TWRB = Tianshui Water Resource Bureau EXECUTIVE SUMMARY This Semi-Annual Environmental Monitoring Report (EMR) describes the environmental monitoring and mitigation measures undertaken with regard to the domestic Environmental Impact Assessment (EIA) reports and the Consolidated Environmental Impact Assessment (CEIA) provisions during the implementation period from April to October 2013 of the Gansu Tianshui Urban Infrastructure Development Project (“the Project”). This report will briefly provide (i) documentation review and compliance with environmental regulations; (ii) environmental institutional structure and responsibility; (iii) mitigation measures undertaken to minimize adverse environmental impacts arising from the construction of the Project facilities;(iv)environmental monitoring and status of ambient environmental quality; and (v) conclusions and recommendations. As of October of 2013, the Project is assessed to be some 45% complete overall. In this reporting period, the mitigation measures and monitoring program were generally carried out satisfactorily. Attention has been paid on soil erosion protection, wastewater treatment, air protection and noise control, etc. Through the implementation of these measures, the destruction to the environment has been lowered to a minimum level possible during construction. However, to some extent there were still inevitable impacts on the environment. Some recommendations have been put forward to make improvement on environmental protection in next stage. Particularly, more efforts are required on water and soil conservation to reduce soil erosion. In this report, some aspects are highlighted including: (i) the implementation status of the environmental requirements in the loan covenants(see Para.16 of Chapter III); (ii) the implementation status of the environmental comments in the MOU of ADB mission in June of 2013 (see the Para.17 of Chapter III); (iii) the implementation status of the environmental comments in the MOU of ADB mid-term review mission in October/November of 2013 (see the Para.18 of Chapter III [some of the comments are required to respond in this report according to the MOU]); (iv) environmentally responsible procurement (ERP) (see the Para. 9 to 15 of Chapter II); (v) Updated environmental responsibilities matrix during implementation stage (see the Para. 8 of Chapter II); (vi) environmental monitoring data trend analysis (see the Para. 35 and 36 of Chapter V); (vii) A detailed soil erosion monitoring draft plan provided by the independent institute( Para.37 of Chapter V); and (viii) A Sample Statement of Environmental Performance (provided in the Appendix 6). P a g e | 7 1. INTRODUCTION Report Purpose and Rationale 1. As defined in the domestic EIAs and consolidated environmental impact assessment (CEIA) for Gansu Tianshui Urban Infrastructure Development Project (the Project) under the ADB Loan, semi-annual environmental monitoring reports (EMR) have to be prepared by the borrower in order to evaluate and assess overall project activities to ensure the effective implementation of the environmental management plan (EMP). 2. The purpose of this second EMR is to document the environmental management activities and compliance with the approved EMP of this Project by October 2013. This report is prepared in accordance with the environmental monitoring program as part of the environmental management plan (EMP). As the second EMR, it will not only cover the construction phase, but also demonstrate compliance with the EMP for the design, bidding, and construction preparation stages. In line with targets aimed at reducing the negative environmental impacts of the Project and in accordance with all the relevant specifications and standards of the PRC, as well as the policies of the Asian Development Bank (ADB), this report will emphasize: (i) progress made in implementing the EMP, (ii) implementation of mitigation measures, (iii) environmental compliance, (iv) institutional strengthening and training, (v) public consultation, and (vi) problems that have occurred and corrective actions taken. 3. This report is prepared by the TPMO (Tianshui Urban Construction and Investment Co.) with the assistance from China General Consulting and Investment Co., Ltd. as the loan implementation consultant. The monitoring plan was updated on the basis of discussion with TEPB. Project Objective and Components 4. The project will support the provision of reliable, good-quality infrastructure and municipal services in the City of Tianshui. The project is designed to (i) implement district heating infrastructure and urban transport improvements and to achieve the environmental objectives of city master plans and the Eleventh Five-Year-Plan; (ii) reduce air pollution and contribute to global climate change control; (iii) reduce the City’s flood vulnerability; (iv) make road travel more convenient, safer, faster, and less encumbered by traffic for road users including pedestrians, bicyclists, and drivers; and (v) catalyze economic growth in Tianshui to improve the poor’s income and well-being. 1. Project components. The project includes four components/outputs: (i) Qinzhou district heating network (Component A1)—upgrading of Qinzhou district's central heating network by decommissioning 199 outdated coal-fired boilers, building a 33.7 km primary heat transmission network, constructing 78 heat- exchange stations, and increasing district-heating coverage by 11million m2; (ii) Chengji road and flood control facilities (Component B)—constructing the 12km Chengji road and flood control embankment along the Xi river’s north bank, 1There will be minor change due to change of the associated facilities, namely the CHP and associated tunnel&pipelines during mid-term review in October of 2013. P a g e | 8 including two large bridges, with related public transportation facilities; (iii) Tianshui urban transport improvements (Component C)—improving urban roads and related services especially for public transport and non-motorized transport (NMT) by constructing four new roads with a total length of 4.9 km, rehabilitating one road with a total length of 2.0 km, constructing three bridges, and developing related services, including drainage pipelines and sewers, energy-saving lighting, public green areas, and road-safety features; and (iv) capacity development and institutional strengthening (Component D)—providing support in two areas (a) to TPMO and implementing agencies to ensure efficient and effective project implementation in compliance with ADB requirements; and (b) an urban transport capacity development program including holistic urban road design and road safety audit, people-centric urban transport planning, road network management and maintenance, and related training.
