    Water Resources Management V 439 Siret river basin planning (Romania) and the role of wetlands in diminishing the floods G. Romanescu “Alexandru Ioan Cuza” University of Iasi, Romania Abstract The Siret river flows from the wooded Carpathians (Ukraine) and on the Romanian territory it has a length of 559km, from its entrance into the country till its mouth into the Danube. Practically, it is the river basin with the highest hydro-energetic potential and with the greatest fresh water supply in Romania. The total theoretical water resource in the Siret river space represents 6,868 million m3/year, which is above the average for Romania. In order to ensure the water sources for different use and to diminish the high floods which are more numerous and stronger, 31 accumulations have been built, with a volume exceeding 1,206.12 mln.m3. In 2005 the Siret recorded a historical flow with values between 5,000-5,500 m3/s, representing the highest flow on the interior rivers in Romania. Unfortunately, in the last 50 years, a great part of the large wetlands in this river basin have been drained, changing their destination and therefore, changing their role in diminishing floods, in recharging the aquifers and in representing a habitat for different species. In order to protect the human settlements in different regions, 570.2 km of rivers undertook regulation actions and 357.7 km of dams were built. Due to the torrential character of most of the rivers in the Siret basin, water consumption appeared and developed from simple water use to the great complex accumulations.

The floods comprised two periods 19 with four bimodal cycles and they were counted among the strongest on the Romanian territory. 20 The exceptional floods occurred in the rivers of Siret, Suceava, Moldova, Bistrita, Trotus and so on. 21 The most important compound flood wave was determined by the precipitations which fell within 22 the period, 29th June to 1st July 2010, when significant amounts of rain were recorded, sometimes, 23 exceeding 80 mm.

The study presents data concerning the water pollution status of Siret hydrographical basin (i.e. surface and ground waters, lakes) in Suceava County area (different controlling/monitoring sections) due to agricultural productive activities, especially regarding some quality indicators (nitrogen-based nutrient concentrations) evaluated for 2008. The real water pollution state in Siret hydrographical basin (Suceava region) is estimated by the global * pollution index (I GP), and corresponds to values of 1.234 - 1.523 for ground waters, 1.330 - 1.550 for surface water, and 1.330 - 1.435 for lakes based on collected data from representative water regulator authority of Siret River hydrographical basin. These values are indicating an aquatic environment modifi ed by agricultural activities within admissible limits. The results of simple risk estimation are also summarized, being found minor referring to ammonia, nitrates and nitrites. These data are recommending the necessity of continuous monitoring of water quality in the Siret River hydrographical basin, in all existing control sections, for identifi cation of any pollution episodes, non-reported by polluters to the local environmental regulators.

Over the time, man lived in communion with nature and admired its beauty, but in certain situations he exploited it recklessly leading to the extinction of rare plants and animal species of scientific value.
