17 Native Land Claims and the Future of Archaeology in the Northwest Territories, Canada Thomas D. Andrews Charles D. Arnnold Elisa J. Hart Margaret M. Bertulli The settlement of comprehensive land claims is ushering in major changes in the manage ment of land and resources in the Northwest Territories, including heritage resources. This chap ter summarizes the progress that has been made in completing land claims, anticipates the impact that the claims will have on the way archaeological research is conducted, and discusses how the Government of the Northwest Territories (GNWT) is responding to these changes. Suggestions for dealing with the current social and political setting in the design and implementation of archaeological projects are also presented. OUTLINE OF NATIVE LAND CLAIMS IN THE NORTHWEST TERRITORIES In the early 1970s, the Government of Canada established a comprehensive claims policy to guide negotiations with Native groups in settling Aboriginal interests in lands that they tradition ally occupied. Although the Northwest Territories has its own legislative assembly and its own bureaucracy to administer most of the business of government, the Government of Canada has the sole responsibility for settling Aboriginal land claims in the Northwest Territories. The Indigenous peoples of the Northwest Territories are the Inuit, the Dene, the Cree, and the Metis. The Inuit include the Inuvialuit of the Beaufort Sea and Amundson Gulf areas of the west ern Arctic, who, in 1984, were the first Aboriginal group in the Northwest Territories to settle a land claim with the Government of Canada (see Figure 1). In May, 1993, the Inuit of the eastern Arctic, an area commonly referred to as “Nunavut” signed a final agreement on a land claim. -

ABORIGINAL CENSUS DATA IN CANADA: A RESEARCH NOTE James C. Saku Department of Geography Frostburg State University Frostburg, Maryland USA, 21532 Abstract I Resume Aboriginal census data in Canada are characterised by numerous structural and administrative problems. This research note examines the problems associated with Aboriginal census data. In particular, the changes of the ethnic question and its impact on total counts in Canada and the Northwest Territories are explored. The analysis indicates that while the total popula tion counts in the Northwest Territories are similar to projected annual population growth, the counts for Canada vary significantly. INDIGENOUS LANGUAGES PRE-TEACH/PRE-ACTIVITY Have students look at the Indigenous languages and/or language groups that are displayed on the map. Discuss where this data came from (the 2016 census) and what biases or problems this data may have, such as the fear of self-identifying based on historical reasons or current gaps in data. Take some time to look at how censuses are performed, who participates in them, and what they can learn from the data that is and is not collected. Refer to the online and poster map of Indigenous Languages in Canada featured in the 2017 November/December issue of Canadian Geographic, and explore how students feel about the number of speakers each language has and what the current data means for the people who speak each language. Additionally, look at the language families listed and the names of each language used by the federal government in collecting this data. Discuss with students why these may not be the correct names and how they can help in the reconciliation process by using the correct language names. Social Hierarchy and Societal Roles among the Inuit People by Caitlin Amborski and Erin Miller Markers of social hierarchy are apparent in four main aspects of traditional Inuit culture: the community as a whole, leadership, gender and marital relationships, and the relationship between the Inuit and the peoples of Canada. Due to its presence in multiple areas of Inuit everyday life, the theme of social hierarchy is also clearly expressed in Inuit artwork, particularly in the prints from Kinngait Studios of Cape Dorset and in sculptures. The composition of power in Inuit society is complex, since it is evident on multiple levels within Inuit culture.1 The Inuit hold their traditions very highly. As a result, elders play a crucial role within the Inuit community, since they are thought to be the best source of knowledge of the practices and teachings that govern their society. Their importance is illustrated by Kenojuak Ashevak’s print entitled Wisdom of the Elders, which she devotes to this subject.2 She depicts a face wearing a hood from a traditional Inuit jacket in the center of the composition with what appears to be a yellow aura, and contrasting red and green branches radiating from the hood. Generally, the oldest family members are looked upon as elders because their age is believed to reveal the amount of wisdom that they hold.3 One gets the sense that the person portrayed in this print is an elder, based on the wrinkles that are present around the mouth. The Arctic in 2045: A Long Term Vision Okalik Eegeesiak | Wilton Park, London, UK| February 17, 2016 An Inuit Vision of the Arctic in 2045 (check against delivery) Ullukkut, Good afternoon. My name is Okalik Eegeesiak. First, thank you to the organizers for the invitation to speak at this conference at such a beautiful and inspiring venue and to the participants who share the value of the Arctic and its peoples. A thirty year vision for the Arctic is important. Inuit believe in a vision for the Arctic – our vision looks back and forward – guided by our past to inform our future. I hope my thoughts will add to the discussion. I will share with you about what Inuit are doing to secure our vision and how we can work together for our shared vision of the Arctic. Inuit have occupied the circumpolar Arctic for millennia – carving a resilient and pragmatic culture from the land and sea – we have lived through famines, the little ice age, Vikings, whalers, missionaries, residential schools, successive governments and we intend to thrive with climate change. A documentary was recently released in Canada that told of the accounts of two Inuit families and an single man from Labrador, Canada now called Nunatsiavut – these Inuit were brought to Europe in the 1880’s and displayed in “zoo’s”. Their remains are still in storage in museums in France and Germany and their predecessors are now working to repatriate them. I share these struggles and trauma to illustrate that we have come a long way… and I am with a solid foundation of our history. -

Proverbs, and Sarah Lord Abstract: Rapid environmental change in the Arctic elicits numerous concerns for ecosystems, natural resources, and ways of life. Robust monitoring is essential to adaptation and management in light of these challenges, and community-based monitoring (CBM) projects can enhance these efforts by highlighting traditional knowledge, ensuring that questions are locally important, and informing natural resource conservation and management. Implementation of CBM projects can vary widely depending on project goals, the communities, and the partners involved, and we feel there is value in sharing CBM project examples in different contexts. Here, we describe two projects in the Gwich’in Settlement Area (GSA), Canada, and highlight the process in which local management agencies set monitoring and research priorities. Dzan (muskrat; Ondatra zibethicus (Linnaeus, 1766)) and łuk dagaii (broad whitefish; Coregonus nasus (Pallas, 1776)) are species of great cultural importance and are the focus of CBM projects conducted with concurrent social science research. We share challenges and lessons from our experiences, offer For personal use only. insights into operating CBM projects in the GSA, and present resources for researchers interested in pursuing wildlife research in this region. CBM projects provide rich opportuni- ties for benefitting managers, communities, and external researchers, particularly when the projects are built on a foundation of careful and continuous dialogue between partners. -

The peoples in the arctic regions have experienced unprecedented cultural change in the last 40 years. The Dene, Metis, Samis, Athapaskans, Inuit and other aboriginal peoplein these regions have all seen their traditionallifestyles altered dramatically with the increasedinflux of southern peoples, withtheir baggage of modemtechnology, bureaucracy and assortedeconomic/political/soial/cultural systems. This paper focuses on the Inuit regions of Alaska, northern Canada and Greenland, for the Inuit have experienced more cultural changes since 1945 than in any other concentrated time span before. Although the changes have often resulted in great human tragedies, such as suicide epidemics and alcoholism, many positive changes have also occurred, as shownby major events in the three Inuit regions examined, as well as the establishment of somecultural and educational institutions.
