First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

These made up our identity and enabled us to survive and flourish in the harsh Arctic environment. In the past, we did not put a word to this; it was within us and we knew it instinctively. Then, we were alone in the Arctic but now, in two generations, we have become part of the greater Canadian and world society. Our lead story comes from frequent contributor Chris Baer, who writes a swashbuckling narrative of two of the Vineyard’s most adventur- ous, daring — and quirky — characters, George Cleveland and George Fred Tilton, whose arctic legacies continue to this day. Our second story came about when Florence Obermann Cross suggested to a gathering of old friends that they write down their childhood memories of shared summers on the Lagoon. The result is a collective recollection of cottages without electricity or water; good neighbors; artistic and intellectual inspiration; sailing, swimming and long-gone open views. This is a slice of Oak Bluffs history beyond the more well-known Cottage City and Campground stories. Pickering 2012 Abstract The precontact subsistence-settlement strategy of Taltheilei tradition groups has been interpreted by past researchers as representing a high residential mobility forager system characterized by ephemeral warm season use of the Barrenlands environment, while hunting barrenground caribou. However, the excavation of four semi-subterranean house pits at the Ikirahak site (JjKs-7), in the Southern Kivalliq District of Nunavut, has challenged these assumptions. An analysis of the domestic architecture, as well as the morphological and spatial attributes of the excavated lithic artifacts, has shown that some Taltheilei groups inhabited the Barrenlands environment during the cold season for extended periods of time likely subsisting on stored resources. -

Social Hierarchy and Societal Roles among the Inuit People by Caitlin Amborski and Erin Miller Markers of social hierarchy are apparent in four main aspects of traditional Inuit culture: the community as a whole, leadership, gender and marital relationships, and the relationship between the Inuit and the peoples of Canada. Due to its presence in multiple areas of Inuit everyday life, the theme of social hierarchy is also clearly expressed in Inuit artwork, particularly in the prints from Kinngait Studios of Cape Dorset and in sculptures. The composition of power in Inuit society is complex, since it is evident on multiple levels within Inuit culture.1 The Inuit hold their traditions very highly. As a result, elders play a crucial role within the Inuit community, since they are thought to be the best source of knowledge of the practices and teachings that govern their society. Their importance is illustrated by Kenojuak Ashevak’s print entitled Wisdom of the Elders, which she devotes to this subject.2 She depicts a face wearing a hood from a traditional Inuit jacket in the center of the composition with what appears to be a yellow aura, and contrasting red and green branches radiating from the hood. Generally, the oldest family members are looked upon as elders because their age is believed to reveal the amount of wisdom that they hold.3 One gets the sense that the person portrayed in this print is an elder, based on the wrinkles that are present around the mouth. The Arctic in 2045: A Long Term Vision Okalik Eegeesiak | Wilton Park, London, UK| February 17, 2016 An Inuit Vision of the Arctic in 2045 (check against delivery) Ullukkut, Good afternoon. My name is Okalik Eegeesiak. First, thank you to the organizers for the invitation to speak at this conference at such a beautiful and inspiring venue and to the participants who share the value of the Arctic and its peoples. A thirty year vision for the Arctic is important. Inuit believe in a vision for the Arctic – our vision looks back and forward – guided by our past to inform our future. I hope my thoughts will add to the discussion. I will share with you about what Inuit are doing to secure our vision and how we can work together for our shared vision of the Arctic. Inuit have occupied the circumpolar Arctic for millennia – carving a resilient and pragmatic culture from the land and sea – we have lived through famines, the little ice age, Vikings, whalers, missionaries, residential schools, successive governments and we intend to thrive with climate change. A documentary was recently released in Canada that told of the accounts of two Inuit families and an single man from Labrador, Canada now called Nunatsiavut – these Inuit were brought to Europe in the 1880’s and displayed in “zoo’s”. Their remains are still in storage in museums in France and Germany and their predecessors are now working to repatriate them. I share these struggles and trauma to illustrate that we have come a long way… and I am with a solid foundation of our history. -

January 2017 © Nancy Campbell, 2017 Abstract The importance of the artist’s voice in art historical scholarship is essential as we emerge from post-colonial and feminist cultural theory and its impact on curation, art history, and visual culture. Inuit art has moved from its origins as an art representing an imaginary Canadian identity and a yearning for a romantic pristine North to a practice that presents Inuit identity in their new reality. This socially conscious contemporary work that touches on the environment, religion, pop culture, and alcoholism proves that Inuit artists can respond and are responding to the changing realities in the North. On the other side of the coin, the categories that have held Inuit art to its origins must be reconsidered and integrated into the categories of contemporary art, Indigenous or otherwise, in museums that consider work produced in the past twenty years to be contemporary as such. Holding Inuit artists to a not-so-distant past is limiting for the artists producing art today and locks them in a history that may or may not affect their work directly. This dissertation examines this critical shift in contemporary Inuit art, specifically drawing, over the past twenty years, known as the contemporary period. The second chapter is a review of the community of Kinngait and the role of the West Baffin Eskimo Cooperative in the dissemination of arts and crafts. -

The peoples in the arctic regions have experienced unprecedented cultural change in the last 40 years. The Dene, Metis, Samis, Athapaskans, Inuit and other aboriginal peoplein these regions have all seen their traditionallifestyles altered dramatically with the increasedinflux of southern peoples, withtheir baggage of modemtechnology, bureaucracy and assortedeconomic/political/soial/cultural systems. This paper focuses on the Inuit regions of Alaska, northern Canada and Greenland, for the Inuit have experienced more cultural changes since 1945 than in any other concentrated time span before. Although the changes have often resulted in great human tragedies, such as suicide epidemics and alcoholism, many positive changes have also occurred, as shownby major events in the three Inuit regions examined, as well as the establishment of somecultural and educational institutions. Russia's Arctic Cities
? chapter one Russia’s Arctic Cities Recent Evolution and Drivers of Change Colin Reisser Siberia and the Far North fi gure heavily in Russia’s social, political, and economic development during the last fi ve centuries. From the beginnings of Russia’s expansion into Siberia in the sixteenth century through the present, the vast expanses of land to the north repre- sented a strategic and economic reserve to rulers and citizens alike. While these reaches of Russia have always loomed large in the na- tional consciousness, their remoteness, harsh climate, and inaccessi- bility posed huge obstacles to eff ectively settling and exploiting them. The advent of new technologies and ideologies brought new waves of settlement and development to the region over time, and cities sprouted in the Russian Arctic on a scale unprecedented for a region of such remote geography and harsh climate. Unlike in the Arctic and sub-Arctic regions of other countries, the Russian Far North is highly urbanized, containing 72 percent of the circumpolar Arctic population (Rasmussen 2011). While the largest cities in the far northern reaches of Alaska, Canada, and Greenland have maximum populations in the range of 10,000, Russia has multi- ple cities with more than 100,000 citizens. Despite the growing public focus on the Arctic, the large urban centers of the Russian Far North have rarely been a topic for discussion or analysis. The urbanization of the Russian Far North spans three distinct “waves” of settlement, from the early imperial exploration, expansion of forced labor under Stalin, and fi nally to the later Soviet development 2 | Colin Reisser of energy and mining outposts. -

Although it lies at the far reaches of the temperate zone where we live, it extends over an area situated between 2500km and 5000km from the French coast, which, for a maritime power like France, with the second-largest maritime area in the world, remains relatively close. From France, the Arctic Ocean therefore seems like a natural extension of the North Atlantic, which laps at the western shores of our country. The Arctic is also far due to its environment, which is hard to access and governed by extreme weather conditions; and yet close, for France has established itself over the last three centuries as a polar nation, with a strong tradition of expeditions and exploration, and permanent research bases at the poles. The names Jules Dumont d’Urville, Jean- Baptiste Charcot and Paul-Emile Victor are part of France’s cultural heritage and collective imagination, inspiring new generations of explorers. -

REVIEWS REVIEWS REVIEWS Arctic tundra fires: natural variability and 369 responses to climate change Feng Sheng Hu1,2,3*, Philip E Higuera4, Paul Duffy5, Melissa L Chipman3, Adrian V Rocha6, Adam M Young7, Ryan Kelly8,9, and Michael C Dietze9 Anthropogenic climate change may result in novel disturbances to Arctic tundra ecosystems. Understanding the natural variability of tundra-fire regimes and their linkages to climate is essential in evaluating whether tundra burning has increased in recent years. Historical observations and charcoal records from lake sediments reveal a wide range of fire regimes in Arctic tundra, with fire-return intervals varying from decades to millennia. Analysis of historical data shows strong climate–fire relationships, with threshold effects of summer temperature and pre- cipitation. Projections based on 21st-century climate scenarios suggest that annual area burned will approxi- mately double in Alaskan tundra by the end of the century. Fires can release ancient carbon from tundra ecosys- tems and catalyze other biogeochemical and biophysical changes, with local to global consequences. Given the increased likelihood of tundra burning in coming decades, land managers and policy makers need to consider the ecological and socioeconomic impacts of fire in the Far North.
