Minutes of the Meeting of the Nunney Parish Council held at Dallimore Mead Hall on Tuesday 3rd April at 7.30pm.

Present: Cllrs Lisa Ramsay (Chairman), Cliff Garrod, Ron Warwick, Russell Sadler, Pia McGee, Sue Ellis, Sheelagh Capstick-Dale, Simon Forrester

In attendance: Angela Pearce (Parish Clerk).

Also Present: Nina Richards and Roisin McDermott (MDC Officers) 1 member of the public

RESOLVED:-To approve the apologies with reasons given.

100.17 Minutes of Nunney Parish Council Meetings held on Monday 5th March 2018 To confirm and sign as a correct record, the minutes of the Council Meeting held on Monday 5th March 2018.

RESOLVED:-That the minutes of the Council Meetings held on Monday 5th March 2018, and previously circulated be taken as read, agreed and signed as a true record by The Chairman.

101.17 Mendip District Council – Housing Survey Report from Nina Richards of MDC on recent housing survey carried out in the village.

RESOLVED:-Nina Richards and Roisin McDermott of MDC update The Council on the recent housing survey carried out in the village, which identified that 10 affordable houses were needed. The Full report will be available on MDC web site

102.17 Clerks report and items of interest RESOLVED:-The Clerk reported that the Yearend process is underway and she has been updating documents required for Audit and Transparency Code

Nunney reply from English Heritage, the clerk read an email from English Heritage stating that there were pretty sure that there were no fish left in the moat and that they were waiting for the results of a water and sediment sample taken by The EA, who would be advising on the next steps. Cllr Warwick presented a letter that had been sent to all the neighbouring properties of the Moat, which stated that the results showed that a chemical called Propiconazole had been found in the water samples. This is found is wood preservers and lawn fungicide treatments. The lease for the substation on the playing field was noted and signed.

103.17 Allotments To consider allotment fees for the coming year and agree a date for allotment meeting

RESOLVED:-The fees for the coming year were set at £12 and a meeting to be held at The George on the 12th April for 7.30pm

104.17 Bus Shelter To update on progress to date of proposed bus shelter in the Market Place (SE/RW)

RESOLVED:-The Clerk reported that both herself and Cllr Ellis had been chasing a decision from MDC which was due by the 6th March and had to date not had reply about the application. The Council agreed that as 10 weeks had now passed, if a reply from MDC was not forthcoming by the end of the week The Clerk to make a formal complaint.

105.17 Highway Matters To consider purchase of speed signage for the village

RESOLVED:-It was agreed to seek the view of Somerset County Council on the installation of Radar Speed Signs at the current location of the SIDS near the junction of Flower Fields

Update on Speed watch training and locations (LR)

RESOLVED:-Cllr Ramsay to chase Speed watch trainers again, for a date for training.

106.17 Adult Exercise Equipment Update on current position, result of Poll on Facebook and consider work required and obtain quotes and grants (LR/PM)

RESOLVED:-Cllr McGee is putting together all the information about quotes for the next meeting. It was agreed it was a good idea to look at other sites where this equipment had been installed to look at the quality.

107.17 Nunney Brook To consider possible work to Nunney Brook to slow water flow, to stop flooding

RESOLVED:-Cllr Haydon was not present to give an update

108.17 Naming of lane To receive an update from Cllr Ramsay on the naming The Lane that leads from The Market Place to The Russell Field

RESOLVED:-Cllr Ramsay reported that she had been told that the Lane already had a name, she is making further enquiries before speaking to the Head Teacher at The School.

109.17 Parish Council Web Site To consider how to update The Parish Council web site and any actions needed

RESOLVED:-Cllr Forrester reported that he had the domain name for the Parish Council web site and that himself and the previous Clerk had started work to a new web site. It was agreed to let The Clerk have a link so she could start adding more details before they took the site live. The Clerk stated that a Parish Council web site should be for just Parish Council matter, due to the Transparency Code.

113.17 Reports from organizations (To hear from representatives): Nunney Community Association, AGM was on the 19th March, Cllr Forrester had stood down. Frances Tyson was the new Chairman. It was reported that The Duck race was a great susses. Peter Gibson had requested that the yellow lines around the shed in The Quarry Gardens be extended and repainted. The Parish Council had no objection to him carrying this out. Village Hall, Film night 13th April Nunney School, nothing to report Police, there were reports of drug taking in various parts of the village, this had been reported to the police Church, nothing to report.
