The Smallholder Agriculture Development and Commercialization Project (SADCP, also known in Angola as MOSAP II) aims to increase smallholder agricultural productivity, production and marketing in the project areas. MOSAP II area consists of three Provinces Bié, Huambo and Malanje involving 25 municipalities and 80 communes. An estimated 175,000 rural households (estimated 875,000 people) are expected to be direct project beneficiaries. Approximately, 33% of these farmers are likely to be women farmers. In addition, the project would strengthen capacity of national and provincial staff dealing with agriculture as well as those dealing with agriculture in the private sector and NGOs. MOSAP will also benefit through training (i) stakeholders along FFS extension and the value chains methodologies (both NGOs and Private firms), (ii) institutions at the central, provincial and municipal level and (iii) staff, students and local service providers. 2. The activities funded under the MOSAP II may lead to the increased use of agricultural pesticides, inter alias, in the sector. This Integrated Pest Management Framework (IPMF) has been prepared in order to ensure the Project is managed in compliance with the World Bank’s Operational Policy OP 4.09 on Pest Management, and with the related safeguard requirements of the Government of Angola (GoA). The IPMF includes proposals for effective and sustainable integrated pest management relating to specific project crops production (maize, beans, cassava, potato and horticulture) and marketing systems extending beyond the lifetime of the Project. 3. This IPMF briefly summarizes current knowledge of the incidence of specific project crops pests in the cropping and marketing systems of the area targeted by the Project. The Plan reviews relevant national policies and regulatory systems, which will be followed by an outline of the Work Plan and budget for integrated pest management to be applied under the MOSAP II. 4. The key pest problems encountered in the targeted specific project crops production systems include field insect-pests and biological agents, weeds, birds and rodents. Few farmers currently use pesticides, insecticides or herbicides. 5. Nonetheless, it is deemed important to provide all participating farmers with stronger advisory assistance relating to the safe use of pesticides, insecticides and herbicides. Pest scouting will be encouraged to allow control of migratory and an outbreak pest at an earlier stage, thus reducing the need for pesticide application and in another hand, preserves the natural biological control and mesures. 6. The project will be implemented over a five-year, to be initiated in 2016 and contain the flowing components: • Component 1. Capacity Building and Institutional Development • Component 2: Support for Increased Production and Commercialization • Component 3: Project Management, Monitoring and Evaluation 7. The Project for Management, Monitoring and Evaluation will finance management, coordination, monitoring and evaluation of the project and consists of two sub- components: (i) Project Management that ensure the correctly implementation of activities, on time and in accordance with the Loan Agreement. This would be the responsibility of a Project Coordinator and a small team of experts located at the national, and provincial or municipal levels; (ii) Project Monitoring and Evaluation that will be iii responsible for collecting and processing appropriate information to monitor project performance and measure the output, effect and eventually the impact of project activities over time. Baseline information will also be collected at the beginning of project implementation. 8. Financing will be provided to support project coordination activities, including planning and budgeting, management and administration, monitoring and evaluation, safeguards compliance, and national and provincial engagement. If necessary, Government counterpart resources will be used to pay staff-related costs not eligible for IBRD funding. 9. The Project Target Area are the municipalities in the three Provinces of Bié, Huambo and Malanje. The project beneficiaries thus account for 40% of all the rural households in the three provinces and for nearly 10% of all rural households in Angola. Agriculture is the the major economic activity, being main crops maize, cassava, horticulture, beans and potatoes. 10. The World Bank Safeguard Policy OP 4.09

Como resposta do aumento de procura de informações fiáveis sobre os recursos de florestas e árvores tanto ao nível nacional como Internacional l, a FAO iniciou uma actividade para dar apoio à monitorização e avaliação de recursos florestais nationais (MANF). O apoio à MANF inclui uma abordagem harmonizada da MANF, a gestão de informação, sistemas de notificação de dados e o apoio à análise do impacto das políticas no processo nacional de tomada de decisão.

    ANGOLA FOOD SECURITY UPDATE July 2003 Highlights The food security situation continues to improve in parts of the country, with the overall number of people estimated to need food assistance reduced by four percent in July 2003 relieving pressure on the food aid pipeline. The price of the least-expensive food basket also continues to decline after the main harvest, reflecting an improvement in access to food. According to the United Nations Children’s Fund (UNICEF), the results of both the latest nutritional surveys as well as the trend analysis on admissions and readmissions to nutritional rehabilitation programs indicate a clear improvement in the nutritional situation of people in the provinces considered at risk (Benguela, Bie, Kuando Kubango). However, the situation in Huambo and Huila Provinces still warrants some concern. Household food stocks are beginning to run out just two months after the main harvest in the Planalto area, especially for the displaced and returnee populations. In response to the current food crisis, relief agencies in Angola have intensified their relief efforts in food insecure areas, particularly in the Planalto. More than 37,000 returnees have been registered for food assistance in Huambo, Benguela, Huila and Kuando Kubango. The current food aid pipeline looks good. Cereal availability has improved following recent donor contributions of maize. Cereal and pulse projections indicate that total requirements will be covered until the end of October 2003. Since the planned number of beneficiaries for June and July 2003 decreased by four percent, it is estimated that the overall availability of commodities will cover local food needs until end of November 2003.

Utilizou-se como metodologia de trabalho o diagnóstico Rural participativo. Os entrevistados foram seleccionados mediante uma amostra aleatória simples, com um erro amostral de 5% e nível de confiança de 95%. Participaram da entrevista na comunidade de Bonga 59 indivíduos, sendo que 7 do género feminino e 52 do género masculino. Já em Cachindongo foram entrevistados 167 indivíduos, sendo que 11 foram do género feminino 156 género masculino. As comunidades estudadas demostraram interesse aquando da realização do presente trabalho e reconhecem os perigos que podem surgir se continuarem com produção de carvão de forma insustentável. Contudo invocam existir dois principais factores que influenciam na pressão sobre a floresta, nomeadamente o nível de pobreza que ainda prevalece no seio das comunidades e o aliciamento por parte dos intermediários, no processo de venda do carvão vegetal. INTRODUCTION Angola is a country blessed with an abundance of natural resources, particularly as it relates to the energy sector and power sub-sector. The power system was developed over time with the main source being hydropower and this will continue to be the main source of electrical energy in the future supplemented with gas, wind and solar. At present the major generations totalize 4,3 GW, being 55% generated by hydropower plants. One of the goals of the Angola’s National Development Plan is to increase the access to electricity from 36% in 2017 to 50% in 2022. On the other hand, the National Strategy for Climate Change (2018-2030) calls for the transition to a low carbon economy and aims to electrify 60% of the rural population by 2025 and increase access to low-carbon energy in rural areas. The Cuanza River Basin (in the north region) was identified as a key area for development of hydropower generation projects to support Angola’s growth development, with potential to achieve a total of 7000 MW of installed capacity. Two hydropower plants are already located in Cuanza River: Cambambe (960 MW) and Capanda (520 MW) and two others are under construction Laúca (2067 MW) and Caculo Cabaça (2051 MW), with Laúca already generating some power.

    UNITED NATIONS OFFICE FOR THE COORDINATION OF HUMANITARIAN AFFAIRS (OCHA) HUMANITARIAN SITUATION IN ANGOLA Situation Report Reporting Period: 1 – 15 September 2003 Critical Issues q Fourteen deminers were injured when an anti-tank mine exploded on the Cambaxe – Malanje road in Malanje Municipality. q A meningitis outbreak has been confirmed in Huíla Province and a significant number of cases have been reported in Malanje Province. q Due to the start of the rainy season, humanitarian partners were not able to transport more seeds and tool kits to the interior of Kuanza Sul Province. q A donation of seeds and tools for 8,000 beneficiaries in Lunda Sul was cancelled due to lack of a partner to carry out the distribution. q Most of the seeds and tools for distribution in Moxico Province have yet to arrive. Provincial Update Luanda Province: The Provincial Government transported 2,030 people to Malanje. They are staying in the Katepa transit centre where they are sleeping in the open air and have no access to food, water, sanitation and health assistance. According to provincial authorities, one person died on arrival and no transportation is available for onward travel to areas of origin. Benguela Province: During the reporting period, local authorities closed the Benguela transit centre located in a former military quartering camp and moved the 250 people to the new Capiandalo transit centre approximately five km outside the city centre. An additional 108 demobilised soldiers and their dependents arrived from the former Menga gathering area in Huambo and humanitarian partners report that the people in the new camp are living in substandard conditions.

Assim sendo, a Administração Municipal do Londuimbali considera como de importância capital os esforços que têm sido empreendidos pelo executivo Angolano vocacionados a melhoria substancial dos indicadores económicos e sociais do país no contexto geral e em particular para a população do Londuimbali no que tange a revitalização da saúde plasmado na constituição da República de Angola. Para o Município do Londuimbali somos de parecer favorável para a implementação deste plano baseado na Municipalização dos serviços, o que puderá trazer melhorias na qualidade de vida e fundamentalmente na redução gradual da mortalidade materno-infantil, por conseguinte o aumento da esperança de vida. A materialização prática deste programa na extensão territorial do Município, dará progresso significativo no crescimento da rede sanitária potenciada com meios técnicos e materiais aos fins que nos impõe a conjugação de esforços na formação e capacitação dos quadros para corresponderem com a demanda e as exigências fáceis aos desafios da globalização, bem como o reforço da capacidade institucional a todos os níveis da saúde do Município com vista a expansão destes serviços do bem- estar nas zonas rurais mais recônditas do território de jurisdição do Município.
