how those frames construct versions of public narratives, and how those narrative versions can be used in discourse about issues of civic concern such as support for new community policing policies or opposition to Florida’s “Stand Your Ground” law. I show how journalists’ choice of semantic frames (e.g., racism, police-community relations, or criminal justice) helps to shape readers’ understanding of the events and contributes to the formation of a narrative icon, a word, name, or short phrase that, absent narrative detail, indexes particular versions of a broader cultural narrative. This research is motivated by questions about the reciprocity between prior knowledge, audience expectations, and public discourse, and how those combine to shape or reinforce cultural values and communal identities. To explore these questions, I draw on scholarship in narrative theory, frame semantics, intertextual analysis, and argument. I analyze over 1,700 newspaper articles published in the Los Angeles Times, Los Angeles Sentinel, Pittsburgh Post-Gazette, and New Pittsburgh Courier between 1991 and 2013 concerning incidents of police brutality, including Rodney King and Jonny Gammage, a Black man who died following a traffic stop in Pittsburgh, PA. My findings suggest three primary functions of narratives in news media discourse: as background information, as examples used to establish or illustrate a rule, or as points of comparison. -

VERIZON POLITICAL CONTRIBUTIONS JANUARY – DECEMBER 2012 1 Verizon Political Contributions January – December 2012 A Message from Craig Silliman Verizon is affected by a wide variety of government policies ‐‐ from telecommunications regulation to taxation to health care and more ‐‐ that have an enormous impact on the business climate in which we operate. We owe it to our shareowners, employees and customers to advocate public policies that will enable us to compete fairly and freely in the marketplace. Political contributions are one way we support the democratic electoral process and participate in the policy dialogue. Our employees have established political action committees at the federal level and in 20 states. These political action committees (PACs) allow employees to pool their resources to support candidates for office who generally support the public policies our employees advocate. This report lists all PAC contributions, corporate political contributions, support for ballot initiatives and independent expenditures made by Verizon in 2012. The contribution process is overseen by the Corporate Governance and Policy Committee of our Board of Directors, which receives a comprehensive report and briefing on these activities at least annually. We intend to update this voluntary disclosure twice a year and publish it on our corporate website. We believe this transparency with respect to our political spending is in keeping with our commitment to good corporate governance and a further sign of our responsiveness to the interests of our shareowners. In 1971, a corporate lawyer named Lewis F. Powell Jr. wrote a secret memo to the chamber arguing that big business was under attack from insti- tutions he perceived as liberal: academics, the media, college students, and politi- cians.1 He also cited the public’s support for legislation to protect consumers and the environment. Powell lamented that “few elements of American society today have as little influence in government as the American businessman, the corpora- tion, or even the millions of corporate stockholders.”2 Powell suggested a solution: The Chamber . should consider assuming a broader and more vigorous role in the political arena. American business and the enterprise system have been affected as much by the courts as by the executive and legislative branches of government. Under our constitutional system, especially with an activist-minded Supreme Court, the judiciary may be the most important instrument for social, economic and political change.3 Later that same year, Powell joined the U.S. -
